An automatically processed alpha-track radon monitor is provided which includes a housing having an aperture allowing radon entry, and a filter that excludes the entry of radon daughters into the housing. A flexible track registration material is located within the housing that records alpha-particle emissions from the decay of radon and radon daughters inside the housing. The flexible track registration material is capable of being spliced such that the registration material from a plurality of monitors can be spliced into a single strip to facilitate automatic processing of the registration material from the plurality of monitors. Babel Fortran 2003 Binding for Structured Data Types

Babel is a tool aimed at the high-performance computing community that addresses the need for mixing programming languages (Java, Python, C, C++, Fortran 90, FORTRAN 77) in order to leverage the specific benefits of those languages. Scientific codes often rely on structured data types (structs, derived data types) to encapsulate data, and Babel has been lacking in this type of support until recently. We present a new language binding that focuses on their interoperability of C/C++ with Fortran 2003. The new binding builds on the existing Fortran 90 infrastructure by using the iso-c-binding module defined in the Fortran 2003 standard as the basis for C/C++ interoperability. We present the technical approach for the new binding and discuss our initial experiences in applying the binding in FACETS (Framework Application for Core-Edge Transport Simulations) to integrate C++ with legacy Fortran codes.

Beam Dump Design for the Rare Isotope Accelerator Fragmentation Line

Beam dumps for the heavy ion beams of the fragmentation line of the Rare Isotope Accelerator have been designed. The most severe operational case involves a continuous U beam impacting the beam dump with a power of 295 kW and a nominal spot diameter size of 5 cm. The dump mechanically consists of two rotating barrels with a water cooled outer wall of 2 mm thick aluminum. The barrels are 70 cm in diameter and axially long enough to intercept a variety of other beams. The aluminum wall absorbs approximately 15% of the U beam power with the rest absorbed in the water downstream of the wall. The water acts as an absorber of the beam and as a coolant for the 2 mm aluminum wall. The barrel rotates at less than 400 RPM, maximum aluminum temperatures are less than 100 C and maximum thermal fatigue stresses are low at 3.5 x 10{sup 7} Pa (5 ksi). Rotation of the dump results in relatively low radiation damage levels with an operating lifetime of years for most beams.

Beam-energy and laser beam-profile monitor at the BNL LINAC

We are developing a non-interceptive beam profile and energy monitor for H{sup -} beams in the high energy beam transport (HEBT) line at the Brookhaven National Lab linac. Electrons that are removed from the beam ions either by laser photodetachment or stripping by background gas are deflected into a Faraday cup. The beam profile is measured by stepping a narrow laser beam across the ion beam and measuring the electron charge vs. transverse laser position. There is a grid in front of the collector that can be biased up to 125kV. The beam energy spectrum is determined by measuring the electron charge vs. grid voltage. Beam electrons have the same velocity as the beam and so have an energy of 1/1836 of the beam protons. A 200MeV H{sup -} beam yields 109keV electrons. Energy measurements can be made with either laser-stripped or gas-stripped electrons.

A Bremsstrahlung Spectrometer using k-edge and Differential Filters with Image plate dosimeters

A Bremsstrahlung spectrometer using k-edge and differential filtering has been used with Image Plate dosimeters to measure the x-ray fluence from short-pulse laser/target interactions. An electron spectrometer in front of the Bremsstrahlung spectrometer deflects electrons from the x-ray line of sight and simultaneously measures the electron spectrum. The response functions were modeled with the Monte Carlo code Integrated Tiger Series 3.0 and the dosimeters calibrated with radioactive sources. Electron distributions with slope temperatures in the MeV range are inferred from the Bremsstrahlung spectra.

Cation distribution in a Fe-bearing K-feldspar from Itrongay,Madagascar. A combined neutron- and X-ray single crystal diffractionstudy

We determined the cation distribution and ordering of Si, Al and Fe on the tetrahedral sites of a monoclinic low-sanidine from Itrongay, Madagascar, by combined neutron- and X-ray single-crystal diffraction. The cation distribution was determined by means of a simultaneous refinement using neutron- and X-ray data, as well as by combining scattering densities obtained from separate refinements with chemical data from a microprobe experiment. The two methods give the same results and show that Fe is fully ordered on T1, whereas Al shows a high degree of disorder. Based on this and previously published temperature-dependent X-ray data, we conclude that it is preferential ordering of Fe on T1 even at high temperature, rather than a high diffusion kinetics of Fe, which causes this asymmetry in ordering behavior between Al and Fe. The preferential ordering of Fe3+ relative to Al3+ in T1 is consistent with its 25 percent larger ionic radius.

Characterization of transuranium actinide alloy phase diagrams

Alloys of Np have been studied less than those,of the neighboring elements, U and Pu; the higher actinides have received even less attention. Recent interest in {sup 237}Np, {sup 241}Am and other actinide isotopes as significant, long-lived and highly radiotoxic nuclear waste components, and particularly the roles of metallic materials new handling/separations and remediation technologies, demands that this paucity of information concerning alloy behaviors be addressed. An additional interest in these arises from the possibility of revealing fundamental properties and bonding interactions, which would further characterize the unique electronic structures (e.g., 5f electrons) of the actinide elements. The small empirical knowledge basis presently available for understanding and modeling the alloying behavior of Np is summarized here, with emphasis on our recent results for the Np-Am, Np-Zr and Np-Fe phase diag rams. In view of the limited experimental data base for neptunium and the transplutonium metals, the value of semi-empirical intermetallic bonding models for predicting actinide alloy thermodynamics is evaluated.

Chemical separations schemes for partitioning and transmutation systems.

In the initial phase of the U.S. Accelerator Transmutation of Waste (ATW) program, a single-tier system was foreseen in which the transuranics and long-lived fission products (specifically, {sup 99}Tc and {sup 129}I) recovered from spent LWR oxide fuel would be sent directly to an accelerator-driven transmuter reactor [1]. Because the quantity of fuel to be processed annually was so large (almost 1,500 tons per year), an aqueous solvent extraction process was chosen for LWR fuel processing. Without the need to separate transuranics from one another for feed to the transmuter, it became appropriate to develop an advanced aqueous separations method that became known as UREX. The UREX process employs an added reagent (acetohydroxamic acid) that suppresses the extraction of plutonium and promotes the extraction of technetium together with uranium. Technetium can then be efficiently removed from the uranium; the recovered uranium, being highly decontaminated, can be disposed of as a low-level waste or stored in an unshielded facility for future use. Plutonium and the other transuranic elements, plus the remaining fission products, are directed to the liquid waste stream. Child Pornography: Constitutional Principles and Federal Statutes

The Child Pornography Prevention Act of 1996, P.L. 104-208, 110 Stat. 3009- 26, added a definition of “child pornography” that include visual depictions of what appears to be a minor engaging in explicit sexual conduct, even if no actual minor was used in producing the depiction. On April 16, 2002, in Ashcroft v. Free Speech Coalition, the Supreme Court held this provision unconstitutional to the extent that it prohibited pictures that were not produced with actual minors. (This case is discussed under “Section 2256,” below.) In response to Ashcroft, bills were introduced in the House and Senate that would continue to ban some child pornography that was produced without an actual minor; on June 25, 2002, the House passed one such bill: H.R. 4623, 107th Congress.
