Beam Dump Design for the Rare Isotope Accelerator Fragmentation Line

Beam dumps for the heavy ion beams of the fragmentation line of the Rare Isotope Accelerator have been designed. The most severe operational case involves a continuous U beam impacting the beam dump with a power of 295 kW and a nominal spot diameter size of 5 cm. The dump mechanically consists of two rotating barrels with a water cooled outer wall of 2 mm thick aluminum. The barrels are 70 cm in diameter and axially long enough to intercept a variety of other beams. The aluminum wall absorbs approximately 15% of the U beam power with the rest absorbed in the water downstream of the wall. The water acts as an absorber of the beam and as a coolant for the 2 mm aluminum wall. The barrel rotates at less than 400 RPM, maximum aluminum temperatures are less than 100 C and maximum thermal fatigue stresses are low at 3.5 x 10{sup 7} Pa (5 ksi). Rotation of the dump results in relatively low radiation damage levels with an operating lifetime of years for most beams.

A major effort this quarter was to inventory all the planted areas to evaluate the diameter and height growth as well as determine survival rates. Soil bulk density and compaction continue to be evaluated on all the areas to determine the effects on tree growth and survival. The hydrologic quantity and quality are continuously monitored and quantified. Much effort was also expended in preparing technical presentations for professional meeting and for the preparation of the final project report.

Exoplanet detection with simultaneous spectral differential imaging: effects of out-of-pupil-plane optical aberrations

Imaging faint companions (exoplanets and brown dwarfs) around nearby stars is currently limited by speckle noise. To efficiently attenuate this noise, a technique called simultaneous spectral differential imaging (SSDI) can be used. This technique consists of acquiring simultaneously images of the field of view in several adjacent narrow bands and in combining these images to suppress speckles. Simulations predict that SSDI can achieve, with the acquisition of three wavelengths, speckle noise attenuation of several thousands. These simulations are usually performed using the Fraunhofer approximation, i.e. considering that all aberrations are located in the pupil plane. We have performed wavefront propagation simulations to evaluate how out-of-pupil-plane aberrations affect SSDI speckle noise attenuation performance. The Talbot formalism is used to give a physical insight of the problem; results are confirmed using a proper wavefront propagation algorithm. We will show that near-focal-plane aberrations can significantly reduce SSDI speckle noise attenuation performance at several {lambda}/D separation. It is also shown that the Talbot effect correctly predicts the PSF chromaticity. Both differential atmospheric refraction effects and the use of a coronagraph will be discussed.

Extreme Adaptive Optics for the Thirty Meter Telescope

Direct detection of extrasolar Jovian planets is a major scientific motivation for the construction of future extremely large telescopes such as the Thirty Meter Telescope (TMT). Such detection will require dedicated high-contrast AO systems. Since the properties of Jovian planets and their parent stars vary enormously between different populations, the instrument must be designed to meet specific scientific needs rather than a simple metric such as maximum Strehl ratio. We present a design for such an instrument, the Planet Formation Imager (PFI) for TMT. It has four key science missions. The first is the study of newly-formed planets on 5-10 AU scales in regions such as Taurus and Ophiucus--this requires very small inner working distances that are only possible with a 30m or larger telescope. The second is a robust census of extrasolar giant planets orbiting mature nearby stars. The third is detailed spectral characterization of the brightest extrasolar planets. The final targets are circumstellar dust disks, including Zodiacal light analogs in the inner parts of other solar systems. To achieve these, PFI combines advanced wavefront sensors, high-order MEMS deformable mirrors, a coronagraph optimized for a finely-segmented primary mirror, and an integral field spectrograph.

While ultimately successful in providing updated IT infrastructure and systems, Trilogy was not a success with regard to upgrading FBI's investigative applications. Further, the project was plagued with missed milestones and escalating costs, which eventually totaled nearly $537 million. This testimony focuses on (1) the internal controls over payments to contractors, (2) payments of questionable contractor costs, and (3) FBI's accountability for assets purchased with Trilogy project funds."

The Gemini Planet Imager

The next major frontier in the study of extrasolar planets is direct imaging detection of the planets themselves. With high-order adaptive optics, careful system design, and advanced coronagraphy, it is possible for an AO system on a 8-m class telescope to achieve contrast levels of 10{sup -7} to 10{sup -8}, sufficient to detect warm self-luminous Jovian planets in the solar neighborhood. Such direct detection is sensitive to planets inaccessible to current radial-velocity surveys and allows spectral characterization of the planets, shedding light on planet formation and the structure of other solar systems. We have begun the construction of such a system for the Gemini Observatory. Dubbed the Gemini Planet Imager (GPI), this instrument should be deployed in 2010 on the Gemini South telescope. It combines a 2000-actuator MEMS-based AO system, an apodized-pupil Lyot coronagraph, a precision infrared interferometer for real-time wavefront calibration at the nanometer level, and a infrared integral field spectrograph for detection and characterization of the target planets. GPI will be able to achieve Strehl ratios > 0.9 at 1.65 microns and to observe a broad sample of science targets with I band magnitudes less than 8. Gridded Electron Guns and Modulation of Intense Beams

Gridded guns are useful for producing modulated electron beams. This modulation is generally limited to simple gating of the beam, but may be used to apply structure to the beam pulse shape. In intense beams, this structure spawns space charge waves whose dynamics depend in part on the relative strengths of the velocity and density variations which comprise the initial current modulation. In this paper, we calculate the strengths of beam current and velocity modulation produced in a gridded electron gun, and show that under normal conditions the initial modulation is dominated by density variation rather than velocity variation.

High Bandwidth Data Recording Systems for Pulsed Power and Laser Produced Plasma Experiments.

We present two high bandwidth data transmission and recording systems for the measurement of transient signals during pulsed power and laser produced plasmas. These systems use fiber optic cables to transmit analog data over long distances to high bandwidth digitizing oscilloscopes. One system is based on the direct modulation of a laser diode and has a bandwidth of 1.5 GHz. The other system is based upon a fiber-optic Mach-Zehnder modulator and has a bandwidth of 12 GHz, and is limited by the photo receiver. The signals are recorded on commercial digitizing oscilloscopes that have approximately 6 effective bits. The transmission systems use many off-the-shelf components from the telecommunications industry and thus have a high reliability and a moderate cost. Results from recent measurements will be presented. Investigation of the reduction in optical transmission by the fibers during exposure to high dose radiation will also be discussed.

We are continuing EBIT measurements of line lists in the EUV region for use as astrophysical diagnostics and have recently measured the same transitions in much denser plasma of the NSTX tokamak. This allows us to calibrate density-sensitive line ratios at their upper limits. We compare our observations at low and high density with calculations from the Flexible Atomic Code.

Temporal Damping Effect of the Yucca Mountain Fractured Saturated Rock on Transient Infiltration Pulses

Performance assessment of the Yucca Mountain unsaturated zone (UZ) as the site for an underground repository of high-level radioactive waste relies on the crucial assumption that water percolation processes in the unsaturated zone can be approximated as a steady-state condition. Justification of such an assumption is based on temporal damping effects of several geological units within the unsaturated tuff formation. In particular, the nonwelded tuff of the Paintbrush Group (PTn unit) at Yucca Mountain, because of its highly porous nature, has been conceptualized to have a significant capacity for temporally damping transient percolation fluxes. The objective of this study is to investigate these damping effects, using a three-dimensional (3-D) mountain-scale model as well as several one-dimensional (1-D) models. The 3-D model incorporates a wide variety of the updated field data for the highly heterogeneous unsaturated formation at Yucca Mountain. The model is first run to steady state and calibrated using field-measured data and then transient pulse infiltrations are applied to the model top boundary. Subsequent changes in percolation fluxes at the bottom of and within the PTn unit are examined under episodic infiltration boundary conditions. United Nations: Oil for Food Program Provides Lessons for Future Sanctions and Ongoing Reform

Testimony issued by the Government Accountability Office with an abstract that begins "In 1996, the United Nations (UN) and Iraq began the Oil for Food program after sanctions were imposed in 1990. The program was intended to allow the Iraqi government to sell oil to pay for humanitarian goods and prevent it from obtaining goods for military purposes. More than $67 billion in oil revenue was obtained through the program, with $31 billion in assistance delivered to Iraq. Internal controls serve as the first line of defense in preventing fraud, waste, and abuse and in helping agencies achieve desired outcomes. GAO assesses (1) the control environment the UN established for managing the sanctions and Oil for Food program and (2) other key internal control elements. In addition, we provide observations on the lessons learned from the program."
