Waste management plan for the Lower East Fork Poplar Creek Operable Unit, Oak Ridge, Tennessee

The Lower East Fork Poplar Creek (LEFPC) Remedial Action project will remove mercury-contaminated soils from the floodplain of LEFPC, dispose of these soils at the Y-12 Plant Landfill V, and restore the affected floodplain. The waste management plan addresses management and disposition of all wastes generated during the LEFPC remedial action. Most of the solid wastes will be sanitary or construction/demolition wastes and will be disposed of at existing Y- 12 facilities. Some small amounts of hazardous waste are anticipated, along with possible low-level or mixed wastes (> 35 pCi/g). Liquid wastes will be generated which will be sanitary and capable of being disposed of at the Oak Ridge Sewage Treatment Plant, except sanitary sewage.

The purpose of this plan is to document Lawrence Livermore National Laboratory (LLNL) projections for present and future waste minimization and pollution prevention. The plan specifies those activities and methods that are or will be used to reduce the quantity and toxicity of wastes generated at the site. It is intended to satisfy Department of Energy (DOE) requirements. This Plan provides an overview of projected activities from FY 1994 through FY 1999. The plans are broken into site-wide and problem-specific activities. All directorates at LLNL have had an opportunity to contribute input, to estimate budget, and to review the plan. In addition to the above, this plan records LLNL`s goals for pollution prevention, regulatory drivers for those activities, assumptions on which the cost estimates are based, analyses of the strengths of the projects, and the barriers to increasing pollution prevention activities.

In this report, an overview of waste treatment and solidification facilities located at the La Hague and Marcoule sites, which are owned and/or operated by Cogema, provided. The La Hague facilities described in this report include the following: The STE3 liquid effluent treatment facility (in operation); the AD2 solid waste processing facility (also in operation); and the UCD alpha waste treatment facility (under construction). The Marcoule facilities described in this report, both of which are in operation, include the following: The STEL-EVA liquid effluent treatment facilities for the entire site; and the alpha waste incinerator of the UPI plant. This report is organized into four sections: this introduction, low-level waste treatment at La Hague, low-level waste treatment at Marcoule, and new process development. including the solvent pyrolysis process currently in the development stage for Cogema`s plants.

Western Area Power Administration combined power system financial statements, September 30, 1996 and 1995 (with independent auditors` report thereon)

This report presents the results of the independent certified public accountants` audit of the Department of Energy`s Western Area Power Administration`s (Western) combined financial statements as of September 30, 1996. The auditors have expressed an unqualified opinion on the 1996 statements. The auditors` report on Western`s internal control structure disclosed two new reportable conditions and discussed the status of an unresolved condition from prior years. The new conditions involved the write-off of aging accounts receivable and the understatement of interest expense for inactive construction work orders. These reportable conditions are not considered to be material weaknesses. Western concurred with the audit recommendations and is responsible for necessary corrective actions. The auditors also considered the overview and performance measure data for completeness and material consistency with the basic financial statements as noted in the internal control report. The report also disclosed an additional reportable condition directed to the Bureau of Reclamation (Reclamation) which is not considered to be a material weakness. Reclamation concurred with the audit recommendation and is responsible for necessary corrective action. The auditors` report on Western`s compliance with laws and regulations disclosed two new instances of noncompliance involving interest charges on all construction costs funded with Federal appropriations …

Wetting behavior of selected crude oil/brine/rock systems

Of the many methods of characterizing wettability of a porous medium, the most commonly used are the Amott test and the USBM test. The Amott test does not discriminate adequately between systems that give high values of wettability index to water and are collectively described as very strongly water-wet. The USBM test does not recognize systems that achieve residual oil saturation by spontaneous imbibition. For such systems, and for any systems that exhibit significant spontaneous imbibition, measurements of imbibition rate provide a useful characterization of wettability. Methods of interpreting spontaneous imbibition data are reviewed and a new method of quantifying wettability from rate of imbibition is proposed. Capillary pressure is the driving force in spontaneous imbibition. The area under an imbibition curve is closely related to the work of displacement that results from decrease in surface free energy. Imbibition rate data can be correlated to allow for differences in interracial tension, viscosities, pore structure, and sample size. Wettability, the remaining key factor in determining the capillary driving force and the related imbibition rate, then largely determines the differences in saturation vs. scaled time curves. The Uranium Mill Tailings Remedial Action (UMTRA) Project is administered by the U.S. Department of Energy (DOE); its purpose is to cleanup uranium mill tailings and other contaminated material at 24 UMTRA Project sites in 10 states. This report summarizes the wildlife mitigation and monitoring program under way at the Gunnison UMTRA Project, Gunnison, Colorado. Remedial action at the Gunnison site was completed in December 1995 and is described in detail in the Gunnison completion report. The impacts of this activity were analyzed in the Gunnison environmental assessment (EA). These impacts included two important game species: the pronghorn antelope (Antilocapra americans) and sage grouse (Wentrocerus urophasianus). Haul truck traffic was predicted to limit antelope access to water sources north of the Tenderfoot Mountain haul road and that truck traffic along this and other haul roads could result in antelope road kills. Clearing land at the disposal cell, haul road and borrow site activities, and the associated human activities also were predicted to negatively impact (directly and indirectly) sage grouse breeding, nesting, loafing, and wintering habitat. Willow Creek Wildlife Mitigation Project. Final Environmental Assessment.

Today`s notice announces BPA`s proposal to fund land acquisition or acquisition of a conservation easement and a wildlife management plan to protect and enhance wildlife habitat at the Willow Creek Natural Area in Eugene, Oregon. This action would provide partial mitigation for wildlife and wildlife habitat lost by the development of Federal hydroelectric projects in the Willamette River Basin. The project is consistent with BPA`s obligations under provisions of the Pacific Northwest Electric Power Planning and Conservation Act of 1980 as outlined by the Northwest Power Planning Council`s 1994 Columbia River Basin Fish and Wildlife Program. BPA has prepared an environmental assessment (DOE/EA-1023) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement (EIS) is not required and BPA is issuing this FONSI.

Workshop on rock mechanics issues in repository design and performance assessment

The Center for Nuclear Waste Regulatory Analyses organized and hosted a workshop on ``Rock Mechanics Issues in Repository Design and Performance Assessment`` on behalf its sponsor the U.S. Nuclear Regulatory Commission (NRC). This workshop was held on September 19- 20, 1994 at the Holiday Inn Crowne Plaza, Rockville, Maryland. The objectives of the workshop were to stimulate exchange of technical information among parties actively investigating rock mechanics issues relevant to the proposed high-level waste repository at Yucca Mountain and identify/confirm rock mechanics issues important to repository design and performance assessment The workshop contained three technical sessions and two panel discussions. The participants included technical and research staffs representing the NRC and the Department of Energy and their contractors, as well as researchers from the academic, commercial, and international technical communities. These proceedings include most of the technical papers presented in the technical sessions and the transcripts for the two panel discussions. Selected papers have been indexed separately for inclusion the Energy Science and Technology Database.

X-ray tomographic microscopy for non-destructive inspection and advanced materials characterization. Final report, May 22, 1992--May 21, 1994

This was a CRADA to transfer the x-ray tomographic microscope technology to the Quality Technology Center of General Electric Air Craft Engines Division in Ohio. The x-ray tomographic microscope (XTM) is a high resolution, three-dimensional imaging system that can be used to image materials microstructures noninvasively. The apparatus consists of an x-ray source, x-ray collimators, sample positioning stages, a fluorescent screen to convert x-rays to visible light, an optical lens, and a thermoelectrically cooled charge coupled device detector. The details of the microscope`s design have been described elsewhere. In practice, the sample to be imaged is positioned on a rotating stage. The sample is initially translated out of the x-ray path, and an image is obtained of the incident x-ray beam (the reference image). Next, the sample is placed between the x-ray path and the scintillator, and another image, the projection image, is acquired. The ratios of the logarithms of the reference image and the projection image provide values of the integrated x-ray attenuation through the sample. By rotating the sample in discrete angular increments through 180 degrees, enough data can be obtained to reconstruct the two-dimensional projection images into a three-dimensional image of the mineral density distribution in the …

You have the power. 1997 Federal Energy Management Program report

From 1985 to 1996, the Federal investment in energy efficiency totaled $2 billion. This investment achieved a cumulative savings of $6.3 billion in the nation`s energy bill when calculated from a 1985 baseline. The Energy Policy Act of 1992 and Executive Order 12902 require a rate of even greater energy savings than the pace already set. FEMP`s leadership and accomplishments for FY 1997 have helped Federal agencies meet their challenges and attain their goals by: increasing partnerships with the private sector; providing cost effective quality services and tools; integrating energy efficiency into procurement; increasing Federal employee energy awareness; influencing outcomes by promoting good energy habits; and increasing the number and scope of energy efficiency projects.
