Agriculture in the WTO Doha Round: The Framework Agreement and Next Steps

Member countries of the World Trade Organization (WTO) reached agreement on July 31, 2004 on a framework for negotiating agricultural trade liberalization in the multilateral trade round known as the Doha Development Agenda (DDA). The framework, part of a work program for all negotiating issues in the DDA (nonagricultural market access, services, trade facilitation, etc.), sets the stage for negotiations, now underway, to determine specific targets or formulas (“modalities”) for curbing trade-distorting domestic support, reducing trade barriers and eliminating export subsidies. If agreed to, the agriculture modalities report would be on the agenda of the WTO’s Sixth Ministerial Conference in December 2005, and negotiations could be completed during 2006. In the meantime, the President has requested a two-year extension of trade promotion authority procedures (TPA, also known as fast-track) for considering legislation to implement trade agreements.

Analysis of the Spectral Function of Nd1.85Ce0.15CuO4, Obtained by Angle Resolved Photoemission Spectroscopy

Samples of Nd{sub 2-x}Ce{sub x}CuO{sub 4}, an electron-doped high temperature superconducting cuprate (HTSC), near optimal doping at x = 0.155 were measured via angle resolved photoemission (ARPES). We report a renormalization feature in the self energy ('kink') in the band dispersion at {approx} 50-60 meV present in nodal and antinodal cuts across the Fermi surface. Specifically, while the kink had been seen in the antinodal region, it is now observed also in the nodal region, reminiscent of what has been observed in hole-doped cuprates.

An analysis of three nuclear events in P-Tunnel

This report examines experimental results obtained from three P Tunnel events -- Mission Cyber, Disko Elm, and Distant Zenith. The objective of the study was to determine if there were any differences in the explosive source coupling for the three events. It was felt that Mission Cyber might not have coupled well because the ground motions recorded for that event were much lower than expected based on experience from N Tunnel. Detailed examination of the physical and chemical properties of the tuff in the vicinity of each explosion indicated only minor differences. In general, the core samples are strong and competent out to at least 60 m from each working point. Qualitative measures of core sample strength indicate that the strength of the tuff near Mission Cyber may be greater than indicated by results of static testing. Slight differences in mineralogic content and saturation of the Mission Cyber tuff were noted relative to the other two tests, but probably would not result in large differences in ground motions. Examination of scaled free-field stress and acceleration records collected by Sandia National Laboratory (SNL) indicated that Disko Elm showed the least scatter and Distant Zenith the most scatter. An Analytical Technique to Determine the Potential for Moisture Accumulation in Deactivated Structures

This paper describes an analytical technique developed to predict an order of magnitude volume of moisture accumulation in massive structures after deactivation. This work was done to support deactivation of a Department of Energy nuclear materials processing facility. The structure is a four-story, concrete building with a rectangular footprint that is approximately 250m long by 37m wide by 22m high. Its walls are 1.2m thick. The building will be supplied with unconditioned ventilation air after deactivation. The objective of the work was to provide a cost effective engineering evaluation to determine if the un-conditioned ventilation air would result in condensate accumulating inside the building under study. The analysis described is a simple representation of a complex problem. The modeling method is discussed in sufficient detail to allow its application to the study of similar structures.

Angle-resolved photoemission studies of lattice polaron formation in the cuprate Ca2CuO2Cl2

To elucidate the nature of the single-particle excitations in the undoped parent cuprates, we have performed a detailed study of Ca{sub 2}CuO{sub 2}Cl{sub 2} using photoemission spectroscopy. The photoemission lineshapes of the lower Hubbard band are found to be well-described by a polaron model. By comparing the lineshape and temperature dependence of the lower Hubbard band with additional O 2p and Ca 3p states, we conclude that the dominant broadening mechanism arises from the interaction between the photohole and the lattice. The strength of this interaction was observed to be strongly anisotropic and may have important implications for the momentum dependence of the first doped hole states.

Annual Scientific Report for DE-FG03-02NA00063 Coherent imaging of laser-plasma interactions using XUV high harmonic radiation

In this project, we use coherent short-wavelength light generated using high-order harmonic generation as a probe of laser-plasma dynamics and phase transitions on femtosecond time-scales. The interaction of ultrashort laser pulses with materials and plasmas is relevant to stockpile stewardship, to understanding the equation of state of matter at high pressures and temperatures, and to plasma concepts such as the fast-ignitor ICF fusion concept and laser-based particle acceleration. Femtosecond laser technology makes it possible to use a small-scale setup to generate 20fs pulses with average power >10W at multiple kHz repetition rates, that can be focused to intensities in excess of 1017W/cm2. These lasers can be used either to rapidly heat materials to initiate phase transitions, or to create laser plasmas over a wide parameter space. These lasers can also be used to generate fully spatially coherent XUV beams with which to probe these materials and plasma systems. We are in process of implementing imaging studies of plasma hydrodynamics and warm, dense matter. The data will be compared with simulation codes of laser-plasma interactions, making it possible to refine and validate these codes.

Anomalous Fermi-Surface Dependent Pairing in a Self-Doped High-Tc Superconductor

We report the discovery of a self-doped multi-layer high T{sub c} superconductor Ba{sub 2}Ca{sub 3}Cu{sub 4}O{sub 8}F{sub 2} (F0234) which contains distinctly different superconducting gap magnitudes along its two Fermi surface(FS) sheets. While formal valence counting would imply this material to be an undoped insulator, it is a self-doped superconductor with a T{sub c} of 60K, possessing simultaneously both electron- and hole-doped FS sheets. Intriguingly, the FS sheet characterized by the much larger gap is the electron-doped one, which has a shape disfavoring two electronic features considered to be important for the pairing mechanism: the van Hove singularity and the antiferromagnetic ({pi}/a, {pi}/a) scattering.

The Apiary B Factory is a proposed high-intensity electron-positron collider. This paper presents the lattice design for this facility, which envisions two rings with unequal energies in the PEP tunnel. The design has many interesting optical and geometrical features due to the needs to conform to the existing tunnel, and to achieve the necessary emittances, damping times and vacuum. Existing hardware is used to a maximum extent.

A magnetic beam-separation scheme for an asymmetric-energy B Factory based on the SLAC electron-positron collider PEP is described that has the following properties: the beams collide head-on and are separated magnetically with sufficient clearance at the parasitic crossing points and at the septum, the magnets have large beam-stay-clear apertures, synchrotron radiation produces low detector backgrounds and acceptable heat loads, and the peak {beta}-function values and contributions to the chromaticities in the IR quadrupoles are moderate.

Application of the New City-Suburban Heavy Vehicle Route (CSHVR) to Truck Emissions Characterization

Speed-time and video data were tractor-trailers performing local deliveries in logged for Akron, OH. and Richmond, VA. in order to develop an emissions test schedule that represented real truck use. The data bank developed using these logging techniques was used to create a Yard cycle, a Freeway cycle and a City-Suburban cycle by the concatenation of microtrips. The City-Suburban driving cycle was converted to a driving route, in which the truck under test would perform at maximum acceleration during certain portions of the test schedule. This new route was used to characterize the emissions of a 1982 Ford tractor with a Cummins 14 liter, 350 hp engine and a 1998 International tractor with a Cummins 14 liter, 435 hp engine. Emissions levels were found to be repeatable with one driver and the drier-to-driver variation of NO{sub x} was under 4%, although the driver-to driver variations of CO and PM were higher. Emissions levels of NO{sub x} for the Ford tractor at a test weight of 46,400 lb. u sing the CSHVR were comparable with values obtained using the WVU 5 mile route and the EPA Urban Dynamometer Driving Schedule for Heavy Duty Vehicles (''Test D''). Application of the Split Hopkinson Resonant Bar Test for Seismic Property Characterization of Hydrate-bearing Sand Undergoing Water Saturation

Conventional resonant bar tests allow the measurement of seismic properties of rocks and sediments at low frequencies (several kilohertz). However, the tests require a long, slender sample which is often difficult to obtain from the deep subsurface and weak and fractured formations. We present an alternative low-frequency measurement technique to the conventional resonant bar tests. This technique involves a jacketed core sample placed between a pair of long, metal extension rods with attached seismic source and receiver—the same geometry as the split Hopkinson pressure bar test for large-strain, dynamic impact experiments. Because of the added length and mass to the sample, the resonance frequency of the entire system can be lowered significantly, compared to the sample alone. The proposed “Split Hopkinson Resonant Bar (SHRB)” test is applied in two steps. In the first step, extension and torsion-mode resonance frequencies and attenuation of the system are measured. Then, numerical inversions for the compressional and shear wave velocities and attenuation are performed. Aqueous biphasic systems for metal separations : a microcalorimetric analysis of polymer/salt interactions.

Certain radionuclide ions (e.g., TcO{sub 4}{sup 16}) exhibit unusually strong Affinities toward the polymer-rich phase in aqueous biphase systems generated by combinations of salt solutions with polymers such as poly(ethylene glycol) (PEG) and poly(propylene glycol) (PPG). Thus, aqueous polymer phases could potentially be used to selectively extract these ions during pretreatment of radioactive tank wastes at Hanford. To help develop a fundamental understanding of the interactions between various ions and polymers in aqueous solution, interaction enthalpies between sodium perrhenate and a random copolymer of PEG and PPG (UCON-50) were measured by microcalorimetric titration. An entropy compensation effect was observed in this system in which changes in enthalpic interactions were balanced by entropy changes such that the interaction free energy remained constant and approximately equal to zero.

Assessing the Performance of 5mm White LED Light Sources forDeveloping-Country Applications

Some white light-emitting diode (LED) light sources haverecently attained levels of efficiency and cost that allow them tocompete with fluorescent lighting for off-grid applications in thedeveloping world. Additional attributes (optics, size, ruggedness, andservice life) make them potentially superior products. Enormousreductions in energy use and greenhouse-gas emissions are thus possible,and system costs can be much lower given the ability to downsize thecharging and energy storage components compared to a fluorescentstrategy. However, there is a high risk of "market-spoiling" if inferiorproducts are introduced and result in user dissatisfaction. Completesystems involve the integration of light sources and optics, energysupply, and energy storage. A natural starting point for evaluatingproduct quality is to focus on the individual light sources. This reportdescribes testing results for batches of 10 5mm white LEDs from 26manufacturers. Efficacies and color properties are presented.

An Assessment of the Sulfate Solubility Limit for the FRIT 418 - Sludge Batch 2/3 System

The objective of this report is to establish a ''single point'' sulfate solubility limit or constraint for the Frit 418 - Sludge Batch 2/3 (SB2/3) system. Based on the results of this study, it is recommended that the glass limit in the Product Composition Control System (PCCS) for the Frit 418 - SB2/3 system be set at 0.60 wt%. The new limit has been set based solely on sealed crucible scale data and does not take credit or account for potential volatilization that may occur in the Defense Waste Processing Facility (DWPF) melter. Although the limit is established based on sealed crucible scale tests, supplementary testing using the Slurry-Fed Melt Rate Furnace (SMRF) provides a measure of confidence that applying the 0.6 wt% limit in PCCS will prevent the formation of a salt layer in the melter. The critical data point that was used to define the solubility limit for this system was from a ''spiked'' 30% waste loading (WL) glass targeting 0.65 wt%. The measured content in this glass was 0.62 wt%. Assuring the quality of safety analyses and safety analysis documentation

Planning, preparation, and submittal of safety analysis reports might be pursued in a manner similar to a quality-related procurement, where customer needs, expectations and acceptance criteria are established in advance. Then the product/service provider, the contractor, should apply various quality control processes to assure the desired characteristics of the product safety analysis documents. Improving the quality and acceptability to DOE of safety documents at first submittal should result in a more expeditious DOE review and approval process, thereby reducing costs of network and recycle through reviews.
