Although it may be appropriate for multiple agencies or entities to be involved in the same programmatic or policy area due to the nature or magnitude of the federal effort, GAO's report includes 17 areas of fragmentation, overlap, or duplication where multiple programs and activities may be creating inefficiencies. The report also identifies 14 additional areas where opportunities exist to achieve cost savings or enhance revenue collections."

In 2012, the Navy completed an updated Analysis of Alternatives (AOA) based on refined requirements and an acquisition approach that would leverage mature technologies from outside the program onto an in-production commercial or military airframe--allowing the program to begin in the engineering and manufacturing development phase of the Department of Defense's (DOD) acquisition process. The 2012 AOA reflected additional trade-offs made among cost, schedule, risk, and performance. Some key performance requirements changed from the terminated VH-71 program to the VXX."

A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency (EPA) most commonly addresses the cleanup of sites it has identified as eligible for the National Priorities List (NPL) by deferring oversight of the cleanup to approaches outside of the Superfund program. As of December 2012, of the 3,402 sites EPA identified as potentially eligible, EPA has deferred oversight of 1,984 sites to approaches outside the Superfund program, including 1,766 Other Cleanup Activity (OCA) deferrals to states and other entities. However, EPA has not issued guidance for OCA deferrals as it has for the other cleanup approaches. Moreover, EPA's program guidance does not clearly define each type of OCA deferral or specify in detail the documentation EPA regions should have to support their decisions on OCA deferrals. Without clearer guidance on OCA deferrals, EPA cannot be reasonably assured that its regions are consistently tracking these sites or that their documentation will be appropriate or sufficient to verify that these sites have been deferred or have completed cleanup. Nanostructured uranium oxides have been prepared in ionic liquids as templating agents. Using the ionic liquids as reaction media for inorganic nanomaterials takes advantage of the pre-organized structure of the ionic liquids which in turn controls the morphology of the inorganic nanomaterials. Variation of ionic liquid cation structure was investigated to determine the impact on the uranium oxide morphologies. For two ionic liquid cations, increasing the alkyl chain length increases the aspect ratio of the resulting nanostructured oxides. Understanding the resulting metal oxide morphologies could enhance fuel stability and design.

On 27 November 2012, a bulk biochar sample was received for characterization of selected physical and chemical properties. The main purpose of the characterization was to help determine the degree to which biochar would be suitable as a soil amendment to aid in growth of plants. Towards this end, analyses to determine specific surface, pH, cation-exchange capacity, water retention, and wettability (i.e. surface tension) were conducted. A second objective was to determine how uniform these properties were in the sample. Towards this end, the sample was separated into fractions based on initial particle size and on whether the material was from the external surface or the internal portion of the particle. Based on the results, the biochar has significant liming potentials, significant cation-retention capacities, and highly variable plant-available moisture retention properties that, under the most favorable circumstances, could be helpful to plants. As a consequence, it would be quite suitable for addition to acidic soils and should enhance the fertility of those soils.

Optical refrigeration is currently the only all-solid-state cryocooling technology that has been demonstrated. Optical cryocoolers are devices that use laser light to cool small crystal or glass cooling elements. The cooling element absorbs the laser light and reradiates it at higher energy, an example of anti-Stokes fluorescence. The dif-ference between the energy of the outgoing and incoming light comes from the thermal energy of the cooling element, which in turn becomes colder. Entitled “No-Vibration Agile Cryocoolers using Optical Refrigeration,” this Phase I proposal directly addressed the continued development of the optical refrigerator components necessary to transition this scientific breakthrough into National Nu-clear Security Administration (NNSA) sensor applications in line with the objectives of topic 50b. ThermoDynamic Films LLC (TDF), in collaboration with the University of New Mexico (UNM), cooled an optical-refrigerator cooling element comprised of an ytterbium-doped yttrium lithium fluoride (Yb:YLF) crystal from room tempera-ture to 123 K with about 2% efficiency. This is the world record in optical refrigera-tion and an important step toward revolutionizing cryogenic systems for sensor ap-plications. During this period, they also designed and analyzed the crucial elements of a prototype optical refrigerator including the thermal link that connects the cool-ing element with the load.
