It provides the opinion of the Texas Attorney General, Crawford Martin, regarding a legal question submitted for clarification: Whether the Commissioners Court of Harris County may require that plans and specifications of storm sewers of Fresh Water Supply Districts be submitted to the County Engineer, for his approval, prior to construction of such sewers when the storm sewers are to be located within the areal confines of Harris County roads; in subdivisions not within cities; and whether Texas Water Rights Commission has any authority to exercise supervisory power over such districts during the construction and maintenance of such storm sewers.
