State and Local Government Debt: An Analysis

This report first provides a broad overview of state and local government finances and how these governments incorporate borrowing into their budgets. The second section reports data on state and local government debt and how that debt has changed over time. This section includes a comparative analysis of these debt parameters for each state. The third section discusses different economic perspectives on the use of debt by governments and if governments are intrinsically biased toward borrowing more than is considered economically optimal. The discussion provides background for Congress as it deliberates potential changes in the oversight of the primary and secondary markets for state and local government debt.

Turkey-U.S. Defense Cooperation: Prospects and Challenges

The United States enjoys a strong legacy of defense cooperation with Turkey, both bilaterally and in the North Atlantic Treaty Organization (NATO), dating from the onset of the Cold War. For both countries, mutual cooperation has major implications for national security priorities in Turkey's surrounding region-particularly the greater Middle East. A more independent Turkish foreign policy course-reflected in recent international events involving Iran, Israel, and other countries-has raised concerns among some Members of Congress. This, coupled with a decline of the military's influence in Turkish society, may affect prospects and present challenges for bilateral and NATO defense cooperation, while also generating ongoing debate over which country needs the other more to pursue and achieve its national security objectives.

It focuses on UMRA's requirement that CBO issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions which currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.

This report discusses the Project BioShield Act (P.L. 108-276), In 2004, passed by Congress to encourage the private sector to develop medical countermeasures against chemical, biological, radiological, and nuclear (CBRN) terrorism agents and to provide a novel mechanism for federal acquisition of those newly developed countermeasures. This law provides three main authorities: (1) relaxing regulatory requirements for some CBRN terrorism-related spending, including hiring personnel and awarding research grants; (2) guaranteeing a federal market for new CBRN medical countermeasures; and (3) permitting emergency use of unapproved countermeasures.
