Global Climate Change: A Survey of Scientific Research and Policy Reports

This report is intended to guide the reader through U.S. global climate change policy from the passage of the National Climate Program Act of 1978 (P.L. 95-367) through the 1992 Earth Summit in Rio de Janeiro, where the U.N. Framework Convention on Climate Change (FCCC) was opened for signatures. It offers a summary of scientific research on global climate change and related U.S. policy and identifies what many consider to be important milestones in the international policy debate on global climate change.

A near tripling in the price of crude oil from March 1999 to the first months of 2000, coupled with other developments, initially brought about sharp increases in the price of home heating oil and diesel fuel, which are essentially the same product. Gasoline prices then increased. These developments brought about discussion of what might be done to mitigate price increases and possible spot shortages, and what might be done to prevent a similar situation in the future.

Noise Abatement and Control: An Overview of Federal Standards and Regulations

Constant or repeated exposure to sounds of 90 decibels or higher can lead to hearing loss, and noise exposure is responsible for hearing impairment in about 10 million people in the United States. To limit the public's exposure to potentially harmful sound levels, the federal government sets and enforces uniform noise control standards for aircraft and airports, interstate motor carriers and railroads, workplace activities, medium and heavy-duty trucks, motorcycles and mopeds, portable air compressors, and federally assisted housing projects located in noise exposed areas.

SUMMARY The United States and Mexico have a special relationship under the North American Free Trade Agreement (NAFTA), which removes trade and investment barriers between the countries. The relationship has been strengthened by presidential visits, including President Clinton's February 1999 trip to Mexico and President Zedillo's upcoming May 23 trip to Washington, and by regular contacts between cabinet-level officials. Major issues of concern to Congress are trade, immigration, drug trafficking, and political rights.

The World Trade Organization: The Debate in the United States

The World Trade Organization (WTO) went into effect in 1995, replacing the General Agreement on Tariffs and Trade (GATT) which had been in existence since 1948. Under the WTO, the governments of the 136 member countries agree on a set of rules and principles for trade, negotiate periodically to reduce trade barriers, and participate in the dispute settlement procedure. Economists believe that, over the past 50 years, the more predictable environment for trade as well as the reduction in trade barriers has contributed to unprecedented economic prosperity for the majority of countries. On the other hand, trade liberalization under the WTO has resulted in economic costs to those whose jobs have been adversely affected, although they are relatively few compared to total employment in the United States.
