MODIL cryocooler producibility demonstration project results

The production of large quantities of spacecraft needed by SDIO will require a cultural change in design and production practices. Low rates production and the need for exceedingly high reliability has driven the industry to custom designed, hand crafted, and exhaustively tested satellites. These factors have mitigated against employing design and manufacturing cost reduction methods commonly used in tactical missile production. Additional challenges to achieving production efficiencies are presented by the SDI spacecraft mission requirement. IR sensor systems, for example, are comprised of subassemblies and components that require the design, manufacture, and maintenance of ultra precision tolerances over challenging operational lifetimes. These IR sensors demand the use of reliable, closed loop, cryogenic refrigerators or active cryocoolers to meet stringent system acquisition and pointing requirements. The authors summarize some spacecraft cryocooler requirements and discuss observations regarding Industry`s current production capabilities of cryocoolers. The results of the Lawrence Livermore National Laboratory (LLNL) Spacecraft Fabrication and Test (SF and T) MODIL`s Phase I producibility demonstration project is presented.

Numerical simulations of creep in ductile-phase toughened intermetallic matrix composites

Analytical and finite element method (FEM) simulations of creep in idealized ductile-phase toughened intermetallic composites are described. For these strong-matrix materials, the two types of analyses predict similar time-independent composite creep rates if each phase individually exhibits only steady-state creep. The composite creep rate becomes increasingly higher than that of the monolithic intermetallic as the stress exponent of the intermetallic and the volume fraction and creep rate of the ductile phase increase. FEM analysis shows that the shape of the ductile phase does not affect the creep rate but may affect the internal stress and strain distributions, and thus damage accumulation rates. If primary creep occurs in one or both of the individual phases, the composite also exhibits primary creep. In this case, there can be significant deviations in the creep curves computed by the analytical and FEM models. The model predictions are compared with data for the Nb5Si3/Nb system.

Quality systems development in environmental measurements for compliance with regulatory requirements for nuclear and other contaminants in the environment is one of the major challenges in current technology disciplines. Efforts to fulfill the mission and objectives of funded projects will not be successful on a timely and cost-effective schedule without adequate plans and credible action for the protection of workers, facilities, and the public in environment, safety, and health aspects. This can be accomplished through quality assurance planning and implementation of an effective, controlled environmental measurements program.

Bimetallic promotion of cooperative hydrogen transfer and heteroatom removal in coal liquefaction. Final technical report, September 1, 1988--December 31, 1991

The ultimate objective of this research has been to uncover novel reagents and experimental conditions for heteroatom removal and hydrogen transfer processes, which would be applicable to the liquefaction of coal under low-severity conditions. To this end, one phase of this research has investigated the cleavage of carbon-heteroatom bonds involving sulfur, oxygen, nitrogen and halogen by subvalent transition-metal complexes. A second phase of the study has assessed the capability of the same transition-metal complexes or of organoaluminum Lewis acids to catalyze the cleavage of carbon-hydrogen bonds in aromatics and hence to promote hydrogen shuttling. Finally, a third phase of our work has uncovered a remarkable synergistic effect of combinations of transition metals with organoaluminum Lewis acids on hydrogen shuttling between aromatics and hydroaromatics. Neutron interrogation to identify chemical elements with an ion-tube neutron source (INS)

A non-destructive analysis technique using a portable, electric ion-tube neutron source (INS) and gamma ray detector has been used to identify the key constituent elements in a number of sealed munitions, and from the elemental makeup, infer the types of agent within each. The high energy (14 MeV) and pulsed character of the neutron flux from an INS provide a method of measuring, quantitatively, the oxygen, carbon, and fluorine content of materials in closed containers, as well as the other constituents that can be measured with low-energy neutron probes. The broad range of elements that can be quantitatively measured with INS-based instruments provides a capability of verifying common munition fills; it provides the greatest specificity of any portable neutron-based technique for determining the full matrix of chemical elements in completely unrestricted sample scenarios. The specific capability of quantifying the carbon and oxygen content of materials should lead to a fast screening technique which, can discriminate very quickly between high-explosive and chemical agent-filled containers.

In February, 1990, the Secretary of Energy, James Watkins approved a grant for a waste (management) education and research consortium program by New Mexico State University (NMSU) to the US Department of Energy (DOE). This program known by the acronym, ``WERC`` includes NMSU, the University of New Mexico (UNM), the New Mexico Institute of Mining and Technology (NMIMT), Navajo Community College, the Los Alamos National Laboratory and the Sandia National Laboratories. The program is designed to provide an integrated approach to the national need via the following: (1) Education in waste management to reach thousands of students by the three Consortium universities and the affiliate college resulting in graduate, undergraduate, and associate degrees with concentration in environmental management. (The term waste or environmental management is used in a broad sense throughout this paper and includes all aspects of environmental management and environmental restoration.) The main objectives of this proposed research work are to refine further the inverse liquid chromatography technique for the study of surface properties of raw coals, treated coals and coal minerals in water, to evaluate relatively surface properties of raw coals, treated coals and coal minerals by inverse liquid chromatography, and to evaluate flotability of various treated coals in conjunction with surface properties of coals. Coals such as Pittsburgh seam coal, Illinois No. 6 coal, Wyodak coal are chosen as representatives of high-rank bituminous coal, high volatile bituminous coal and subbituminous coal, respectively. Coal minerals such as pyrite and dolomite are chosen as representative coal minerals.

The purpose of this report is to define the objectives of the model, describe its basic approach, and provide detail on how it works. The EFP is a regulatory accounting model that projects electricity prices. The model first solves for revenue requirements by building up a rate base, calculating a return on rate base, and adding the allowed expenses. Average revenues (prices) are calculated based on assumptions regarding regulator lag and customer cost allocation methods. The model then solves for the internal cash flow and analyzes the need for external financing to meet necessary capital expenditures. Finally, the EFP builds up the financial statements. The EFP is used in conjunction with the National Energy Modeling System (NEMS). Inputs to the EFP include the forecast generating capacity expansion plans, operating costs, regulator environment, and financial data. The outputs include forecasts of income statements, balance sheets, revenue requirements, and electricity prices.

Among its many unique and precedent-setting provisions, the Chemical Weapons Convention (CWC) includes important requirements for States Parties to protect the public safety and the environment in the course of carrying out the treaty. These obligations will apply to the destruction of chemical weapons, of former chemical weapons production facilities, and to other activities under the Convention such as the verification scheme. This morning, I will briefly discuss the Convention`s safety and environmental obligations, concentrating on their effects in this country as the United States chemical weapons stockpile is destroyed.

The National Energy Modeling System (NEMS) is a computer modeling system developed by the Energy Information Administration (EIA). The NEMS produces integrated forecasts for energy markets in the United States by achieving a general equilibrium solution for energy supply and demand. Currently, for each year during the period from 1990 through 2010, the NEMS describes energy supply, conversion, consumption, and pricing. The Electricity Market Module (EMM) is the electricity supply component of the National Energy Modeling System (NEMS). The supply of electricity is a conversion activity since electricity is produced from other energy sources (e.g., fossil, nuclear, and renewable). The EMM represents the generation, transmission, and pricing of electricity. The EMM consists of four main submodules: Electricity Capacity Planning (ECP), Electricity Fuel Dispatching (EFD), Electricity Finance and Pricing (EFP), and Load and Demand-Side Management (LDSM). The ECP evaluates changes in the mix of generating capacity that are necessary to meet future demands for electricity and comply with environmental regulations. The EFD represents dispatching (i.e., operating) decisions and determines how to allocate available capacity to meet the current demand for electricity. Analysis of a Lifting Fixture to Hold a Steel Mandrel Horizontally from one End Support

A lifting fixture (drawing number 3823.113-MD-372382) that lifts large steel mandrels from one end through the mandrel's end support web is described. The mandrels are used as a mold to form carbon fiber cylinders. The mandrels are held from one end to allow the carbon cylinder to be pulled horizontally off the mandrel. Only mandrels as described in drawing numbers 3823.113-MD-358992 and 3823.1 13-MD-358994 are lifted by the fixture. The largest mandrel is 41 inches in diameter, 120 inches long, and weighs approximately 3,000 lbs. A detailed procedure for removing the carbon cylinder from the steel mandrel is given in the Appendix. The fixture is to be supported only using Fermilab Forklift 10207 or equivalent. The forklift has a nameplate capacity of 12,000 lbs 24 inches from the mast at an elevation of 130 inches from the floor. The forklift forks must be removed from the truck prior to using the fixture. The forklift is to be used to support the mandrels only during the lifting operation and is not to be used to transport the mandrels. Stresses at the lifting fixture are shear stresses on the support brackets due to the overall weight of the mandrel and moment loads …

D0 Silicon Upgrade: Calc. to Determine Need for a N2 Phase Separator

A nitrogen phase separator is recommended on the liquid supply line at the helium refrigerator plant. This engineering note documents the calculations done to reach that conclusion. The steady state liquid nitrogen consumption rate for the refrigerator, VLPC and solenoid systems is about 30 gal/hr. The estimated heat leak for the piping run to the refrigerator location is 50 watts. The calculated quality at the refrigerator was 0.032. Given this quality, a two phase flow model based on Lockhart-Martinelli and also incorporating Baker diagram nomenclature was run on TK solver. The result of this program was that without the use of a phase separator we could expect a slug flow pattern with a volume fraction of gas of 65%. Based on this, I recommend that we use a phase separator to siphon off the gas before the nitrogen is sent to a standard saver type subcooler. Including the phase separator will help ensure proper operation of the subcooler. The subcooler will help us attempt to deliver single phase liquid to the nitrogen control valves.
