Syria: Issues for the 112th Congress and Background on U.S. Sanctions
This report analyzes bilateral issues between the United States and Syria. Unrest in Syria and the Asad government's violent response are adding new complexity to the troubled U.S.-Syrian relationship. The Obama Administration's policy of limited engagement with Syria to address areas of long-standing concern has been met with criticism from some, including some Members of Congress. Critics believe that the Administration should apply further pressure to the Syrian government and consider implementing harsher economic sanctions against it. The use of violence against Syrian protestors has been accompanied by calls for new U.S. sanctions but also some expression of concern by experts that political unrest in Syria could evolve into a broader civil conflict that in turn could destabilize Syria's neighbors.

The United States currently addresses issues related to global hunger and food security through two primary types of approaches: (1) agricultural development and (2) emergency and humanitarian food aid and assistance. Foreign Students in the United States: Policies and Legislation
This report examines various issues pertaining to foreign students in the United States. Since the Immigration Act of 1924, the United States has expressly permitted foreign students to study in U.S. institutions. Most foreign students are at least 18 years old and are enrolled in higher education programs. Foreign students are generally considered to enrich cultural diversity of the educational experience for U.S. residents as well as enhance the reputation of U.S. universities as world-class institutions. Concerns have arisen in recent years that have caused Congress to take a new look at the Immigration and Nationality Act (INA) provisions that govern their admission.

Federal Excise Taxes on Tobacco Products: Rates and Revenues

Tax Gap: Administration Proposal to Require Information Reporting on Merchant Payment Card Reimbursements
The high current and forecast budget deficits as well as pay-as-you-go (PAYGO) procedures have resulted in congressional and executive branch interest in raising additional revenue through proposals for improved tax compliance. The Bush Administration’s FY2009 budget includes a proposal (the proposal) to require each payment card processor to inform the IRS on the net dollar amount paid to reimburse each merchant (i.e., seller) for his payment card receipts in a calendar year. Payment cards consist of both credit cards and debit cards. This report examines the proposal by describing current law, presenting the proposal contained in the FY2009 budget, describing the structure of the payment card industry, analyzing the justifications for the proposal, explaining the criticisms of the proposal, and offering concluding observations.
