This document is a report of the analytical results for samples collected between March 14 and March 22, 1995 from the radioactive wastes in Tank 241-C-105 at the Hanford Reservation. Core samples were collected from the solid wastes in the tank and underwent safety screening analyses including differential scanning calorimetry, thermogravimetric analysis, and total alpha analysis.

Aerosol can puncture device operational test plan

Puncturing of aerosol cans is performed in the Waste Receiving and Processing Facility Module 1 (WRAP 1) process as a requirement of the waste disposal acceptance criteria for both transuranic (TRU) waste and low-level waste (LLW). These cans have contained such things as paints, lubricating oils, paint removers, insecticides, and cleaning supplies which were used in radioactive facilities. Due to Westinghouse Hanford Company (WHC) Fire Protection concerns of the baseline system`s fire/explosion proof characteristics, a study was undertaken to compare the baseline system`s design to commercially available puncturing devices. While the study found no areas which might indicate a risk of fire or explosion, WHC Fire Protection determined that the puncturing system must have a demonstrated record of safe operation. This could be obtained either by testing the baseline design by an independent laboratory, or by substituting a commercially available device. As a result of these efforts, the commercially available Aerosolv can puncturing device was chosen to replace the baseline design. Two concerns were raised with the system. Premature blinding of the coalescing/carbon filter, due to its proximity to the puncture and draining operation; and overpressurization of the collection bottle due to its small volume and by blinding of the …

Agriculture in the WTO Doha Round: The Framework Agreement and Next Steps

Member countries of the World Trade Organization (WTO) reached agreement on July 31, 2004 on a framework for negotiating agricultural trade liberalization in the multilateral trade round known as the Doha Development Agenda (DDA). The framework, part of a work program for all negotiating issues in the DDA (nonagricultural market access, services, trade facilitation, etc.), sets the stage for negotiations, now underway, to determine specific targets or formulas (“modalities”) for curbing trade-distorting domestic support, reducing trade barriers and eliminating export subsidies. If agreed to, the agriculture modalities report would be on the agenda of the WTO’s Sixth Ministerial Conference in December 2005, and negotiations could be completed during 2006. In the meantime, the President has requested a two-year extension of trade promotion authority procedures (TPA, also known as fast-track) for considering legislation to implement trade agreements.

An analysis of three nuclear events in P-Tunnel

This report examines experimental results obtained from three P Tunnel events -- Mission Cyber, Disko Elm, and Distant Zenith. The objective of the study was to determine if there were any differences in the explosive source coupling for the three events. It was felt that Mission Cyber might not have coupled well because the ground motions recorded for that event were much lower than expected based on experience from N Tunnel. Detailed examination of the physical and chemical properties of the tuff in the vicinity of each explosion indicated only minor differences. In general, the core samples are strong and competent out to at least 60 m from each working point. Qualitative measures of core sample strength indicate that the strength of the tuff near Mission Cyber may be greater than indicated by results of static testing. Slight differences in mineralogic content and saturation of the Mission Cyber tuff were noted relative to the other two tests, but probably would not result in large differences in ground motions. Examination of scaled free-field stress and acceleration records collected by Sandia National Laboratory (SNL) indicated that Disko Elm showed the least scatter and Distant Zenith the most scatter. Annual Scientific Report for DE-FG03-02NA00063 Coherent imaging of laser-plasma interactions using XUV high harmonic radiation

In this project, we use coherent short-wavelength light generated using high-order harmonic generation as a probe of laser-plasma dynamics and phase transitions on femtosecond time-scales. The interaction of ultrashort laser pulses with materials and plasmas is relevant to stockpile stewardship, to understanding the equation of state of matter at high pressures and temperatures, and to plasma concepts such as the fast-ignitor ICF fusion concept and laser-based particle acceleration. Femtosecond laser technology makes it possible to use a small-scale setup to generate 20fs pulses with average power >10W at multiple kHz repetition rates, that can be focused to intensities in excess of 1017W/cm2. These lasers can be used either to rapidly heat materials to initiate phase transitions, or to create laser plasmas over a wide parameter space. These lasers can also be used to generate fully spatially coherent XUV beams with which to probe these materials and plasma systems. We are in process of implementing imaging studies of plasma hydrodynamics and warm, dense matter. The data will be compared with simulation codes of laser-plasma interactions, making it possible to refine and validate these codes.

A magnetic beam-separation scheme for an asymmetric-energy B Factory based on the SLAC electron-positron collider PEP is described that has the following properties: the beams collide head-on and are separated magnetically with sufficient clearance at the parasitic crossing points and at the septum, the magnets have large beam-stay-clear apertures, synchrotron radiation produces low detector backgrounds and acceptable heat loads, and the peak {beta}-function values and contributions to the chromaticities in the IR quadrupoles are moderate.

Application of the Split Hopkinson Resonant Bar Test for Seismic Property Characterization of Hydrate-bearing Sand Undergoing Water Saturation

Conventional resonant bar tests allow the measurement of seismic properties of rocks and sediments at low frequencies (several kilohertz). However, the tests require a long, slender sample which is often difficult to obtain from the deep subsurface and weak and fractured formations. We present an alternative low-frequency measurement technique to the conventional resonant bar tests. This technique involves a jacketed core sample placed between a pair of long, metal extension rods with attached seismic source and receiver—the same geometry as the split Hopkinson pressure bar test for large-strain, dynamic impact experiments. Because of the added length and mass to the sample, the resonance frequency of the entire system can be lowered significantly, compared to the sample alone. The proposed “Split Hopkinson Resonant Bar (SHRB)” test is applied in two steps. In the first step, extension and torsion-mode resonance frequencies and attenuation of the system are measured. Then, numerical inversions for the compressional and shear wave velocities and attenuation are performed. Assessing the Performance of 5mm White LED Light Sources forDeveloping-Country Applications

Some white light-emitting diode (LED) light sources haverecently attained levels of efficiency and cost that allow them tocompete with fluorescent lighting for off-grid applications in thedeveloping world. Additional attributes (optics, size, ruggedness, andservice life) make them potentially superior products. Enormousreductions in energy use and greenhouse-gas emissions are thus possible,and system costs can be much lower given the ability to downsize thecharging and energy storage components compared to a fluorescentstrategy. However, there is a high risk of "market-spoiling" if inferiorproducts are introduced and result in user dissatisfaction. Completesystems involve the integration of light sources and optics, energysupply, and energy storage. A natural starting point for evaluatingproduct quality is to focus on the individual light sources. This reportdescribes testing results for batches of 10 5mm white LEDs from 26manufacturers. Efficacies and color properties are presented.

An Assessment of the Sulfate Solubility Limit for the FRIT 418 - Sludge Batch 2/3 System

The objective of this report is to establish a ''single point'' sulfate solubility limit or constraint for the Frit 418 - Sludge Batch 2/3 (SB2/3) system. Based on the results of this study, it is recommended that the glass limit in the Product Composition Control System (PCCS) for the Frit 418 - SB2/3 system be set at 0.60 wt%. The new limit has been set based solely on sealed crucible scale data and does not take credit or account for potential volatilization that may occur in the Defense Waste Processing Facility (DWPF) melter. Although the limit is established based on sealed crucible scale tests, supplementary testing using the Slurry-Fed Melt Rate Furnace (SMRF) provides a measure of confidence that applying the 0.6 wt% limit in PCCS will prevent the formation of a salt layer in the melter. The critical data point that was used to define the solubility limit for this system was from a ''spiked'' 30% waste loading (WL) glass targeting 0.65 wt%. The measured content in this glass was 0.62 wt%. Barwood CNG Cab Fleet Study: Final Results

This report describes a fleet study conducted over a 12-month period to evaluate the operation of dedicated compress natural gas (CNG) Ford Crown Victoria sedans in a taxicab fleet. In the study, we assess the performance and reliability of the vehicles and the cost of operating the CNG vehicles compared to gasoline vehicles. The study results reveal that the CNG vehicles operated by this fleet offer both economic and environmental advantages. The total operating costs of the CNG vehicles were about 25% lower than those of the gasoline vehicles. The CNG vehicles performed as well as the gasoline vehicles, and were just as reliable. Barwood representatives and drivers have come to consider the CNG vehicles an asset to their business and to the air quality of the local community.

Bipartisan Campaign Reform Act of 2002: Summary and Comparison with Previous Law

The Bipartisan Campaign Reform Act of 2002 was enacted on March 27, 2002 as P.L. 107-155. It passed the House on February 14, 2002, as H.R. 2356 (Shays- Meehan), by a 240-189 vote. Its companion measure, on which it was largely based, had initially been passed by the Senate in 2001 as S. 27 (McCain-Feingold). On March 20, 2002, however, the Senate approved the House-passed H.R. 2356 by a 60- 40 vote, thus avoiding a conference to reconcile differences between S. 27 and H.R. 2356. The two primary features of P.L. 107-155 are restrictions on party soft money and issue advocacy.

Border Security: Immigration Enforcement Between Ports of Entry

This report reviews efforts to combat unauthorized migration across the Southwest border in the nearly three decades since the Immigration Reform and Control Act (IRCA) initiated the modern era in migration control, takes stock of the current state of border security, and considers lessons that may be learned about enhanced enforcement at U.S. borders. The report begins by reviewing the history of border control and the development of a national border control strategy beginning in the 1990s. The following sections summarize appropriations and resources dedicated to border enforcement, indicators of enforcement outcomes, metrics for estimating unauthorized migration flows, and possible secondary and unintended consequences of border enforcement. The report concludes by reviewing the overall costs and benefits of the current approach to migration control and raising additional questions that may help guide the discussion of these issues in the future.,5/

Boron-enhanced diffusion of boron from ultralow-energy boron implantation

The authors have investigated the diffusion enhancement mechanism of BED (boron enhanced diffusion), wherein the boron diffusivity is enhanced three to four times over the equilibrium diffusivity at 1,050 C in the proximity of a silicon layer containing a high boron concentration. It is shown that BED is associated with the formation of a fine-grain polycrystalline silicon boride phase within an initially amorphous Si layer having a high B concentration. For 0.5 keV B{sup +}, the threshold implantation dose which leads to BED lies between 3 {times} 10{sup 14} and of 1 {times} 10{sup 15}/cm{sup {minus}2}. Formation of the shallowest possible junctions by 0.5 keV B{sup +} requires that the implant dose be kept lower than this threshold.

Brick-wall at high energy from trapped electrons in a dc beam

The space charge detuning of a dc beam due to electrons trapped is shown to be essentially energy independent. This leads to a curvature in the ..nu.. vs p relation. Left uncorrected, this would result in a "brick-wall" instability. It is shown that the strength of octupole field required to correct the curvature increases as the third power of the energy. Thus, large octupole correction coils are needed. The possibility of using stronger sextupole corrections to reduce the octupole requirement is suggested. However, this would mean that the working line would not shrink with energy, and ISABELLE would be required to operate with a tune spread greater than or equal to 0.02 even at 400 GeV.
