Barwood CNG Cab Fleet Study: Final Results

This report describes a fleet study conducted over a 12-month period to evaluate the operation of dedicated compress natural gas (CNG) Ford Crown Victoria sedans in a taxicab fleet. In the study, we assess the performance and reliability of the vehicles and the cost of operating the CNG vehicles compared to gasoline vehicles. The study results reveal that the CNG vehicles operated by this fleet offer both economic and environmental advantages. The total operating costs of the CNG vehicles were about 25% lower than those of the gasoline vehicles. The CNG vehicles performed as well as the gasoline vehicles, and were just as reliable. Barwood representatives and drivers have come to consider the CNG vehicles an asset to their business and to the air quality of the local community.

Bipartisan Campaign Reform Act of 2002: Summary and Comparison with Previous Law

The Bipartisan Campaign Reform Act of 2002 was enacted on March 27, 2002 as P.L. 107-155. It passed the House on February 14, 2002, as H.R. 2356 (Shays- Meehan), by a 240-189 vote. Its companion measure, on which it was largely based, had initially been passed by the Senate in 2001 as S. 27 (McCain-Feingold). On March 20, 2002, however, the Senate approved the House-passed H.R. 2356 by a 60- 40 vote, thus avoiding a conference to reconcile differences between S. 27 and H.R. 2356. The two primary features of P.L. 107-155 are restrictions on party soft money and issue advocacy.

Border Security: Immigration Enforcement Between Ports of Entry

This report reviews efforts to combat unauthorized migration across the Southwest border in the nearly three decades since the Immigration Reform and Control Act (IRCA) initiated the modern era in migration control, takes stock of the current state of border security, and considers lessons that may be learned about enhanced enforcement at U.S. borders. The report begins by reviewing the history of border control and the development of a national border control strategy beginning in the 1990s. The following sections summarize appropriations and resources dedicated to border enforcement, indicators of enforcement outcomes, metrics for estimating unauthorized migration flows, and possible secondary and unintended consequences of border enforcement. The report concludes by reviewing the overall costs and benefits of the current approach to migration control and raising additional questions that may help guide the discussion of these issues in the future.,5/

Boron-enhanced diffusion of boron from ultralow-energy boron implantation

The authors have investigated the diffusion enhancement mechanism of BED (boron enhanced diffusion), wherein the boron diffusivity is enhanced three to four times over the equilibrium diffusivity at 1,050 C in the proximity of a silicon layer containing a high boron concentration. It is shown that BED is associated with the formation of a fine-grain polycrystalline silicon boride phase within an initially amorphous Si layer having a high B concentration. For 0.5 keV B{sup +}, the threshold implantation dose which leads to BED lies between 3 {times} 10{sup 14} and of 1 {times} 10{sup 15}/cm{sup {minus}2}. Formation of the shallowest possible junctions by 0.5 keV B{sup +} requires that the implant dose be kept lower than this threshold.

Brick-wall at high energy from trapped electrons in a dc beam

The space charge detuning of a dc beam due to electrons trapped is shown to be essentially energy independent. This leads to a curvature in the ..nu.. vs p relation. Left uncorrected, this would result in a "brick-wall" instability. It is shown that the strength of octupole field required to correct the curvature increases as the third power of the energy. Thus, large octupole correction coils are needed. The possibility of using stronger sextupole corrections to reduce the octupole requirement is suggested. However, this would mean that the working line would not shrink with energy, and ISABELLE would be required to operate with a tune spread greater than or equal to 0.02 even at 400 GeV.

CAD-centric Computation Management System for a Virtual TBM

HyPerComp Inc. in research collaboration with TEXCEL has set out to build a Virtual Test Blanket Module (VTBM) computational system to address the need in contemporary fusion research for simulating the integrated behavior of the blanket, divertor and plasma facing components in a fusion environment. Physical phenomena to be considered in a VTBM will include fluid flow, heat transfer, mass transfer, neutronics, structural mechanics and electromagnetics. We seek to integrate well established (third-party) simulation software in various disciplines mentioned above. The integrated modeling process will enable user groups to interoperate using a common modeling platform at various stages of the analysis. Since CAD is at the core of the simulation (as opposed to computational meshes which are different for each problem,) VTBM will have a well developed CAD interface, governing CAD model editing, cleanup, parameter extraction, model deformation (based on simulation,) CAD-based data interpolation. In Phase-I, we built the CAD-hub of the proposed VTBM and demonstrated its use in modeling a liquid breeder blanket module with coupled MHD and structural mechanics using HIMAG and ANSYS. Calculation of Np-237 and Am-241 Detector Calibration Constants from First Principles

The Analytical Development Section of Savannah River Technology Center (SRTC) was requested to determine the holdup of enriched uranium in a facility as part of an overall deactivation project of the facility. The facility was used to fabricate enriched uranium fuel assemblies, lithium-aluminum target tubes, neptunium assemblies, and miscellaneous components for the production reactors. The results of the holdup assays are essential for determining compliance with the Waste Acceptance Criteria, Material Control and Accountability, and to meet criticality safety controls. This report covers calibration of the detectors in order to support holdup measurements in the out-gassing ovens. These ovens were used to remove gas entrained in billet assembly material prior to the billets being extruded into rods by the extrusion press. A portable high purity germanium detection system was used to determine highly enriched uranium (HEU) holdup and to determine holdup of U-235, Np-237, and Am-24 1 that were observed in these components. The detector system was run by an EG and G system that contains the high voltage power supply and signal processing electronics. CATALYSIS SCIENCE INITIATIVE: From First Principles Design to Realization of Bimetallic Catalysts for Enhanced Selectivity

In this project, we have integrated state-of-the-art Density Functional Theory (DFT) models of heterogeneous catalytic processes with high-throughput screening of bimetallic catalytic candidates for important industrial problems. We have studied a new class of alloys characterized by a surface composition different from the bulk composition, and investigated their stability and activity for the water-gas shift reaction and the oxygen reduction reaction. The former reaction is an essential part of hydrogen production; the latter is the rate-limiting step in low temperature H2 fuel cells. We have identified alloys that have remarkable stability and activity, while having a much lower material cost for both of these reactions. Using this knowledge of bimetallic interactions, we have also made progress in the industrially relevant areas of carbohydrate reforming and conversion of biomass to liquid alkanes. One aspect of this work is the conversion of glycerol (a byproduct of biodiesel production) to synthesis gas. We have developed a bifunctional supported Pt catalyst that can cleave the carbon-carbon bond while also performing the water-gas shift reaction, which allows us to better control the H2:CO ratio. Knowledge gained from the theoretical metal-metal interactions was used to develop bimetallic catalysts that perform this reaction at low temperature, allowing …

``Cats and Dogs'' disposition at Sandia: Last of the legacy materials

Over the past 12 months, Sandia National Laboratories, New Mexico (SNL/NM), has successfully conducted an evaluation of its nuclear material holdings. As a result, approximately 46% of these holdings (36% by mass) have been reclassified as no defined use (NDU). Reclassification as NDU allows Sandia to determine the final disposition of a significant percentage of its legacy nuclear material. Disposition will begin some time in mid CY2000. This reclassification and the proposed disposition of the material has resulted in an extensive coordination effort lead by the Nuclear Materials Management Team (NMMT), which includes the nuclear material owners, the Radioactive Waste/Nuclear Material Disposition Department (7135), and DOE Albuquerque Operations Office. The process of identifying and reclassifying the cats and dogs or miscellaneous lots of nuclear material has also presented a number of important lessons learned for other sites in the DOE complex.
