Budget FY2003: A Chronology with Internet Access
This is a select chronology of, and a finding guide for information on, congressional and presidential actions and documents related to major budget events in calendar year 2002, covering the FY2003 budget. Child Nutrition and WIC Programs: Background and Funding
About a dozen federally supported child nutrition programs and related activities – including school meal programs and the Special Supplemental Nutrition Program for Women, Infants, and Children (the WIC program) – reach over 37 million children and almost 2 million lower-income pregnant and postpartum women. Total FY2002 spending on these efforts was $15.1 billion. FY2003 spending is projected at an estimated $15.9 billion under the Agriculture Department appropriations portion (Division A) of the FY2003 Consolidated Appropriations Resolution (P.L. 108-7; H.Rept. 108-10; enacted February 20,2003). And the Administration anticipates spending $16.3 billion under its FY2004 budget.

In March, CBO released its report analyzing the President’s policies. CBO’s estimates of the President’s budget, a recasting of the policies using CBO assumptions and budget estimating methods, raise the expected deficit for FY2004 to $338 billion from the OMB estimated $307 billion. The report also included an update to CBO’s January baseline that pushed the deficit for FY2004 to $200 billion from $145 billion. The revisions delay the return-to-a-surplus from FY2007 to FY2008 and reduce the cumulative FY2004-FY2013 surplus from $1,336 billion (January) to $891 billion (March).

The Executive Budget Process Timetable
The executive budget process is a complex set of activities that includes formulation of the President’s budget, interaction with Congress, and execution of the budget. Table 1 provides a timetable of the major steps in the year and a half process. The initial development of the President’s budget begins in the individual federal agencies approximately 10 months before the President submits it to Congress (17 or 18 months before the start of the fiscal year).

The Role of the Office of Management and Budget in Budget Development
The Office of Management and Budget (OMB) assists the President in carrying out his budgetary duties. Originally created by the 1921 Budget and Accounting Act as the Bureau of the Budget, it was reconstituted as OMB in 1970. Its primary function is to oversee the development and implementation of the federal budget.

Forest Service Receipt-Sharing Payments: Proposals for Change
In lieu of property taxes, the Forest Service generally shares 25% of receipts from the sale, lease, rental, or other use of the national forests to the states for use on roads and schools in the counties where the national forests are located. This report discusses concerns about the equity and stability of Forest Service receipt-sharing payments, especially with the decline in timber sales over the past decade, and about the incentives of the current system.

The Role of the President in Budget Development
The Budget and Accounting Act of 1921 established the executive budget process, which requires the President to prepare and submit a comprehensive federal budget to Congress each year for the fiscal year that begins on October 1. The President sets out his national priorities and proposes policy initiatives in the federal budget submitted to Congress soon after Congress convenes in January. The President's budget submission provides him the opportunity to influence the agenda for the upcoming budget and policy debate in Congress.

FY2003 Budget and Related Documents: Internet Access and GPO Availability
In February, the President submits to Congress a series of budget volumes which contain the President’s budget proposalsforthe upcoming fiscal year, historical data, and analytical supplements. Early in the year, the Economic Report of the President is released by the Council of Economic Advisors, and the Congressional Budget Office issues its publications, Budget and Economic Outlook and Analysis of the President’s Budget. Neither CRS nor the Library of Congress can provide giveaway copies of these documents. This report provides brief descriptions, together with Internet addresses and Government Printing Office (GPO) stock numbers and prices for these documents. Information is also provided on how to find locations of government depository libraries, which can provide both printed copies for reference use and Internet access.

Japanese Companies and Technology: Lessons to Learn?
American companies are facing increased competitive pressures from foreign firms. Many observers feel that U.S. firms lag behind their foreign competitors in the development, application, and marketing of new technologies and techniques. The Japanese industrial enterprise is characterized by a large proportion of private sector financing and many other factors, which this report analyzes at length. The question being debated by Congress is whether or not U.S. government programs and policies are an acceptable and effective means of supporting the efforts of American industries to operate in a manner consistent with success in world markets.

Detention of U.S. Citizens
In 1971, Congress passed legislation to repeal the Emergency Detention Act of 1950 and to enact the following language: “No citizen shall be imprisoned or otherwise detained by the United States except pursuant to an Act of Congress.” The new language, codified at 18 U.S.C. §4001(a), is called the Non-Detention Act. This statutory provision received attention after the 9/11 terrorist attacks when the Administration designated certain U.S. citizens as “enemy combatants” and claimed the right to detain them indefinitely without charging them, bringing them to trial, or giving them access to counsel. In litigation over Yaser Esam Hamdi and Jose Padilla, both designated enemy combatants, the Administration has argued that the Non-Detention Act restricts only imprisonments and detentions by the Attorney General, not by the President or military authorities.

Commemorative Observances: A Chronological List
Historically, national commemorative observances were recommended by Congress through the legislative process. This practice was discontinued by the House of Representatives in January 1995, although the Senate continues to issue sense of the Senate resolutions recommending the establishment of commemoratives. It has now become standard practice for special observances to be designated by a proclamation issued by the President.
