This report provides background information and potential issues for Congress on the Navy's irregular warfare (IW) and counterterrorism (CT) operations. The Navy's IW and CT activities pose a number of potential oversight issues for Congress, including the definition of Navy IW activities, specific Navy IW budget priorities, and how much emphasis to place on IW and CT activities in future Navy budgets. Congress' decisions regarding Navy IW and CT operations can affect Navy operations and funding requirements, and the implementation of the nation's overall IW and CT strategies.

Côte d'Ivoire Post-Gbagbo: Crisis Recovery
Côte d'Ivoire is emerging from a severe political crisis that followed a disputed November 28, 2010, presidential runoff election between former president Laurent Gbagbo and his, former Prime Minister Alassane Ouattara. Both claimed electoral victory and formed opposing governments. Their rivalry spurred a full-scale civil military conflict in early March 2011, after months of growing political violence. The main conflict died down days after Gbagbo's arrest by pro-Ouattara forces, aided by United Nations (U.N.) and French peacekeepers, but limited residual fighting was continuing to occur as of April 20.

F-35 Joint Strike Fighter (JSF) Program: Background and Issues for Congress
The F-35 Joint Strike Fighter (JSF), also called the Lighting II, is a new strike fighter being procured in different versions by the Air Force, Marine Corps, and Navy. China Naval Modernization: Implications for U.S. Navy Capabilities-Background and Issues for Congress
The report discusses the question of how the United States should respond to China's military modernization effort, including its naval modernization effort, that has emerged as a key issue in U.S. defense planning. The Legislative Reference Service, it was charged with responding to congressional requests for information. For more than 50 years, this department assisted Congress primarily by providing facts and publications and by transmitting research and analysis done largely by other government agencies, private organizations, and individual scholars. In 1970, Congress enacted a law transforming the Legislative Reference Service into the Congressional Research Service (CRS) and directing CRS to devote more of its efforts and increased resources to performing research and analysis that assists Congress in direct support of the legislative process.

Syria: Issues for the 112th Congress and Background on U.S. Sanctions
This report analyzes bilateral issues between the United States and Syria. Unrest in Syria and the Asad government's violent response are adding new complexity to the troubled U.S.-Syrian relationship. The Obama Administration's policy of limited engagement with Syria to address areas of long-standing concern has been met with criticism from some, including some Members of Congress. Critics believe that the Administration should apply further pressure to the Syrian government and consider implementing harsher economic sanctions against it. The use of violence against Syrian protestors has been accompanied by calls for new U.S. sanctions but also some expression of concern by experts that political unrest in Syria could evolve into a broader civil conflict that in turn could destabilize Syria's neighbors.

War Powers Resolution: Presidential Compliance
Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

The Depreciating Dollar: Economic Effects and Policy Response

United States Fire Administration: An Overview
23722The U.S. Fire Administration (USFA) - which includes the National Fire Academy (NFA) - is currently an entity within the Federal Emergency Management Agency (FEMA) of the Department of Homeland Security (DHS). The objective of the USFA is to significantly reduce the nation's loss of life from fire, while also achieving a reduction in property loss and non-fatal injury due to fire. In the 112th Congress, debate over the USFA budget focuses on whether the USFA is receiving sufficient funding to accomplish its mission, given that appropriations for USFA have consistently been well below the agency's authorized level. An ongoing issue is the viability and status of the USFA and National Fire Academy within the Department of Homeland Security.

Federal Funding Gaps: A Brief Overview
The interval during the fiscal year when agency appropriations are not enacted into law, either in the form of a regular appropriations act or a continuing resolution, is referred to as a funding gap. When a funding gap occurs, the federal government begins a shutdown of the affected agencies, entailing the prompt furlough of non-emergency personnel and curtailment of agency activities.
