The Soviet invasion of Afghanistan has raised a number of serious issues and choices for the United States. The train of events seem likely to have an important influence on overall American foreign policy in the 1980s. Reassessment of Soviet motives and of U.S. roles in the world are already in progress. Emerging American attitudes, in turn, will shape more specific policy decisions on several issues, which this issue brief discusses.

The control of powerful neutral beams (open access)

The control of powerful neutral beams

While significant progress has been made in the development of neutral beams for the heating and sustaining of plasmas in large fusion experiments, the control of such devices has largely been a matter of hardware interlocks and operator experience. The need for computer-assisted control becomes more evident, however, with the initiation of multi-beamline experiments. This paper describes a software system that incorporates simple mathematical models coupled to Kalman filters for control of the high power (6 to 8 MW) beams currently under development at Lawrence Berkeley Laboratory's Neutral Beam Engineering Test Facility. Among the principal features of the system are: reduction of a large number of operator variables to just a few (usually one or two); the ability to describe most of the major neutral beams in use and under development; a foundation resting on statistical data analysis and control system principles rather than rules-of-thumb.

Cross sections required for FMIT dosimetry

The Fusion Materials Irradiation Test (FMIT) facility, currently under construction, is designed to produce a high flux of high energy neutrons for irradiation effects experiments on fusion reactor materials. Characterization of the flux-fluence-spectrum in this rapidly varying neutron field requires adaptation and extension of currently available dosimetry techniques. This characterization will be carried out by a combination of active, passive, and calculational dosimetry. The goal is to provide the experimenter with accurate neutron flux-fluence-spectra at all positions in the test cell. Plans have been completed for a number of experimental dosimetry stations and provision for these facilities has been incorporated into the FMIT design. Overall needs of the FMIT irradiation damage program delineate goal accuracies for dosimetry that, in turn, create new requirements for high energy neutron cross section data. Recommendations based on these needs have been derived for required cross section data and accuracies.

Current research in parallel microprocessing systems at Los Alamos

The Computing and Communications Division at the Los Alamos National Laboratory has designed and is building a parallel microprocessor system (PuPS) to serve as a research tool for evaluating parallel processing of large-scale scientific codes. PuPS is an experimental architecture consisting of an orthogonal array of 20 processing elements by 32 memory elements, establishing a tightly coupled, shared-memory (16-Mbyte) machine. The hardware incorporates VLSI components, such as 16-bit microprocessors, floating-point co-processors, and dynamic random access memories. The design replaces conventional MSI/SSI circuitry with programmable array logic, logic sequencers, and logic arrays. This experimental system, which is only 1 element of the parallel processing research being done by the Laboratory's Computing and Communications Division, will enable direct comparisons of speedups of algorithms for a variety of multiprocessor architectures.

Decentralized energy planning and consensus in energy policy

This paper explores the following three propositions and their relationships: (1) that, in our pluralistic policymaking environment, we cannot solve our nation's energy problems unless we can reach agreement among a diverse group of interested parties about specific actions; (2) that, short of a manifest emergency, such a consensus is difficult to reach unless the scale of the decision-making unit is relatively small; and therefore (3) that one of the keys to an effective energy policy in the United states is to rely heavily on local and regional energy planning and decision-making. First, the paper reviews our problem of irresolution and its roots, and it summaries the policy options for resolving it. Then it explores one of those options, decentralized planning, in a little more detail. Finally, it offers some speculations about the viability of a decentralized approach to energy planninng.

Interim report on concreted uranium fines and chips billet curing tests: a basis for resuming shipment of concreted uranium scrap billets

Through extensive testing and analyses of the concretion process, billets and shipping conditions, it has been determined that properly cured concreted billets can be safely shipped to National Lead Company of Ohio (NLO), Fernald. During curing, billets will be dried for 26 days prior to shipment with the last 10 days between 54 to 66/sup 0/C (130 to 150/sup 0/F). Such dried billets can withstand temperatures up to 85/sup 0/C (185/sup 0/F). The maximum billet temperature that can be expected to occur in shipment is 50/sup 0/C (123/sup 0/F). Thus, the drying cycle becomes a burning test at temperatures which the billets will not reach during shipment to NLO.

Iris tilting and RF steering in the SLAC Linac

For some time now, the sources of RF transverse beam steering in the SLAC Linac have been a mystery. The previously known sources, coupler asymmetries and survey misalignment, have predicted deflections which are frequently much smaller than the observed deflections. A new source of RF steering has been discovered: the tilting of accelerator irises. Measurements of iris tilting in a forty foot accelerator girder are compared with measurements of RF beam deflections and are found to be strongly correlated. 4 refs., 6 figs., 3 tabs.

LSI/CAMAC system for heavy elements research

We have developed a LSI-11/23 computer-driven CAMAC data acquisition system. The 64 silicon-detector system is being used to investigate the alpha and spontaneous fission activities of short-lived transfermium isotopes by the real-time monitoring of the mother-daughter alpha decay sequence. A unique modular pulse processing electronics system was designed to simplify set up and calibration. The computer adjusts the gain of the CAMAC shaping amplifiers enabling the calibration and alignment of all 64 of the 1 k alpha spectra to within 0.5 channel in less than 10 minutes.

Radiation chemical effects in experiments to study the reaction of glass in an environment of gamma-irradiated air, groundwater, and tuff

The results of experiments performed by John K. Bates et al. on the reaction of nuclear waste glass with a gamma-irradiated 90{sup 0}C aqueous solution were analyzed using theory developed from past research in radiation chemistry. The aqueous solution they used is similar to what would be expected in a water-saturated environment in a nuclear waste repository in tuff. The purpose of our study was to develop an understanding of the radiation-chemical processes that occurred in the Bates et al. experiments so the results could be applied to the design and performance analysis of a proposed repository in unsaturated tuff in Nevada. For the Bates et al. experiments at the highest dose (269 Mrad), which originally contained about 16 ml of "equilibrated" water taken from Nevada Test Site Well J-13 and 5.4 ml of air, we predicted that water decomposition to H{sub 2} and O{sub 2} would produce a pressure increase of at least 1.0 MPa at 20{sup 0}C. We also predicted that nitrogen fixation from the air would occur, producing an increase of 1.6 x 10{sup -4} M in total fixed nitrogen concentration in solution. In addition, an equimolar production of H{sup +} would occur, which would be buffered …

Survey of vibration amplitudes throughout the linac

The magnitude of vibrations of the Linac structure due to on site disturbances, such as cooling towers, pumps, generators, Highway 280 overpass traffic, is of interest. CN-263, for example, discusses tolerances of random (i.e., uncorrelated) quad jitter and suggests that amplitudes should not exceed 0.7 microns rms. This note describes the results of a series of measurements carried out in the summer of 1983. In general, the tolerance is not exceeded, but there appears not to be a good safety factor at low frequencies.
