3w Transmitted Beam Diagnostic at the Omega Laser Facility

A 3{omega} transmitted beam diagnostic has been commissioned on the Omega Laser at the Laboratory for Laser Energetics, University of Rochester [Soures et.al., Laser Part. Beams 11 (1993)]. Transmitted light from one beam is collected by a large focusing mirror and directed onto a diagnostic platform. The near field of the transmitted light is imaged; the system collects information from twice the original f-cone of the beam. Two gated optical cameras capture the near field image of the transmitted light. Thirteen spatial positions around the measurement region are temporally resolved using fast photodiodes to allow a measure of the beam spray evolution. The Forward stimulated Raman scattering and forward simulated Brillion scattering are spectrally and temporally resolved at 5 independent locations within twice the original f-cone. The total transmitted energy is measured in two spectral bands ({delta}{lambda} < 400 nm and {delta}{lambda} > 400 nm).

Since it was established by an Executive Order of President Ford in 1975, the committee has operated in relative obscurity.1 According to a Treasury Department memorandum, the Committee originally was established in order to placate Congress, which had grown concerned over the rapid increase in Organization of the Petroleum Exporting Countries (OPEC) investments in American portfolio assets (Treasury securities, corporate stocks and bonds), and to respond to concerns of some that much of the OPEC investments were being driven by political, rather than by economic, motives.

Development of Materials Resistant to Metal Dusting Degradation.

Metal dusting corrosion has been a serious problem in the petroleum and petrochemical industries, such as reforming and syngas production systems. This form of deterioration has led to worldwide material loss for 50 years. For the past three years, we have studied the mechanism of metal dusting for Fe- and Ni-base alloys. In this report, we present a correlation between the weight loss and depth of pits that form in Ni-base alloys. Nickel-base alloys were also tested at 1 and 14.8 atm (210 psi), in a high carbon activity environment. Higher system pressure was found to accelerate corrosion in most Ni-base alloys. To reduce testing time, a pre-pitting method was developed. Mechanical scratches on the alloy surface led to fast metal dusting corrosion. We have also developed preliminary data on the performance of weldments of several Ni-base alloys in a metal dusting environment. Finally, Alloy 800 tubes and plates used in a reformer plant were examined by scanning electron microscopy, energy dispersive X-ray, and Raman spectroscopy. The oxide scale on the surface of the Alloy 800 primarily consists of Fe{sub 1+x}Cr{sub 2-X}O{sub 4} spinel phase with high Fe content. Carbon can diffuse through this oxide scale. We focus on state clean energy funds, which have been established in 14 U.S. states to build markets for clean energy resources, as well as a select number of other state or local organizations whose activities are particularly noteworthy. We describe the types of programs implemented and their impacts to date, and discuss key issues and lessons learned for initiatives aimed at growing the new home market for PV.

Field Test Program for Long-Term Operation of a COHPAC System for Removing Mercury from Coal-Fired Flue Gas

With the Nation's coal-burning utilities facing the possibility of tighter controls on mercury pollutants, the U.S. Department of Energy is funding projects that could offer power plant operators better ways to reduce these emissions at much lower costs. Sorbent injection technology represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. It involves injecting a solid material such as powdered activated carbon into the flue gas. The gas-phase mercury in the flue gas contacts the sorbent and attaches to its surface. The sorbent with the mercury attached is then collected by the existing particle control device along with the other solid material, primarily fly ash. During 2001, ADA Environmental Solutions (ADA-ES) conducted a full-scale demonstration of sorbent-based mercury control technology at the Alabama Power E.C. Gaston Station (Wilsonville, Alabama). This unit burns a low-sulfur bituminous coal and uses a hot-side electrostatic precipitator (ESP) in combination with a Compact Hybrid Particulate Collector (COHPAC{reg_sign}) baghouse to collect fly ash. The majority of the fly ash is collected in the ESP with the residual being collected in the COHPAC{reg_sign} baghouse. Generation and Characterization of Attosecond Pulses

The research undertaken in this project has been directed toward the area of attoscience, in particular the problem of attosecond metrology. That is, the accurate determination of the electric field of attosecond XUV radiation. This outstanding problem has been identified as a critical technology for further development of the field, and our research adds to the area by providing the first method for characterization using the harmonic radiation itself as a tool. The technical effectiveness of this approach is very high, since it is vastly easier to detect XUV radiation directly than via the spectrum of photoelectrons liberated from atoms by it. This means that the experimental data rate can be much higher in principle using all-optical detection that electron detection, which will greatly aid the utility of harmonic XUV sources in attoscience applications. There are as yet no direct public benefits from this area of scientific research, though access to material structural dynamics on unprecedented brief timescales are expected to yield significant benefits for the future.

Hanford Tank Ventilation System Condensates and Headspace Vapors: An Assessment of Potential Dermal Exposures

This study considers the question of whether potential dermal exposures to Hanford high-level radioactive waste tank headspace vapors and their condensates could result in significant exposure to workers. Three types of potential exposures were evaluated; dermal contact with aqueous condensate, organic condensate, and direct contact with head space vapors. The dermal absorption rates from aqueous and organic condensates were estimated for selected chemicals using a model described by EPA (1992) with a modified correlation for dermal permeability suggested by Wilschut et al. (1995). Dermal absorption rates of vapors were estimated using a model given by AIHA (2000). Results were compared to an ''equivalent inhalation dose'' calculated by multiplying the inhalation occupational exposure limit by a nominal daily inhalation rate. The results should provide guidance for industrial hygienists to prepare specific recommendations based on specific scenarios.

This document contains the human health and ecological risk assessment for the Resource Recovery and Conservation Act (RCRA) permit renewal for the Explosives Waste Treatment Facility (EWTF). Volume 1 is the text of the risk assessment, and Volume 2 (provided on a compact disc) is the supporting modeling data. The EWTF is operated by the Lawrence Livermore National Laboratory (LLNL) at Site 300, which is located in the foothills between the cities of Livermore and Tracy, approximately 17 miles east of Livermore and 8 miles southwest of Tracy. Figure 1 is a map of the San Francisco Bay Area, showing the location of Site 300 and other points of reference. One of the principal activities of Site 300 is to test what are known as ''high explosives'' for nuclear weapons. These are the highly energetic materials that provide the force to drive fissionable material to criticality. LLNL scientists develop and test the explosives and the integrated non-nuclear components in support of the United States nuclear stockpile stewardship program as well as in support of conventional weapons and the aircraft, mining, oil exploration, and construction industries. The Department of Energy (DOE) selected Caustic-Side Solvent Extraction (CSSX) as the preferred technology for the removal of radioactive cesium from High-Level Waste (HLW) at the Savannah River Site (SRS). Before the full-scale Salt Waste Processing Facility (SWPF) becomes operational, a portion of dissolved saltcake waste will be processed through a Modular CSSX Unit (MCU). The MCU employs the CSSX process, a continuous process that uses a novel solvent to extract cesium from waste and concentrate it in dilute nitric acid. Of primary concern is Cs-137 which makes the solution highly radioactive. Since the MCU does not have the capacity to wait for sample results while continuing to operate, the Waste Acceptance Strategy is to perform inline analyses. Gamma-ray monitors are used to: measure the Cs-137 concentration in the decontaminated salt solution (DSS) before entering the DSS Hold Tank; measure the Cs-137 concentration in the strip effluent (SE) before entering the SE Hold Tank; and verify proper operation of the solvent extraction system by verifying material balance within the process. We discovered a class of lines that are sensitive to the strength of the ambient magnetic field, and present a measurement of such a line in Ar IX near 49 {angstrom}. Calculations show that the magnitude of field strengths that can be measured ranges from a few hundred gauss to several tens of kilogauss depending on the particular ion emitting the line.
