Côte d'Ivoire Post-Gbagbo: Crisis Recovery

Côte d'Ivoire is emerging from a severe political crisis that followed a disputed November 28, 2010, presidential runoff election between former president Laurent Gbagbo and his, former Prime Minister Alassane Ouattara. Both claimed electoral victory and formed opposing governments. Their rivalry spurred a full-scale civil military conflict in early March 2011, after months of growing political violence. The main conflict died down days after Gbagbo's arrest by pro-Ouattara forces, aided by United Nations (U.N.) and French peacekeepers, but limited residual fighting was continuing to occur as of April 20.

The F-35 program is the Department of Defense's (DOD's) largest weapon procurement program in terms of total estimated acquisition cost. This report details the Obama Administration's proposed FY2010 defense budget requests for F-35 program funding and outlines the issues that Congress must consider when deciding whether to approve, reject, or modify the administration's funding requests.

The report discusses the question of how the United States should respond to China's military modernization effort, including its naval modernization effort, that has emerged as a key issue in U.S. defense planning. Admiral Michael Mullen, the Chairman of the Joints Chiefs of Staff, stated in June 2010 that "I have moved from being curious to being genuinely concerned" about China's military programs. The question of how the United States should respond to China's military modernization effort is of particular importance to the U.S. Navy, because many U.S. military programs for countering improved Chinese military forces would fall within the Navy's budget.
