A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. A central monitoring computer was installed on each ranch. The computers were connected by communication cables to 50 turbines on the Souza Ranch and 150 turbines on the Jess Ranch. Anemometers were installed on every other turbine on 12-foot booms at 35 feet above ground level (AGL). Spacing between anemometers was approximately 200 feet in the crosswind direction by 500 feet in the parallel direction. A total of 23 turbines on the Souza Ranch was instrumented in this fashion, as well as two multi-level meteorological towers. On the Jess Ranch, 77 turbines were instrumented; about half at 35 feet AGL and half at 50 feet AGL, plus four additional towers. Wind data were collected for approximately a 100 hour period on each ranch. All turbines were shut down during these periods so that no turbine wakes would be present. The data periods were selected by the meteorologist to insure that they occurred during typical spring-summer flow regimes. The terrain features upwind of the site appear to play as significant a role in the flow variability as terrain features within the site.

This report summarizes our investigations of seismic data from the Long Valley caldera region based mainly on data obtained from the USGS-Doe seismic network. During the period several thousands of earthquakes were recorded and located, including the extensive aftershock sequence of the July 1986 Chalfant Valley. This contract has provided partial operating support for this network, including the establishment of the first permanently-recording wideband digital station in the Mammoth Lakes region. Results presented here unclude five manuscripts involving various aspects of the research. These manuscripts cover: (1) a general description of unusual seismic phase near Mammoth Lakes and their possible use in the delineation of shallow-crustal anomalous bodies, (2) a paper which pinpoints the location of a shallow-crustal anomaly about 6 km deep and 2 to 3 km in lateral near the south end of Hilton Creek fault, (3) the documentation of a strong lateral structural change in the vicinity of Inyo Craters, and (4) papers contributing to knowledge of the tectonics of the Mammoth Lakes area.

Three lectures comprise the report. The lecture, Atomic Structure, is primarily theoretical and covers four topics: (1) Non-relativistic one-electron atom, (2) Relativistic one-electron atom, (3) Non-relativistic many-electron atom, and (4) Relativistic many-electron atom. The lecture, Radiative and Collisional Transitions, considers the problem of transitions between atomic states caused by interactions with radiation or other particles. Orbit and collective dynamics in disk galaxies and in Saturn's rings are gravitational analogues of those occurring in nonneutral plasmas. The interesting problems for such ''gravitational plasmas'' are analogous to single-disk studies of transverse dynamics in particle beams. Of particular interest are various orbit-resonances with spiral density and bending waves in these disks which are analogous to electrostatic waves in nonneutral beam plasmas. The background physics, terminology and results of astrophysical investigations in these fields are surveyed in this paper. 53 refs., 19 figs., 1 tab.

This presentation first discusses the motivation for the AI Simulation Fusion project. After discussing very briefly what expert systems are in general, what object oriented languages are in general, and some observed features of typical combat simulations, it discusses why putting together artificial intelligence and combat simulation makes sense. We then talk about the first demonstration goal for this fusion project.

A computer code, ANEMOS has been written to estimate concentrations in air and ground deposition rates for Atmospheric Nuclides Emitted from Multiple Operation Sources. This code uses a modified Gaussian plum equation. Output from ANEMOS includes annual-average air concentrations and ground deposition rates of dispersed radionuclides and daughters. To use the environmental transport model properly, some estimate of the models predictive accuracy must be obtained. To validate the ANEMOS model, one year of weekly average Kr-85 concentrations observed at 13 stations located 28 to 144 km distant from continuous point source at the Savannah River Plant (SRP), Aiken, South Carolina, have been used. There was a general tendency for the model to underpredict the observed air concentrations slightly. Pearsons's correlation between pairs of logarithms of observed and predicted annual-average values was r = 0.84. The monthly results tend to show more scatter than do either the seasonal or the annual comparisons. 18 references, 3 figures, 3 tables.

In principle, a Z-pinch of sufficiently large aspect ratio can provide arbitrarily high magnetic field intensity for the confinement of plasma. In practice, however, achievable field intensities and timescales are limited by parasitic inductances, pulse driver power, current, voltage, and voltage standoff of nearby insulating surfaces or surrounding gas. Further, instabilities may dominate to prevent high fields (kink mode) or enhance them (sausage mode) but in a nonuniform and uncontrollable way. In this paper we discuss an approach to producing a high-field-intensity pinch using a moving compact torus. The moving torus can serve as a very high power driver and may be used to compress a pre-established pinch field, switch on an accelerating pinch field, or may itself be reconfigured to form an intense pinch. In any case, the high energy, high energy density, and high velocity possible with an accelerated compact torus can provide extremely high power to overcome, by a number of orders of magnitude, the limitations to pinch formation described earlier. In this paper we will consider in detail pinches formed by reconfiguration of the compact torus.

This report contains selected references to the history and possible future of federal lands, primarily those in the Western United States.

Work on this project is focused on developing design and licensing information for the model facility. Three major subcontracts have been approved by DOE and the design effort is progressing satisfactorily on the security system, rack design, and the soils structural and seismic design which these contracts cover. Licensing activities are progressing satisfactorily. About 50% of the Environmental Report is drafted and issued for preliminary review. Approximately 15% of the Safety Analysis Report has been drafted.

The final report of DBS Corporation on the model simplification project is presented. The purpose of the project is to develop computer-assisted model simplification. The contributions of DBS to this project where an initial overall project assessment, contributions to design principles and testing procedures, specific experimental designs, and initial test results. The main contributions of DBS to this project were in the area of LP matrix scaling, and particularly in the potential usefulness of shadow price information for model simplification. An algorithm for obtaining approximate shadow price information was developed and subjected to initial small-scale testing with promising results.

Information on monitoring activities is reported in two sections for EDB/ERA/INIS. The first section covers all information reported except Appendix D, which gives details of sampling and analytical procedures for environmental monitoring used at Lawrence Livermore Laboratory. Monthly report of the Texas Crop and Livestock Reporting Service on various poultry numbers in Texas and compared with other states. It includes compiled statistics during two years for hatchery production of broiler chicks and turkey poults, egg production, price ratios, poultry slaughtered, cold storage holdings, and chick placements.
