MODEL 9977 B(M)F-96 SAFETY ANALYSIS REPORT FOR PACKAGING

This Safety Analysis Report for Packaging (SARP) documents the analysis and testing performed on and for the 9977 Shipping Package, referred to as the General Purpose Fissile Package (GPFP). The performance evaluation presented in this SARP documents the compliance of the 9977 package with the regulatory safety requirements for Type B packages. Per 10 CFR 71.59, for the 9977 packages evaluated in this SARP, the value of ''N'' is 50, and the Transport Index based on nuclear criticality control is 1.0. The 9977 package is designed with a high degree of single containment. The 9977 complies with 10 CFR 71 (2002), Department of Energy (DOE) Order 460.1B, DOE Order 460.2, and 10 CFR 20 (2003) for As Low As Reasonably Achievable (ALARA) principles. The 9977 also satisfies the requirements of the Regulations for the Safe Transport of Radioactive Material--1996 Edition (Revised)--Requirements. IAEA Safety Standards, Safety Series No. TS-R-1 (ST-1, Rev.), International Atomic Energy Agency, Vienna, Austria (2000). The 9977 package is designed, analyzed and fabricated in accordance with Section III of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, 1992 edition.

Electroweak physics: search for zz and zw production in p anti-p collisions at s**(1/2) = 1.96 tev (open access)

Electroweak physics: search for zz and zw production in p anti-p collisions at s**(1/2) = 1.96 tev

We present a search for ZZ and ZW vector boson pair production in p{bar p} collisions at {radical}s = 1.96 TeV using the leptonic decay channels ZZ {yields} llvv, ZZ {yields} lll'l' and ZW {yields} lll'v. In a data sample corresponding to an integrated luminosity of 194 pb{sup -1} collected with the Collider Detector at Fermilab, 3 candidate events are found with an expected background of 1.0 {+-} 0.2 events. We set a 95% confidence level upper limit of 15.2 pb on the cross section for ZZ plus ZW production, compared to the standard model prediction of 5.0 {+-} 0.4 pb.

Interim report No. 1, RT 105-577-A: Irradiation of solid and cored hot pressed fuel elements

In order to evaluate the performance of uranium slugs canned by the hot press method, several tubes of this metal were charged at C Pile and scheduled for irradiation until a specified number of ruptures had occurred. At the present time, all scheduled ruptures of hot-pressed slugs have been obtained. This report summarizes the irradiation experience under this test and the results obtained to the present time, and presents conclusions which are drawn from this experience.

Retained gas inventory comparison (open access)

Retained gas inventory comparison

Gas volume data derived from four different analytical methods were collected and analyzed for comparison to volumes originally used in the technical basis for the Basis for Interim Operations (BIO). The original volumes came from Hodgson (1996) listed in the reference section of this document. Hodgson (1996) screened all 177 single and double-shell tanks for the presence of trapped gas in waste via two analytical methods: Surface Level Rise (SLR), and Barometric Pressure Effect (BPE). More recent gas volume projections have been calculated using different analytical techniques along with updates to the parameters used as input to the SLR and BPE models. Gas volumes derived from new analytical instruments include those as measured by the Void Fraction Instrument (VFI) and Retained Gas Sampler (RGS). The results of this comparison demonstrate that the original retained gas volumes of Hodgson (1996) used as a technical basis in developing the BIO were conservative, and were conservative from a safety analysis standpoint. These results represent only comparisons to the original reported volumes using the limited set of newly acquired data that is available.

Project Overview: Cumulus Humilis Aerosol Processing Study (CHAPS): Proposed Summer 2007 ASP Field Campaign (open access)

Project Overview: Cumulus Humilis Aerosol Processing Study (CHAPS): Proposed Summer 2007 ASP Field Campaign

This white paper presents the scientific motivation and preliminary logistical plans for a proposed ASP field campaign to be carried out in the summer of 2007. The primary objective of this campaign is to use the DOE Gulfstream-1 aircraft to make measurements characterizing the chemical, physical and optical properties of aerosols below, within and above large fields of fair weather cumulus and to use the NASA Langley Research Center’s High Spectral Resolution Lidar (HSRL) to make independent measurements of aerosol backscatter and extinction profiles in the vicinity of these fields. Separate from the science questions to be addressed by these observations will be information to add in the development of a parameterized cumulus scheme capable of including multiple cloud fields within a regional or global scale model. We will also be able to compare and contrast the cloud and aerosol properties within and outside the Oklahoma City plume to study aerosol processes within individual clouds. Preliminary discussions with the Cloud and Land Surface Interaction Campaign (CLASIC) science team have identified overlap between the science questions posed for the CLASIC Intensive Operation Period (IOP) and the proposed ASP campaign, suggesting collaboration would benefit both teams.

Static Scale Conversion Weigh-In-Motion System (open access)

Static Scale Conversion Weigh-In-Motion System

In support of the Air Mobility Battle Lab (AMBL), the Defense Advanced Research Projects Agency (DARPA) Advanced Logistics Program and the U. S. Transportation Command (USTRANSCOM), the ultimate objective of this project is to develop and demonstrate a full-scale prototype static scale conversion weigh-in-motion/Profilometry (SSC-WIM/P) system to measure and record dimensional and weight information for the Department of Defense (DoD) equipment and cargo. The Oak Ridge National Laboratory (ORNL), along with the AMBL, and Intercomp, Inc. have developed a long-range plan for developing a dual-use system which can be used as a standard static scale or an accurate weigh-in-motion system. AMBL will work to define requirements for additional activities with U.S. Transportation Command, Air Mobility Command, and the Joint Warfighting Battle Lab for both the SSC-WIM/P and a portable Weigh-in-Motion System for individual units. The funding goal is to fully fund the development of two prototype test articles (a SSC-WIM kit, and a laser profilometer) and have at least one fully operational system by the early 2002 timeframe. The objective of this portion of the project will be to develop a SSC-WIM system, which at a later date can be fully integrated with a profilometry system; to fully characterize DOD …

Motions to Proceed to Consider Measures in the Senate: Who Offers Them?

This report examines motions to proceed to consider items of legislative business ("measures"); it does not cover nominations or treaties ("executive business"). Motions to proceed to legislative business are normally debatable unless the underlying measure is "privileged," which includes conference reports and measures subject to statutory expedited procedures. The data in this report do not distinguish between debatable and non-debatable motions to proceed.

The Effect of Compressibility on Eight Full-Scale Propellers Operating in the Take-Off and Climbing Range

"Tests were made of eight full-scale propellers of different shape at various tip speeds up to about 1,000 feet per second. The range of blade-angle settings investigated was from 10 degrees to 30 degrees at the 0.75 radius. The results indicate that a loss in propulsive efficiency occurred at tip speeds from 0.5 to 0.7 the velocity of sound for the take-off and climbing conditions" (p. 517).
