"The theory of Lagrangian multipliers is applied to the problem of finding both upper and lower limits to the true compressive buckling stress of a clamped rectangular plate. The upper and lower limits thus bracket the true stress, which cannot be exactly found by the differential-equation approach. The procedure for obtaining the upper limit, which is believed to be new, presents certain advantages over the classical Rayleigh-Ritz method of finding upper limits" (p. 213).

A novel method for diagnosing the growth of subresolution-scale perturbations

We have demonstrated a technique for diagnosing the growth of subresolution-scale perturbations by the appearance of longer-wavelength, coupled modes once the growth has proceeded into the nonlinear regime. Comparison of the growth rate of this larger scale feature with numerical simulations can then be used to infer the growth rates of the initial perturbations. This experiment was conceived as an analog of large-scale computer simulations where the large eddy approximation is applied. There a subgrid-scale model is used to represent the effects of small scales on large-scale motion, which is directly numerically simulated.

A gated microchannel plate photomultiplier can be used as aneffective tool for measuring the longitudinal distribution of particlesaround most electron and high-energy proton rings. The broad availablewavelength range,low noise, and high sensitivity allow using such adevice for measuring the emitted synchrotron radiation and to extract thebeam intensity. The fast gate rise time can be used to reject strongsignals coming from filled RF buckets and avoid saturation of thephotocathode so that it is possible to monitor, with a high degree ofresolution, gaps in the machine fill and growth of parasitic bunches. Therugged characteristics of the device and its simplicity of use make itideal for all those applications where more complex and expensiveinstrumentation is not absolutely necessary. We present the experimentalresults obtained at the Advanced Light Source and on the Tevatron usingan Hamamatsu R5916U-50 series model.

In-reactor rupture testing of Zircaloy-2 clad seven-rod cluster fuel elements: Interim report

The high pressure loop installed in the 3X3 reflector position of the ETR and the associated instrumentation to detect and study failure mechanisms handled the rupture tests without difficulty. Failure of the elements was initiated by shearing off a projection on the fuel elements. The first test of the series used previously unirradiated seven-rod clusters. After the projection was sheared off the fuel elements were operated for seven hours with no failure. Failure is defined as having occurred when sufficient uranium oxide has formed to split open the cladding and release large amounts of fission products into the loop water. The second and third tests used fuel which had been irradiated to 2400 MWD/T at Hanford prior to insertion into the ETR. The second test was operated for 14 hours after the projection was sheared off--again with no failure. The third test was operated for only 33 minutes after the projection was sheared off before fission product activity in the loop water caused the test to be terminated.

Implementing Management Systems-Based Assessments

A management system approach for evaluating environment, safety, health, and quality is in use at Sandia National Laboratories (SNL). Sandia is a multiprogram laboratory operated by Sandia Corporation, a Lockheed Martin Company, for the United States Department of Energy under contract DE-AC04-94AL85000. As a multi-program national laboratory, SNL has many diverse operations including research, engineering development and applications, production, and central services supporting all activities and operations. Basic research examples include fusion power generation, nuclear reactor experiments, and investigation of combustion processes. Engineering development examples are design, testing, and prototype developments of micro-mechanical systems for safe'~arding computer systems, air bags for automobiles, satellite systems, design of transportation systems for nuclear materials, and systems for use in medical applications such as diagnostics and surgery. Production operations include manufacture of instrumented detection devices, radioisotopes, and replacement parts for previously produced engineered systems. Support services include facilities engineering, construction, and site management, site security, packaging and transportation of hazardous materials wastes, ES&H functional programs to establish requirements and guidance to comply with federal, state, local, and contractual requirements and work safety. The Bipartisan Campaign Reform Act of 2002 was enacted on March 27, 2002 as P.L. 107-155. It passed the House on February 14, 2002, as H.R. 2356 (Shays- Meehan), by a 240-189 vote. Its companion measure, on which it was largely based, had initially been passed by the Senate in 2001 as S. 27 (McCain-Feingold). On March 20, 2002, however, the Senate approved the House-passed H.R. 2356 by a 60- 40 vote, thus avoiding a conference to reconcile differences between S. 27 and H.R. 2356. The two primary features of P.L. 107-155 are restrictions on party soft money and issue advocacy.

Aqueous biphasic systems for metal separations : a microcalorimetric analysis of polymer/salt interactions.

Certain radionuclide ions (e.g., TcO{sub 4}{sup 16}) exhibit unusually strong Affinities toward the polymer-rich phase in aqueous biphase systems generated by combinations of salt solutions with polymers such as poly(ethylene glycol) (PEG) and poly(propylene glycol) (PPG). Thus, aqueous polymer phases could potentially be used to selectively extract these ions during pretreatment of radioactive tank wastes at Hanford. To help develop a fundamental understanding of the interactions between various ions and polymers in aqueous solution, interaction enthalpies between sodium perrhenate and a random copolymer of PEG and PPG (UCON-50) were measured by microcalorimetric titration. An entropy compensation effect was observed in this system in which changes in enthalpic interactions were balanced by entropy changes such that the interaction free energy remained constant and approximately equal to zero.

Raley's LNG Truck Fleet: Final Results

Raley's, a large retail grocery company based in Northern California, began operating heavy-duty trucks powered by liquefied natural gas (LNG) in 1997, in cooperation with the Sacramento Metropolitan Air Quality Management District (SMAQMD). The US Department of Energy (DOE) Office of Heavy Vehicle Technologies (OHVT) sponsored a research project to collect and analyze data on the performance and operation costs of eight of Raley's LNG trucks in the field. Their performance was compared with that of three diesel trucks operating in comparable commercial service. The objective of the DOE research project, which was managed by the National Renewable Energy Laboratory (NREL), was to provide transportation professionals with quantitative, unbiased information on the cost, maintenance, operational, and emissions characteristics of LNG as one alternative to conventional diesel fuel for heavy-duty trucking applications.

The objective of this project, which is supported by the U.S. Department of Energy (DOE) through the National Renewable Energy Laboratory (NREL), is to provide a comprehensive comparison of heavy-duty trucks operating on alternative fuels and diesel fuel. Data collection from up to eight sites is planned. Currently, the project has four sites: Raley's in Sacramento, CA (Kenworth, Cummins LlO-300G, liquefied natural gas - LNG); Pima Gro Systems, Inc. in Fontana, CA (White/GMC, Caterpillar 31768 Dual-Fuel, compressed natural gas - CNG); Waste Management in Washington, PA (Mack, Mack E7G, LNG); and United Parcel Service in Hartford, CT (Freightliner Custom Chassis, Cummins B5.9G, CNG). This paper summarizes current data collection and evaluation results from this project.

W, Z + jets at Tevatron

We report the production jet cross-sections and properties in W and Z events using data from collisions with {radical}s = 1800 GeV at Fermilab Tevatron. Observed distributions in general agree with predictions of leading order QCD matrix element calculations with added gluon radiations and simulated parton fragmentations; however, some limitations of LO QCD predictions are also observed. The cross-section ratio of W + {>=} 1 jet events to inclusive W events is reported and compared with next-to-the-leading order QCD expectations. Good agreement between data and theory is seen. The color coherence effects are also observed in W+ jets events.

Estimation of environmental noise impacts within architectural spaces.

Public Law 91-596, ''Occupational Safety and Health Act of 1970,'' Dec. 29, 1970, stimulated interest in modeling the impacts of interior noise on employees, as well as the intelligibility of interior public-address and other speech intra-communication systems. The classical literature on this topic has primarily featured a statistical uniform diffuse-field model. This was pioneered by Leo L. Beranek in the 1950s, based on energy-density formulations at the former Bell Telephone (AT and T) Laboratories in the years from 1930 to 1950. This paper compares the classical prediction approach to the most recent statistical methods. Such models were developed in the late 1970s and included innovations such as consideration of irregularly shaped (e.g., L-shaped) interior room spaces and coupled spaces.
