This issue brief investigates the effects of changes in money supply growth on the current economic conditions. The results presented are based upon a statistical methodology outlined in a CRS report (No.82-43E, March 1982) of the same title. The approach may be distinguished from most previous work along these lines in that it attempts to estimate the statistical significance of the 1979-82 deceleration in monetary growth. The resulting estimates are then employed in analyzing the timing implications of decelerating monetary growth for episodes of high and volatile interest rates, for lower inflation, and for unstable economic growth.

Highlights of the Chemical Engineering (CEN) Division's activities during 1981 are presented. In this period, CEN conducted research and development in the following areas: rechargeable lithium-alloy/iron sulfide batteries for electric vehicles and other applications, aqueous batteries--improved lead-acid, nickel/zinc, and nickel/iron--for electric vehicles, as well as advanced lead-acid batteries for electric.-utility load leveling, energy-efficient industrial electrochemical processes, molten carbonate fuel cells for use by electric utilities, coal technology, mainly fluidized-bed combustion of coal in the presence of an SO2 sorbent of limestone, heat- and seed-recovery technology for open-cycle magnetohydrodynamic systems.

An analysis of the transient swelling rate of oxide fuel, based on fission-gas bubble conditions calculated with the FRAS3 code, has been developed and implemented in the code. The need for this capability arises in the coupling of the FRAS3 fission-gas analysis code to the FPIN fuel-pin mechanics code. An efficient means of closely coupling the calculations of swelling strains and stresses between the modules is required. The present analysis provides parameters that allow the FPIN calculation to proceed through a fairly large time step, using estimated swelling rates, to calculate the stresses. These stress values can then be applied in the FRAS3 detailed calculation to refine the swelling calculation, and to provide new values for the parameters to estimate the swelling in the next time step. The swelling rates were calculated for two representative transients and used to estimate swelling over a short time period for various stress levels.

A general three-dimensional continuum description is presented for a material containing regularly spaced and approximately parallel jointing planes within a representative elementary volume. Constitutive relationships are introduced for linear behavior of the base material and nonlinear normal and shear behavior across jointing planes. Furthermore, a fracture permeability tensor is calculated so that deformation induced alterations to the in-situ values can be measured. Examples for several strain-controlled loading paths are presented.

The Spent Fuel Test-Climax (SFT-C) is located 420 m below surface in the Climax granite stock on the Nevada Test Site. Eleven canisters of spent nuclear reactor fuel were emplaced, and six electrical simulators were energized from April to May 1980, initiating the 3- to 5-year-duration test. The SFT-C operational objective of demonstrating the feasibility of packaging, transporting, storing, and retrieving highly radioactive fuel assemblies in a safe and reliable manner has been met. Technical objectives of the test led to development of a technical measurements program, which is the subject of this report. Geotechnical, seismological, and test status data have been recorded on a continuing basis for the first 1-1/2 years of the test on more than 900 channels. Much of the acquired data are now available for analysis and are presented here. Highlights of activities this year include completion of site characterization field work, major modifications to the data acquisition and the management systems, and the addition of instrument evaluation as an explicit objective of the test.

Horizontal and vertical measurements of drift closures have been made with a manually operated tape extensometer since about 6 weeks after the emplacement of the spent fuel at various locations along the length of the drifts. The averaged closures are less than 0.6 mm from the onset of measurements through about two years after the spent fuel emplacement. These results have been compared with thermo-elastic finite element calculations using measured medium properties. The comparisons show that most of the closure of the drifts occurred between the time the spent fuel was emplaced and the time of first measurement. The comparisons show that the results track each other, in that where closure followed by dilation is measured, the calculations also show this effect. The agreement is excellent, although where closures of less than 0.2 mm are measured the comparison with calculations is limited by measurement reproducability. Once measurements commenced the averaged measured closures remain to within 30% of the calculated total closure in each drift. 9 figures, 1 table.
