This report shows key sources of information on government and private grants and nonfinancial help now on the Internet. Constituents, who know their projects best, may search using computers at home or in local libraries. For federal funding or nonfinancial help, all programs in the federal Catalog of Federal Domestic Assistance can be searched by keyword and a number of indexes. Federal Web sites inform, guide, and give rules, circulars, and updates. Organization Web sites such as the Foundation and Grantsmanship Centers give sources for finding out about private, corporate, and community foundations. They also offer guides to writing grants proposals. This report will be updated yearly.

The control of life-cycle cost is a primary concern during the development, construction, operation, and decommissioning of DOE systems and facilities. An effective tool that can be used to control these costs, beginning with the design stage, is called a reliability, availability, maintainability, and inspectability analysis or, simply, RAMI for short. In 1997, RAMI technology was introduced to the Savannah River Site with applications at the conceptual design stage beginning with the Accelerator Production of Tritium (APT) Project and later extended to the Commercial Light Water Reactor (CLWR) Tritium Extraction Facility (TEF) Project. More recently it has been applied to the as-build Water Treatment Facilities designed for ground water environmental restoration. This new technology and database was applied to the assessment of balance-of-plant systems for the APT Conceptual Design Report. Initial results from the Heat Removal System Assessment revealed that the system conceptual design would cause the APT to fall short of its annual production goal. Using RAM technology to immediately assess this situation, it was demonstrated that the product loss could be gained back by upgrading the system's chiller unit capacity at a cost of less than $1.3 million. This report summarizes the results of surveys completed during the period January 1, 1998, through December 31, 1998, at the Ponnequin Wind Energy Project in Weld County, Colorado. The surveys were conducted at two reference sites, and include a pre-construction avian abundance and use survey and raptor nesting, prey, and carcass surveys. The reference sites were situated immediately to the west of the project site in Weld County, Colorado, and 4.8 kilometers to the north of the site in Laramie County, Wyoming. The surveys were conducted along two 800-meter (m) main transects at each site with two 400-m (by 100-m) perpendicular transects. About 30 complete surveys were completed during the year, with a greater frequency of surveys in the late spring and early autumn. The surveys revealed mostly common species, with no endangered or threatened species on the sites. Small numbers of raptors were observed on or near the project and reference areas. During the winter, avian use and abundance was minimal. Prey species consisted primarily of thirteen-lined ground squirrels and northern pocket gophers. Two songbird carcasses were found. The results of these surveys, combined with data from several more months of surveys, will be compared to surveys conducted after …

A new sample preparation procedure has been developed for digestion of soil samples for uranium analysis. The technique employs a microwave oven digestion system to digest the sample and to prepare it for separation chemistry and analysis. The method significantly reduces the volume of acids used, eliminates a large fraction of acid vapor emissions, and speeds up the analysis time. The samples are analyzed by four separate techniques: Gamma Spectrometry, Alpha Spectroscopy using the open digestion method, Kinetic Phosphorescence Analysis (KPA) using open digestion, and KPA by Microwave digestion technique. The results for various analytical methods are compared and used to confirm the validity of the new procedure. The details of the preparation technique along with its benefits are discussed.

The field of gender and energy has been identified as critical in global sustainable energy development and is increasingly important to decision makers. The theme of women and energy was of significance at the 1998 World Renewable Energy Congress in Florence, Italy. This paper traces further developments in this field by summarizing selected programmatic initiatives, meetings, and publications over the past 18 months.

The FRESA computer program, Version 2.5, provides an easy way to collect and process building and facility data to indicate opportunities for renewable energy applications in federal facilities and buildings. The purpose of this analytic tool is to focus feasibility study efforts on those applications most likely to prove cost-effective. The program is a supplement to energy and water conservation audits, which must be completed for all federal buildings and will flag renewable energy opportunities by facilitating the evaluation and ranking process. FRESA results alone are generally not sufficient to establish project feasibility. The FRESA User's Manual provides instruction on getting started; an overview of the FRESA program structure; an explanation of the screening process; detailed information on using the functions of Facility/Building Info, Building/Facility Analysis, Input/Output, and Weather Data or Adding a Zip Code; troubleshooting; and archiving data. Appendices include Algorithms Used in FRESA Prescreening, Excel Spreadsheets for FRESA Inputs, Other Useful Information, and Acronyms and Abbreviations.

Non-conservation of CP symmetry can manifest itself in non-lepton ichyperon decays as a difference in the decay parameter between the strange-baryon decay and its charge conjugate. By comparing the decay distribution in the {Lambda} helicity frame for the decay sequence {Xi}{sup -} {yields} {Lambda}{pi}{sup -}, {Lambda} {yields} p{pi}{sup -} with that of {bar {Xi}}{sup +} decay, E756 at Fermilab did not observe any CP-odd effect at the 10{sup -2} level. The status of a follow-up experiment, HyperCP (FNAL E871), to search for CP violation in charged {Xi}-{Lambda} decay with a sensitivity of 10{sup -4} is also presented.

Volume 2 provides estimated chemical and radionuclide inventories of sludge currently stored within the Hanford Site's 105-K Basin This volume also provides estimated chemical and radionuclide inventories for the sludge streams expected to be generated during Spent Nuclear Fuel (SNF) Project activities.

The purpose of this analysis is to identify conceptual design options for the emplacement ventilation system, specifically within the emplacement drifts. The designs are based on the Enhanced Design Alternative (EDA) II concept developed during the license application design selection exercise as described in the ''License Application Design Selection Report'' (CRWMS M&O 1999a) and in the emplacement drift ''Ventilation Model'' (CRWMS M&O 2000c). The scope of this analysis, as outlined in the development plan (CRWMS M&O 2000a), includes the following tasks: (1) Description of the air flow path in the emplacement drifts. (2) Examination of the exhaust options for air exiting the emplacement drifts. (3) Examination of the air control options in the emplacement drifts. (4) Discussion of following system components and structures: emplacement isolation doors, portable shadow shield and exhaust main partition. The objective of this analysis is to support site recommendation through input to the system description documents. Off-normal conditions are not discussed in this analysis.

The first part of the report gives a brief history of the flag protection issue, from the enactment of the flag protection act in 1968 through consideration of a constitutional amendment. The second part briefly summarizes the two decisions of the United States Supreme court.

Tomographic reconstruction of explosive events require time resolved multipal lines of sight. Considered here is a four (or eight) line of sight beam layout for a nominal 20 MeV 2000 Ampere 2 microsecond electron beam for generation of x-rays 0.9 to 5 meters from a given point, the ''firing point''. The requirement of a millimeter spatial x-ray source requires that the electron beam be delivered to the converter targets with sub-millimeter precision independent of small variations in beam energy and initial conditions. The 2 usec electron beam pulse allows for four bursts in each line, separated in time by about 500 microseconds. Each burst is divided by a electro-magnetic kicker into four (or eight) pulses, one for each beamline. The arrival time of the four (or eight) beam pulses at the x-ray target can be adjusted by the kicker timing and the sequence that the beams of each burst are switched into the different beamlines. There exists a simple conceptual path from a four beamline to a eight beamline upgrade. The eight line beamline is built up from seven unique types of sub-systems or ''blocks''. The beamline consists of 22 of these functional blocks and contains a total of 455 …

The next generation of 2-D and 3-D weapon-simulation codes will require marked advances in the spatial and temporal resolution of the various diagnostics to verify the complex physics predicted from these calculations. This is particularly true for the complicated physics of high-explosive (HE) detonation and burn, of which a detailed understanding is crucial to nuclear weapons performance and integrity. The processes involved in the detonation of HEs occur very rapidly and lead to extremely high pressures (several GPa) and temperatures (several thousand Kelvin). A key diagnostic that has so far eluded experimentalists is a temperature diagnostic for burning HE. Temperature is a basic thermodynamic property that enables a fundamental understanding of important HE physics such as the chemical processes involved in the shock-to-detonation transition, and to assess the thermal part of the equation-of-state of the detonation products. Accurate, spatially localized temperature measurements with high temporal resolution are thus crucial, but are unfortunately lacking. Our work address this important problem.
