China's Natural Gas: Uncertainty for Markets
This report discusses China's natural gas plans. Despite China's pollution problems and international environmental commitments, the role of natural gas in China's energy mix remains relatively low, particularly compared to the United States; however, China has announced big plans for its natural gas development and use. These changes will require significant investment in exploration, production, infrastructure, and consumption.

Close out of CRADA JSA 2006S008
Based on the JLab study and calculations, Linde made the following changes to the LR1610 heat exchanger. The LR 1610 redesign changed two different aspects of the original LR1610 design. The heat exchanger and the boiler are wrapped differently than the original LR1610 per the following: (A) Heat Exchanger - Section A - Current LR 1610 - 2 wraps - 1 path, Redesign - 2 wraps - 2 paths; Section B: Current LR 1610 - 2 wraps - 1 path, Redesign - 2 wraps - 2 paths; (B) Boiler: Current design - 1 wrap - 2 paths, Redesign - 1 wrap - 1 path. The contents of the attachments are: (1) Assembly - Pictures of the LR1610 Redesign Heat Exchanger after manufacturing; (2) Drawings - 3D and 2D drawings used to fabricate the Redesign LR1610 Heat Exchanger and the Precooler-Boiler; (3) Performance Curves - The expected performance curves and the TS diagram for a single proposed new compressor that is more capacity than the RSX; (4) Test Pictures - Set up bench test of the LR1610 Redesign Heat Exchanger; and (5) Warm Test Data - Warm N2 test data of the LR1610 Redesign Heat Exchanger. Patent for improvements in atmospheric clothes pounders: "Dividing the outer section into compartments so that air in escaping is distributed evenly from all sides of the pounder instead of escaping in a body from one side, whenever the pounder strikes a wad or knot of cloths and is tipped sidewise; it also makes the suction better" (lines 49-55).

Coast Guard: Progress Being Made on Deepwater Project, but Risks Remain
A letter report issued by the General Accounting Office with an abstract that begins "The Coast Guard is in the final stages of planning the largest procurement project in its history-the modernization or replacement of more than 90 cutters and 200 aircraft used for missions more than 50 miles from shore. This project, called the Deepwater Capability Replacement Project, is expected to cost more than $10 billion and take 20 years or longer to complete. Congress and the Coast Guard are at a major crossroads with the project. Planning is essentially complete, and Congress will soon be asked to commit to a multibillion-dollar project that will define the way the Coast Guard performs many of its missions for decades to come. The deepwater acquisition strategy is unique and untried for a project of this magnitude. It carries many risks that could potentially cause significant schedule delays and cost increases. The project faces risks in the following four areas: (1) planning the project around annual funding levels far above what the administration has told the Coast Guard it can expect to receive, (2) keeping costs under control in the contract's later years, (3) ensuring that procedures and personnel are in place …

A Collection of Features for Semantic Graphs
Semantic graphs are commonly used to represent data from one or more data sources. Such graphs extend traditional graphs by imposing types on both nodes and links. This type information defines permissible links among specified nodes and can be represented as a graph commonly referred to as an ontology or schema graph. Figure 1 depicts an ontology graph for data from National Association of Securities Dealers. Each node type and link type may also have a list of attributes. To capture the increased complexity of semantic graphs, concepts derived for standard graphs have to be extended. This document explains briefly features commonly used to characterize graphs, and their extensions to semantic graphs. This document is divided into two sections. Section 2 contains the feature descriptions for static graphs. Section 3 extends the features for semantic graphs that vary over time.

Columbia Scaling Circuits
Abstract: "The advantages of high scaling ratios in counting random pulses are discussed. The mechanism of the basic circuit used in the Columbia University scaling circuits is described. The difficulties experienced in the performance of the earlier circuits are indicated and modified circuits to eliminate these difficulties are given. Precautions that must be observed in carrying out the constructional details are suggested. The complete circuit and specifications are given in detail for a Scale of 128 for use with linear-amplifier systems" (p. 1).

Compact proton spectrometers for measurements of shock
The compact Wedge Range Filter (WRF) proton spectrometer was developed for OMEGA and transferred to the National Ignition Facility (NIF) as a National Ignition Campaign (NIC) diagnostic. The WRF measures the spectrum of protons from D-{sup 3}He reactions in tuning-campaign implosions containing D and {sup 3}He gas; in this work we report on the first proton spectroscopy measurement on the NIF using WRFs. The energy downshift of the 14.7-MeV proton is directly related to the total {rho}R through the plasma stopping power. Additionally, the shock proton yield is measured, which is a metric of the final merged shock strength.

Comparison of Direct and Indirect Gas Reactor Brayton Systems for Nuclear Electric Space Propulsion
Gas reactor systems are being considered as candidates for use in generating power for the Prometheus-1 spacecraft, along with other NASA missions as part of the Prometheus program. Gas reactors offer a benign coolant, which increases core and structural materials options. However, the gas coolant has inferior thermal transport properties, relative to other coolant candidates such as liquid metals. This leads to concerns for providing effective heat transfer and for minimizing pressure drop within the reactor core. In direct gas Brayton systems, i.e. those with one or more Brayton turbines in the reactor cooling loop, the ability to provide effective core cooling and low pressure drop is further constrained by the need for a low pressure, high molecular weight gas, typically a mixture of helium and xenon. Use of separate primary and secondary gas loops, one for the reactor and one or more for the Brayton system(s) separated by heat exchanger(s), allows for independent optimization of the pressure and gas composition of each loop. The reactor loop can use higher pressure pure helium, which provides improved heat transfer and heat transport properties, while the Brayton loop can utilize lower pressure He-Xe. However, this approach requires a separate primary gas circulator …

Conceptual design report for tank farm restoration and safe operations, project W-314
This Conceptual Design Report (CDR) presents the conceptual level design approach that satisfies the established technical requirements for Project W-314, `Tank Farm Restoration and Safe Operations.` The CDR also addresses the initial cost and schedule baselines for performing the proposed Tank Farm infrastructure upgrades. The scope of this project includes capital improvements to Hanford`s existing tank farm facilities(primarily focused on Double- Shell Tank Farms) in the areas of instrumentation/control, tank ventilation, waste transfer, and electrical systems.
