Regulation of Debit Interchange Fees

This report discusses section 735 of the Financial Choice Act (H.R. 10) which would repeal the Durbin Amendment. The Durbin Amendment capped the amount of interchange fees paid by merchants to banks when a customer uses a debit card to pay. The report begins with a description of the debit payments process and network pricing for the four-party system and the three-party system. It summarizes the requirements of Regulation II, which implements the Durbin Amendment. The report concludes with a discussion of some implications of Regulation II for merchants, consumers, and banks as well as with some recent observations.

The Electoral College: How It Works in Contemporary Presidential Elections

This report focuses on the institutions and procedures associated with the contemporary electoral college system. It opens by noting four rarely occurring electoral college eventualities that took place in connection with the 2016 presidential election. These included the election of a President and Vice President who received fewer popular votes than their major opponents; the actions of seven "faithless electors," who voted for candidates other than those to whom they were pledged; the split allocation of electoral votes in Maine, which uses the district system to choose its electors; and challenges to electoral votes in the joint session of Congress at which they are counted. The report also examines the constitutional origins of the electoral college system and identifies the additional components and processes that are the product of federal and state law, party requirements, and political tradition, explaining their role in presidential elections. It provides a timeline for operation of the electoral college system for the 2020 presidential election, a brief examination of alternative reform measures, including constitutional amendment proposals and non-governmental initiatives, such as the National Popular Vote initiative1 (NPV), and closes with concluding observations on the state of the electoral college system and prospects for change.

The judiciary's FY2017 budget request of $7.58 billion was submitted on February 9, 2016 and represents a 3.3% increase over the FY2016 enacted level of $7.34 billion provided in the Consolidated Appropriations Act, 2016 (P.L. 114-113), Division E, Title III, enacted December 18, 2015. The House Appropriations Committee held a markup (H.R. 5485) on June 9, 2016, and recommended a total of $7.55 billion. The Senate Appropriations Committee held a markup (S. 3067) on June 16, 2016, and recommended a total of $7.58 billion.

This report examines the source of the contempt power, reviews the historical development of the early case law, outlines the statutory and common law basis for Congress's contempt power, and analyzes the procedures associated with inherent contempt, criminal contempt, and the civil enforcement of subpoenas. The report also includes a detailed discussion of two recent information access disputes that led to the approval of contempt citations in the House against then-White House Chief of Staff Joshua Bolten and former White House Counsel Harriet Miers, as well as Attorney General Eric Holder. The Growing Gap in Life Expectancy by Income: Recent Evidence and Implications for the Social Security Retirement Age

This report provides a brief overview of the concept of life expectancy, how it is measured, and how it has changed over time in the United States. While life expectancy may be studied in a variety of contexts, this report focuses on the link between life expectancy and socioeconomic status (SES), as measured by lifetime income. In particular, this report synthesizes recent research on the life expectancy gap by income and the relationship between this gap and Social Security benefits. Finally, this report discusses the implications of this research for one type of Social Security reform proposal: increasing the Social Security retirement age.

Fiscal Year 2017 Agriculture and Related Agencies Appropriations: In Brief

This report outlines the fiscal year 2017 appropriations for the Department of Agriculture which were enacted on May 5, 2017 as a part of the Consolidated Appropriations Act. The discretionary total of the enacted appropriation is $20.877 billion, which is $623 million less than enacted in FY2016 (-2.9%). The appropriation also carries mandatory spending--largely determined in separate authorizing laws--that totaled about $132.5 billion. The overall total therefore exceeded $153 billion (Table 1). The discretionary caps were set so as not to trigger sequestration under limits established by the Bipartisan Budget Act of 2015 (P.L. 114-74).The White House released its FY2017 budget request on February 9, 2016, along with the detailed justification from the U.S. Department of Agriculture (USDA). The new Administration released an outline for FY2018 appropriations on March 16, 2017.

Each of those areas contains a survey of topics briefly analyzed by Congressional Research Service experts. The information included only scratches the surface of most of these selected issues.
