General and Localized Corrosion of Outer Barrier of High-Level Waste Container in Yucca Mountain

As described in the License Application Design Selection Report, the recommended waste, package design is Engineering Design Alternative II (CRWMS M&O 1999). This design includes a double-wall waste package (WP) underneath a protective drip shield (DS). purpose and scope of the process-level model described here is to account for both general and localized corrosion of the waste package outer barrier (WPOB), which assumed to be Alloy 22 (UNS N06022-21Cr-13Mo-4Fe-3W-2C-Ni) (ASTM 1997a). This model will include several sub-models, which will account for dry oxidation (DOX), humid air corrosion (HAC), general corrosion (GC) in the aqueous phase, and localized corrosion (LC) the aqueous phase. This model serves as a feed to the waste package degradation (WAPDEG) code for performance, assessment.

Geothermal Heat Pumps in K-12 Schools -- A Case Study of the Lincoln, Nebraska, Schools

Geothermal heat pumps (GHPs) have been shown to have a number of benefits over other technologies used to heat and cool buildings and provide hot water, combining high levels of occupant comfort with low operating and maintenance costs. Public facilities represent an increasingly important market for GHPs, and schools are a particularly good application, given the large land area that normally surrounds them. Nevertheless, some barriers remain to the increased use of GHPs in institutional and commercial applications. First, because GHPs are perceived as having higher installation costs than other space conditioning technologies, they are sometimes not considered as an option in feasibility studies. When they are considered, it can be difficult to compile the information required to compare them with other technologies. For example, a life cycle cost analysis requires estimates of installation costs and annually recurring energy and maintenance costs. But most cost estimators are unfamiliar with GHP technology, and no published GHP construction cost estimating guide is available. For this reason, estimates of installed costs tend to be very conservative, furthering the perception that GHPs are more costly than other technologies. The authors summarize published results on diffractive dijet and W production and review new results on diffractive beauty and J/{psi} production using the rapidity gap method to tag diffraction. The diffractive structure function of the proton obtained from the analysis of dijet events with a leading antiproton is discussed and compared with expectations based on results obtained in deep inelastic scattering experiments at HERA. Also they report on recent results of dijet production in double pomeron exchange.

A New Method to Determine the Thermal Properties of Soil Formations from In Situ Field Tests

The geothermal or ground-source heat pump (GHP) has been shown to be a very efficient method of providing heating and cooling for buildings. GHPs exchange (reject or extract) heat with the earth by way of circulating water, rather than by use of circulating outdoor air, as with an air-source heat pump. The temperature of water entering a GHP is generally cooler than that of outdoor air when space cooling is required, and warmer than that of outdoor air when space heating is required. Consequently, the temperature lift across a GHP is less than the lift across an air-source heat pump. The lower temperature lift leads to greater efficiency, higher capacity at extreme outdoor air temperatures, and better indoor humidity control. These benefits are achieved, however, at the cost of installing a ground heat exchanger. In general, this cost is proportional to length of the heat exchanger, and for this reason there is an incentive to install the minimum possible length such that design criteria are met. New physics with CDF in Run I and Run II

The authors present here recent CDF searches for new phenomena in Run 1 data. The scalar top and scalar bottom quarks searches are described in the framework of supersymmetric models. They also discuss CDF limits on the Higgs boson and continuum and resonantly produced leptoquarks. Run 2 starting in March 2001 will allow them to considerably improve the Tevatron reach in all these channels.

A null-steering viewpoint of interferometric SAR

Interferometric synthetic aperture radar (IFSAR) extends the two-dimensional imaging capability of traditional synthetic aperture radar to three-dimensions by using an aperture in the elevation plane to estimate the 3-D structure of the target. The operation of this additional aperture can be viewed from a null-steering point of view, rather than the traditional phase determination point of view. Knowing that IFSAR can be viewed from the null-steering perspective allows one to take advantage of the mathematical foundation developed for null-steering arrays. In addition, in some problems of interest in IFSAR the null-steering perspective provides better intuition and suggests alternative solutions. One example is the problem of estimating building height where layover is present.

Report of the National Ignition Facility Target Physics Program Review Committee

The Department of Energy's (DOE) National Ignition Facility (NIF) has been under construction at the Lawrence Livermore National Laboratory (LLNL) since 1997. This multiple-beam facility is designed to be a source of powerful focused laser light pulses for experiments in support of the nuclear weapons Stockpile Stewardship Program (SSP), NIF will be operated by LLNL as national facility to elucidate high energy density science important to the weapons SSP and to achieving inertial confinement fusion (ICF) ignition. In addition, it will provide the nation with a valuable tool for exploring basic high energy density science. In September of 1999, projected cost overruns and schedule delays were identified in the NIF project, which have necessitated development of new construction and deployment plans and schedules. These affect science programs planned for NIF and DOE programs that the NIF is meant to support. The NIF Programs Review Committee (PRC) requested a review from this Committee of the impact of current NIF plans on the DOE SSP. The charge to the Committee is included in Appendix 1. This paper is intended to provide an understanding of the needs of a restructured electricity market and some of the market methods and systems that have developed to address those needs. Chapter 2 discusses the historic market framework of vertically integrated utilities. Chapter 3 introduces the changes to the vertically integrated utility brought about by restructuring. It discusses generation and transmission planning, control and the regulatory process. It also summarizes reliability, security and adequacy. Chapter 4 discusses the basic structures of generation and transmission markets along with transmission-congestion contracts (TCCs) and transmission pricing principles. A discussion is given of the 12 ancillary services needed to reliably operate the power system. Chapter 4 also deals with the role of transmission in opening up markets to competition. In California increments (incs) and decrements (decs) are bid to overcome price differences in different zones caused by congestion. In PJM, any member can purchase Fixed Transmission Rights (FTRs) which allows the member to ''collect rent'' on congested lines and essentially obtain a hedge against congestion. In accordance with EM guidance, the TFA conducted a Midyear Review to validate and document the maturity and progress of the projects in its portfolio. The initial phase of the review took place February 2-4, 2000, in Las Vegas, NV. This technical review focused on assessing the completeness and adequacy of the TFA's technical strategy in response to user needs. The second phase of the review was held on March 7-8, 2000, also in Las Vegas, NV. This review included the participation of key program, technical, and advisory personnel, focusing on reaffirming project relevance and providing a status on the progress of each technology toward meeting end user requirements, including readiness to advance to the next stage of development. The third phase of the review took place in Atlanta, GA on April 25-27,2000, at the Environmental Management Science Program National Workshop. This workshop provided an opportunity for the TFA to review completed and ongoing basic science research and evaluate its potential applicability to TFA's customers. TFA Tanks Focus Area midyear review report FY 2000

In accordance with EM's office of Science and Technology (OST), the TFA is committed to assessing the maturity of technology development projects and ensuring their readiness for implementation and subsequent deployment. The TFA conducts an annual Midyear Review to document the status of ongoing projects, reaffirm and document user commitment to selected projects, and to improve the effective deployment of technology by determining and documenting the readiness of selected projects to move ahead. Since 1995, OST has used a linear technology maturation model that spans through seven defined stages of maturity, from basic research to implementation. Application of this Stage/Gate model to technology development resulted in prescriptive and somewhat cumbersome review procedures, resulting in limited and inconsistent use. Subsequently, in February 2000, OST issued revised guidance in an effort to streamline the technology tracking and review process. While the new OST guidance reinforces peer review requirements and the use of the American Society of Mechanical Engineers (ASME) for independent reviews, it also implements a simplified Gate model. The TFA is now responsible for providing auditable documentation for passing only three stages of technology maturity: ready for research (Gate 0); ready for development (Gate 2); ready for demonstration (Gate 5). A technical literature review was conducted to gain an understanding of the state of the art method, problems, results, and future of thermal diffusivity/conductivity of matrix-fiber composites for high temperature applications. This paper summarizes the results of test method development and theory. Results from testing on various sample types are discussed with concentration on the anisotropic characteristics of matrix-fiber composites, barriers to heat flow, and notable microstructure observations. The conclusion presents some observations from the technical literature, drawbacks of current information and discusses potential needs for future testing.

Thermal Stabilization Blend Plan (open access)

Thermal Stabilization Blend Plan

This Blend Plan documents the feed material items that are stored in 2736-2 vaults, the 2736-ZB 638 cage, the 192C vault, and the 225 vault that will be processed through the thermal stabilization furnaces. The purpose of thermal stabilization is to heat the material to 1000 degrees Celsius to drive off all water and leave the plutonium and/or uranium as oxides. The stabilized material will be sampled to determine the Loss On Ignition (LOI) or percent water. The stabilized material must meet water content or LOI of less than 0.5% to be acceptable for storage under DOE-STD-3013-99 specifications. Out of specification material will be recycled through the furnaces until the water or LOI limits are met.

A letter report issued by the General Accounting Office with an abstract that begins "The Coast Guard is in the final stages of planning the largest procurement project in its history-the modernization or replacement of more than 90 cutters and 200 aircraft used for missions more than 50 miles from shore. This project, called the Deepwater Capability Replacement Project, is expected to cost more than $10 billion and take 20 years or longer to complete. Congress and the Coast Guard are at a major crossroads with the project. Planning is essentially complete, and Congress will soon be asked to commit to a multibillion-dollar project that will define the way the Coast Guard performs many of its missions for decades to come. The deepwater acquisition strategy is unique and untried for a project of this magnitude. It carries many risks that could potentially cause significant schedule delays and cost increases.
