THE NGA-DOE GRANT TO EXAMINE CRITICAL ISSUES RELATED TO RADIOACTIVE WASTE AND MATERIALS DISPOSITION INVOLVING DOE FACILITIES

Through the National Governors' Association (NGA) project ''Critical Issues Related to Radioactive Waste and Materials Disposition Involving DOE Facilities'' NGA brings together Governors' policy advisors, state regulators, and DOE officials to examine critical issues related to the cleanup and operation of DOE nuclear weapons and research facilities. Topics explored through this project include: Decisions involving disposal of mixed, low-level, and transuranic (TRU) waste and disposition of nuclear materials; Decisions involving DOE budget requests and their effect on environmental cleanup and compliance at DOE facilities; Strategies to treat mixed, low-level, and transuranic (TRU) waste and their effect on individual sites in the complex; Changes to the FFCA site treatment plans as a result of proposals in the Department's Accelerating Cleanup: Paths to Closure plan and contractor integration analysis; Interstate waste and materials shipments; and Reforms to existing RCRA and CERCLA regulations/guidance to address regulatory overlap and risks posed by DOE wastes. The overarching theme of this project is to help the Department improve coordination of its major program decisions with Governors' offices and state regulators and to ensure such decisions reflect input from these key state officials and stakeholders. The West Valley Nuclear Services Co. LLC (WVNS) is committed to provide a safe, clean, working environment for employees, and to implement U.S. Department of Energy (DOE) requirements affecting worker safety. The West Valley Demonstration Project (WVDP) Occupational Safety and Health Program is designed to protect the safety, health, and well-being of WVDP employees by identifying, evaluating, and controlling biological, chemical, and physical hazards in the work place. Hazards are controlled within the requirements set forth in the reference section at the end of this report. It is the intent of the WVDP Occupational Safety and Health Program to assure that each employee is provided with a safe and healthy work environment. This report shows the logical path toward ensuring employee safety in planning work at the WVDP. In general, planning work to be performed safely includes: combining requirements from specific programs such as occupational safety, industrial hygiene, radiological control, nuclear safety, fire safety, environmental protection, etc.; including WVDP employees in the safety decision-making processes; pre-planning using safety support re-sources; and integrating the safety processes into the work instructions. PETROLEUM RESIDUA SOLUBILITY PARAMETER/POLARITY MAP: STABILITY STUDIES OF RESIDUA PYROLYSIS

A new molecular weight/polarity map based on the Scatchard-Hildebrand solubility equation has been developed for petroleum residua. A series of extractions are performed with solvents of increasing solubility parameter, and the fractions are analyzed by vapor pressure osmometry for number average molecular weight and by analytical-scale size exclusion chromatography for molecular weight spread. Work was performed for a heavy oil material subjected to three increasing severities of thermal treatment prior to and through the onset of coke formation. The results are diagnostic of the layers of solvations by resin-type molecules around a central asphaltene core. Two additional stability diagnostic methods were also used. These were the Heithaus titration ''P-index'' and Gaestel ''G'' index, which have been applied to paving asphalts for decades. The Heithaus titration involves the titration of three toluene solutions of a residuum at three concentrations with a poor solvent, such as isooctane, to the point of asphaltene flocculation. In the present work, the significance of the data are developed in terms of the Hildebrand solubility parameter. The Heithaus results are combined with data from the new molecular weight/polarity map. R-parity-violating production of single top squarks with R-parity-conserving decays.

Single-top-squark production probes R-parity-violating extensions of the minimal supersymmetric standard model though the {lambda}{sub 3ij}{double_prime} coupling. For top-squark masses in the range 180-325 GeV, and {lambda}{sub 3ij}{double_prime} > 0.02-0.06, we show that discovery of the top squark is possible with 2 fb{sup {minus}1} of integrated luminosity at run II of the Fermilab Tevatron. The bound on {lambda}{sub 3ij}{double_prime} can be reduced by up to an order of magnitude with existing data from run I, and by two orders of magnitude at run II if the top squark is not found.

SO2 REMOVAL FROM FLUE GASES USING UTILITY SYNTHESIZED ZEOLITES

It is well known that natural and synthetic zeolites (molecular sieves) can adsorb gaseous SO{sub 2} from flue gas and do it more efficiently than lime based scrubbing materials. Unfortunately their cost ($500-$800 per ton) has deterred their use in this capacity. It is also known that zeolites are easy to synthesize from a variety of natural and man-made materials. The overall objective of the current work has been to evaluate the feasibility of having a utility synthesize its own zeolites, on-site, from fly ash and other recycled materials and then use these zeolites to adsorb SO{sub 2} from their flue gases. Work to date has shown that the efficiency of the capture process is related to the degree of crystallinity and the type of zeolite that forms in the samples. Normally, those samples cured at 150 C contained a greater proportion of zeolite and as such were more SO{sub 2} adsorptive than their low-temperature counterparts. However, in order for the project to be successful, on site synthesis must remain an option, i.e. 100 C synthesis. In light of this, the experimental focus now has two aspects. TECHNOLOGY DEVELOPMENT FOR IRON AND COBALT FISCHER-TROPSCH CATALYSTS

The impact of activation procedure on the phase composition of precipitated iron Fischer-Tropsch (FT) catalysts has been studied. Catalyst samples taken during activation and FT synthesis have been characterized by Moessbauer spectroscopy. Formation of iron carbide is necessary for high FT activity. Hydrogen activation of precipitated iron catalysts results in reduction to predominantly metallic iron and Fe{sub 3}O{sub 4}. Metallic iron is not stable under FT 3 4 conditions and is rapidly converted to {epsilon}{prime}-Fe{sub 2.2}C. Activation with carbon monoxide or syngas 2.2 with low hydrogen partial pressure reduces catalysts to {chi}-Fe{sub 5}C{sub 2} and a small amount of 5 2 superparamagnetic carbide. Exposure to FT conditions partially oxidizes iron carbide to Fe{sub 3}O{sub 4}; however, catalysts promoted with potassium or potassium and copper maintain a constant carbide content and activity after the initial oxidation. An unpromoted iron catalyst which was activated with carbon monoxide to produce 94% {chi}-Fe{sub 5}C{sub 2}, deactivated rapidly as the carbide was oxidized to Fe{sub 3}O{sub 4}. No difference in activity, stability or deactivation rate was found for {chi}-Fe{sub 5}C{sub 2} and {epsilon}{prime}-Fe{sub 2.2}C.

INFOSEC Experience-Based Training (IEBT) is a simulation and modeling approach to education in the arena of information security issues and its application to system-specific operations. The IEBT philosophy is that ''Experience is the Best Teacher''. This approach to computer-based training aims to bridge the gap between unappealing ''read the text, answer the questions'' types of training (largely a test of short-term memory), and the far more costly, time-consuming and inconvenient ''real hardware'' laboratory experience. Simulation and modeling supports this bridge by allowing the critical or salient features to be exercised while avoiding those aspects of a real world experience unrelated to the training goal.

Maintenance work on the DOE CFFF facility remained in suspension for the entire quarter in accordance with the stop work order issued the previous quarter. Work resumed on the environmental restoration activities during the quarter and work performed is summarized. Progress continued on the five (5) high temperature superconductivity projects under Task 6. On the sol-gel process, improvement is reported in application of buffer layers to single crystals. Problems are discussed in applying buffer layers to nickel substrates. The status of cost performance studies is summarized. The status of diagnostic measurements directed toward real time control of manufacturing processes is reported with emphasis on measurement of surface smoothness. The results of atomic absorption measurement of MOCVD precursors are reported.

Y2K Challenges and Transportation: Risks and Solutions

Many companies or governmental entities provide or use transportation systems that are heavily dependent on computers, software, and other technologies that do not have Y2K problems, e.g., they are Y2K compliant or ready. Some transportation systems, however, still use technologies with Y2K problems, which if left uncorrected, could pose safety risks or efficiency concerns on or after January 1, 2000. The extent and nature of those impacts are expected to vary among the modes of transportation and among various providers or users. In addition, Y2K-related problems occurring in the communications and energy industries could reduce the safety and efficiency of some transportation systems in early January 2000. Operations at some foreign ports and international air traffic control systems with Y2K problems also could adversely affect shipments and flights into and out of the United States. The total amount that has been spent to assess and fix Y2K problems affecting transportation is not known, but estimates suggest that at least $1 billion of private sector, transit authority, and federal funds have been or will soon be allocated for that purpose.

Applications of Geophysical and Geological Techniques to Identify Areas for Detailed Exploration in Black Mesa Basin, Arizona

A recent report submitted to the U.S. Department of Energy (DOE) (NIPER/BDM-0226) discussed in considerable detail, the geology, structure, tectonics, and history of oil production activities in the Black Mesa basin in Arizona. As part of the final phase of wrapping up research in the Black Mesa basin, the results of a few additional geophysical studies conducted on structure, stratigraphy, petrophysical analysis, and oil and gas occurrences in the basin are presented here. A second objective of this study is to determine the effectiveness of relatively inexpensive, noninvasive techniques like gravity or magnetic in obtaining information on structure and tectonics in sufficient detail for hydrocarbon exploration, particularly by using the higher resolution satellite data now becoming available to the industry.

Beam Beam Collisions at the PEP-II B Factory

We describe first beam collisions at the PEP-II B Factory, a collaboration of SLAC, LBNL, and LLNL. The beams are brought close to each other in the transverse (x, y) and longitudinal (timing) directions through the use of two shared beam position monitors located 0.72 m from either side of the interaction point (IP). Transverse beam-beam deflection scans and the use of a zero-angle luminosity detector allow us to center the collisions. Beam collisions were also seen by exciting one beam at its tune frequency and observing a response in the other beam at the same frequency. Shifts in betatron tunes have also been measured. To date, the peak measured luminosity attained is 5.2 {+-} 1 x 10{sup 32} cm{sup {minus}2} s{sup {minus}1} with 786 bunches in each beam and with beam currents of 354 mA for the high-energy beam (HEB) and 680 mA for the low-energy beam (LEB).

BIOMASS REBURNING - MODELING/ENGINEERING STUDIES

This project is designed to develop engineering and modeling tools for a family of NO{sub x} control technologies utilizing biomass as a reburning fuel. The sixth reporting period (January 1--March 31, 1999) included CFD modeling and assessment of available experimental and modeling data on biomass reburning. Experimental and modeling data obtained within scope of this and Phase II SBIR USDA projects were reviewed and analyzed. This work was necessary to summarize available data and to make decision about additional efforts that are necessary for successful completion of the DOE FETC project. These efforts resulted in preparation of the paper entitled ''Kinetic Study of Biomass Reburning'' which was presented at the 1999 Joint Meeting of the United States Sections of the Combustion Institute. The paper is included in Attachment A.

We have observed low threshold operation of a broadly tunable (2.18-3.4 µm) pump-resonant cw periodically poled lithium niobate (PPLN) optical parametric oscillator (OPO). When pumped at 806 nm with 410 mW from a custom-built diode laser the OPO generated 20 mW of idler output at 3.3 µm.
