Advanced Pilot Training (T-X) Program: Background and Issues for Congress
This report discusses the Air Force's planned procurement of 350 new Advanced Pilot Training (APT T-X) aircraft and 46 Ground Based Training Systems (GBTS) at a cost valued at roughly $1.5 billion for the Research, Design, Test, and Evaluation phase of the program and estimated at $18 billion in future procurement costs. The APT T-X acquisition strategy poses potential oversight issues for Congress, including the following: Is the number of planned aircraft purchases sufficient? Given the reported pilot shortage, should the procurement be accelerated? What effects do increased F-35A & KC-46 purchases, along with development of the new Long Range Strike Bomber, B-21, have on the USAF budget and the feasibility of an additional Major Defense Acquisition Program? These questions and the Air Force's FY 2017 appropriations requests' for the program are addressed in this report.

The Army's Armored Multi-Purpose Vehicle (AMPV): Background and Issues for Congress
This report discuses the development, procurement, and funding of the Army's new Multi-Purpose Vehicles (AMPV) intended to replace Vietnam War-era M-113 personnel carriers. The FY2018 budget request for the AMPV requests $647.4 million for the production of 107 vehicles. A potential issue for Congress is whether the Administration's proposal to increase the size of the Army will translate into a requirement for additional AMPVs.

Joint Light Tactical Vehicle (JLTV): Background and Issues for Congress
This report discuses the development, procurement, and funding of the Joint Light Tactical Vehicle (JLTV) for the Army and Marine Corps. The FY2018 budget request for JLTVs is $1,142.7 million for 2,777 JLTVs for the Army, Marines, and Air Force. The major potential issues for Congress include whether an increase in endstrength and force structure might result in an increase in overall JLTV requirements, and what the service-specific fielding plans for the JLTV might be.

Respirable Crystalline Silica in the Workplace: New Occupational Safety and Health Administration (OSHA) Standards
This report discusses the Occupational Safety and Health Administration's (OSHA) newly published new standards regulating exposure to crystalline silica in the workplace. Under the new standards, the Permissible Exposure Limit (PEL) for crystalline silica will be reduced to 50 µg/m3 (micrograms per cubic meter of air). Employers will be required to monitor crystalline silica exposure if workplace levels may exceed 25 µg/m3 for at least 30 days in a year and provide medical monitoring to employees in those workplaces. In the case of construction workers, medical monitoring is required only if the new standards require workers to wear respirators for at least 30 days in a year.

U.S. Carbon Dioxide Emissions Trends and Projections: Role of the Clean Power Plan and Other Factors
This report examines recent trends in U.S. GHG emissions, particularly CO2 emissions from electricity generation, and the factors that impact emission levels in that sector. In addition, this report examines the degree to which CPP implementation (or lack thereof) may impact CO2 emission levels from electric power plants. The first section provides an overview of various sources of GHG emissions in the United States. This includes an overview of CO2 emissions from fossil fuel combustion and a closer look at CO2 emissions from electricity generation, which account for the second largest percentage of CO2 emission from fossil fuel combustion (1% percentage point behind the transportation sector). The second section examines projections of CO2 emissions in the electric power sector, with a particular focus on the role of the CPP and other factors. The final section highlights the challenges in making CO2 emission projections with a comparison of actual CO2 emissions with prior emission forecasts.

Unique Identification Codes for Federal Contractors: DUNS Numbers and CAGE Codes
This report discusses systems used by the federal government to keep track of all the different government contractors through the use of unique identifying numbers. The first section provides basic information on the Data Universal Numbering System (DUNS) which is the current system that is slowly being phased out and the Commercial and Government Entity System and Codes (CAGE) which has been being implemented more recently. The final section discusses the federal government's reliance on DUNS, interest in and exploration of alternatives to DUNS, and government actions that possibly could pave the way for the adoption of an alternative system, or a hybrid system that includes DUNS. The CAGE system, which is an existing, federal government identification system, may be a candidate for either option.

Assessment of Embrittlement of VHTR Structural Alloys in Impure Helium Environments
The helium coolant in high-temperature reactors inevitably contains low levels of impurities during steady-state operation, primarily consisting of small amounts of H{sub 2}, H{sub 2}O, CH{sub 4}, CO, CO{sub 2}, and N{sub 2} from a variety of sources in the reactor circuit. These impurities are problematic because they can cause significant long-term corrosion in the structural alloys used in the heat exchangers at elevated temperatures. Currently, the primary candidate materials for intermediate heat exchangers are Alloy 617, Haynes 230, Alloy 800H, and Hastelloy X. This project will evaluate the role of impurities in helium coolant on the stress-assisted grain boundary oxidation and creep crack growth in candidate alloys at elevated temperatures. The project team will: • Evaluate stress-assisted grain boundary oxidation and creep crack initiation and crack growth in the temperature range of 500-850°C in a prototypical helium environment. • Evaluate the effects of oxygen partial pressure on stress-assisted grain boundary oxidation and creep crack growth in impure helium at 500°C, 700°C, and 850°C respectively. • Characterize the microstructure of candidate alloys after long-term exposure to an impure helium environment in order to understand the correlation between stress-assisted grain boundary oxidation, creep crack growth, material composition, and impurities in the …

Climate Change: Various Adaptation Efforts Are Under Way at Key Natural Resource Management Agencies
A letter report issued by the Government Accountability Office with an abstract that begins "Since 2007, the Forest Service, the National Oceanic and Atmospheric Administration (NOAA), the Fish and Wildlife Service, and the National Park Service have taken steps to establish strategic directions for addressing climate change adaptation. For example, the Forest Service developed a strategic framework document that established climate change adaptation as a central agency priority and another document, known as "the roadmap," which identified actions that national forest managers were taking or could take to implement the direction outlined in the framework, including re-vegetating ecosystems that had been affected by fire with plant species that are better adapted to current and future climates. These four agencies have also developed guidance, training, and other tools for managers to use in adapting to climate change. For example, the National Park Service is developing guidance for park-based climate change adaptation plans that includes steps such as identifying conservation targets and conducting vulnerability assessments. The Bureau of Land Management has not established a strategic direction for addressing climate change impacts but is planning to develop a high-level climate change adaptation strategy by the end of the summer 2013. CO{sub 2} Geologic Storage: Coupled Hydro-Chemo-Thermo-Mechanical Phenomena - From Pore-scale Processes to Macroscale Implications -
Global energy consumption will increase in the next decades and it is expected to largely rely on fossil fuels. The use of fossil fuels is intimately related to CO{sub 2} emissions and the potential for global warming. Geological CO{sub 2} storage aims to mitigate the global warming problem by sequestering CO{sub 2} underground. Coupled hydro-chemo-mechanical phenomena determine the successful operation and long term stability of CO{sub 2} geological storage. This research explores coupled phenomena, identifies different zones in the storage reservoir, and investigates their implications in CO{sub 2} geological storage. In particular, the research: Explores spatial patterns in mineral dissolution and precipitation (comprehensive mass balance formulation); experimentally determines the interfacial properties of water, mineral, and CO{sub 2} systems (including CO{sub 2}-water-surfactant mixtures to reduce the CO{sub 2}- water interfacial tension in view of enhanced sweep efficiency); analyzes the interaction between clay particles and CO{sub 2}, and the response of sediment layers to the presence of CO{sub 2} using specially designed experimental setups and complementary analyses; couples advective and diffusive mass transport of species, together with mineral dissolution to explore pore changes during advection of CO{sub 2}-dissolved water along a rock fracture; upscales results to a porous medium using pore network …
