Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. This report is a guide to CRS reports that provide analytical perspectives on the 13 annual appropriations bills, and other related appropriation measures. It does not include a detailed explanation or description of the budget or appropriations processes.

The executive budget process is a complex set of activities that includes formulation of the President’s budget, interaction with Congress, and execution of the budget. Table 1 provides a timetable of the major steps in the year and a half process. The initial development of the President’s budget begins in the individual federal agencies approximately 10 months before the President submits it to Congress (17 or 18 months before the start of the fiscal year).

The Office of Management and Budget (OMB) assists the President in carrying out his budgetary duties. Originally created by the 1921 Budget and Accounting Act as the Bureau of the Budget, it was reconstituted as OMB in 1970. Its primary function is to oversee the development and implementation of the federal budget.

The executive budget process consists of three main phases: development of the President's budget; interaction with Congress; and execution of the budget. This fact sheet provides a brief overview of each of these phases.

The Budget and Accounting Act of 1921 established the executive budget process, which requires the President to prepare and submit a comprehensive federal budget to Congress each year for the fiscal year that begins on October 1. The President sets out his national priorities and proposes policy initiatives in the federal budget submitted to Congress soon after Congress convenes in January. The President's budget submission provides him the opportunity to influence the agenda for the upcoming budget and policy debate in Congress.

Title III of the Congressional Budget Act (CBA) of 1974 (P.L. 93-344), as amended, establishes the points of order that are used to enforce congressional budget procedures and substantive provisions of a budget resolution. These points of order prohibit certain congressional actions and consideration of certain legislation.

This report briefly explains how the annual budget resolution sets forth total spending and revenue levels, which are then allocated to the appropriate House and Senate committees, which in turn help Congress determine how best to enforce spending once a budget resolution is adopted.

“Secret” or “closed door” sessions of the House of Representatives and Senate are held periodically to discuss business, including impeachment deliberations, deemed to require confidentiality and secrecy. Authority for the two chambers to hold these sessions is implied by Article I, section 5, of the Constitution. Both the House and the Senate have supplemented this clause through rules and precedents.

Federal land ownership and management are of perennial interest to Congress. This report describes the constitutional authority for federal land ownership. It provides the history of federal land acquisition and disposal, and describes the federal land management agency jurisdictions, based on congressional authorities to reserve or withdraw lands from disposal. The report then describes several efforts to force additional federal land disposal, including recent legislative activity. It concludes with describes the various current land acquisition and disposal authorities of the four major federal land management agencies. The report will be updated to reflect major legislative activity or changes in acquisition or disposal authorities.

On February 12, 1999, the Forest service announced a moratorium on new road construction in many roadless areas within the national Forest System. This measure is temporary (up to 18 moths) while national Forest transportation policy revision is being debated. areas protected by the moratorium include roadless areas of at least 5,000 acres, of at least 1,000 acres if contiguous to other roadless areas. However, the moratorium exempts 9 national forests with recently revised management plans and the 16 national forests encompassed by President Clinton's Northwest Forests Plan. Proponents of roadless area protection objected to exempting 25 national forests and roadless areas of less than 5,000 acres. Proponents of roadless area development object to the potential economic impact of halting planned and possible developing and to limiting public access. Congress may be asked to reverse the moratorium or to protect these areas permanently. This report will not be updated.

This report provides inflation-adjusted excise tax rates for alcohol, tobacco, and gasoline products. The base for computation is November 1951. All of the above cited commodities had rate increases effective for that date under the Revenue Act of 1951. The adjustments show what the tax rates would be in 1999 if they had been increased to reflect inflation

Many companies or governmental entities provide or use transportation systems that are heavily dependent on computers, software, and other technologies that do not have Y2K problems, e.g., they are Y2K compliant or ready. Some transportation systems, however, still use technologies with Y2K problems, which if left uncorrected, could pose safety risks or efficiency concerns on or after January 1, 2000. The extent and nature of those impacts are expected to vary among the modes of transportation and among various providers or users. In addition, Y2K-related problems occurring in the communications and energy industries could reduce the safety and efficiency of some transportation systems in early January 2000. Operations at some foreign ports and international air traffic control systems with Y2K problems also could adversely affect shipments and flights into and out of the United States. The total amount that has been spent to assess and fix Y2K problems affecting transportation is not known, but estimates suggest that at least $1 billion of private sector, transit authority, and federal funds have been or will soon be allocated for that purpose.
