Afghanistan: Current Issues and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

An altitude-wind-tunnel investigation of the performance of AN-F-58 and AN-F-32 fuels in an experimental turbojet engine was conducted over a range of simulated altitudes and flight Mach numbers. Combustion efficiencies obtained with AN-F-58 and AN-F-32 fuels were approximately equal. The minimum-speed altitude operational limit was essentially the same with either AN-F-58 or AN-F-32 fuel. Starting characteristics of the two fuels were approximately the same at low wind milling speeds. Visual observation showed no apparent differences in the carbon-deposition rates of AN-F-58 and AN-F-32 fuels.

Analysis of Shock-Void Experiment

The authors compare CALE simulations with recent experimental results of a laser-induced shock traversing a spherical under-dense region (''void''). In this report the experimental results are described, as well as several numerical attempts at explaining the observed radiographs. The conclusion is that the numerical simulations at this time cannot satisfactorily explain the experiment. The simulations also indicate that the introduction of air gaps between the under-dense sphere and the surrounding foam can greatly change the behavior of the shocked sphere. Thus fabrication details may play an important role in the detailed evolution of this experiment. Regardless of the simulations, analysis of the observed time sequence indicates that reproducibility of this experiment may be a factor. To settle this issue, further experiments of this kind will be required.

In November of 1988 the F/H-area effluent treatment facility (ETF) began releasing treated waste water to Upper Three Runs Creek. Previous to that time, there has been minimal discharge of plant waste water to this tributary of the Savannah River. The ETF is designed to remove the toxic and radioactive waste materials from the effluent stream and to meet the discharge limits of the South Carolina Department of Health and Environmental Control (SCDHEC). The only radioactive nuclide not removed by the process is tritium. Tritium, an isotope of hydrogen, is chemically associated with the water molecules in the waste stream and can not be economically removed at this time. The objective of this study was to determine the relationship between the concentration of tritium in the stream water and the concentration of tritium in the fish. Fish collections were made at two locations. The most upstream location was 50 meters downstream from the SRS Road C bridge. This is immediately downstream of the effluent discharge pipe from the ETF. The other location was at the bridge of SRS Road A (SC Highway 125). The authors use a sample of 384 million B{bar B} events collected with the BABAR detector at the PEP-II e{sup +}e{sup -} collider to study angular distributions in the rare decays B {yields} K*{ell}{sup +}{ell}{sup -}, where {ell}{sup +}{ell}{sup -} is either e{sup +}e{sup -} or {mu}{sup +}{mu}{sup -}. For low dilepton invariant masses, m{sub {ell}{ell}} < 2.5 GeV/c{sup 2}, they measure a lepton forward-backward asymmetry {Alpha}{sub FB} = 0.24{sub -0.23}{sup +0.18} {+-} 0.05 and K* longitudinal polarization F{sub L} = 0.35 {+-} 0.16 {+-} 0.04. For m{sub {ell}{ell}} > 3.2 GeV/c{sup 2}, they measure {Alpha}{sub FB} = 0.76{sub -0.32}{sup +0.52} {+-} 0.07 and F{sub L} = 0.71{sub -0.22}{sup 0.20} {+-} 0.04.

Assessment of fire hazards in buildings housing fusion energy experiments

A number of materials in and within the proximity of buildings housing fusion energy experiments (FEE) were analyzed for their potential fire hazard. The materials used in this study were mostly: electrical and thermal insulations. The fire hazard of these materials was assessed in terms of their ease of ignition, heat release rate, generation of smoke, and the effect of thermal environment on the combustion behavior. Several fire protection measures for buildings housing the (FEE) projects are analyzed and as a result of this study are found to be adequate for the near term.

Atomic resolution mapping of the excited-state electronic structure of Cu2O with time-resolved x-ray absorption spectroscopy

We have used time-resolved soft x-ray spectroscopy to investigate the electronic structure of optically excited cuprous oxide at the O K-edge and the Cu L3-edge. The 400 nm optical excitation shifts the Cu and O absorptions to lower energy, but does not change the integrated x-ray absorption significantly for either edge. The constant integrated x-ray absorption cross-section indicates that the conduction-band and valence-band edges have very similar Cu 3d and O 2p orbital contributions. The 2.1 eV optical band gap of Cu2O significantly exceeds the one eV shift in the Cu L3- and O K-edges absorption edges induced by optical excitation, demonstrating the importance of core-hole excitonic effects and valence electron screening in the x-ray absorption process.
