This report discusses the ongoing debate about whether or not to approve energy development in the Arctic National Wildlife Refuge (ANWR). Current law forbids energy leasing in the Refuge. This report addresses several legislative options on the issue, as well as policymakers' arguments for and against development, especially in the wake of increasing terrorism since 2000-2001.

The purpose of this report is to describe and discuss the provisions for providing abortion services to military personnel, their dependents and other military health care beneficiaries at military medical facilities. The report describes the history of these provisions, with particular emphasis on legislative actions. Finally, this report discusses a number of proposals to modify the Clinton Administration provisions, as well as recently enacted legislation.

U.S. agriculture is not an especially energy-intensive industry, but energy does account for about 6% of farm production costs. Additionally, farming is a highly mechanized industry and requires timely energy supplies at particular stages of the production cycle in order to achieve optimum yields. A substantial part of energy use by agriculture is indirect —embodied in the chemicals applied and machinery used on farms.

SUMMARY The United States and Mexico have a special relationship under the North American Free Trade Agreement (NAFTA), which removes trade and investment barriers between the countries. The relationship has been strengthened by presidential visits, including President Clinton's February 1999 trip to Mexico and President Zedillo's upcoming May 23 trip to Washington, and by regular contacts between cabinet-level officials. Major issues of concern to Congress are trade, immigration, drug trafficking, and political rights.

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 29.4 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. As of April 14, 2003, most health care providers (including doctors and hospitals) and health plans are required to comply with the new Privacy Rule mandated by the Health Insurance Portability and Accountability Act of 1996 (“HIPAA”), and must comply with national standards to protect individually identifiable health information. The HIPAA Privacy Rule creates a federal floor of privacy protections for individually identifiable health information; establishes a set of basic consumer protections; institutes a series of regulatory permissions for uses and disclosures of protected health information; permits any person to file an administrative complaint for violations; and authorizes the imposition of civil or criminal penalties.

This report provides information on and analysis of the current situation in Afghanistan, taking into consideration the country’s essential characteristics and political developments since about the time of the overthrow of the last Afghan King, Zahir Shah, in 1973, and sketches out four possible scenarios for Afghanistan’s future. Finally, the report identifies and analyzes factors that will influence Afghanistan’s political future, and discusses three policy areas in particular in which actions by the United States could be crucial to the achievement of the U.S. goal of a peaceful, stable, democratic, and terrorist-free Afghanistan. An appendix contains key documents relating to the December 2001 Bonn Agreement, which is the framework for current efforts to create a stable and democratic Afghanistan.

On March 6, 2001, Congressman Don Young introduced H.R. 883, the American Land Sovereignty Act. H.R. 883 requires congressional approval to add any lands owned by the United States to the World Heritage List, a UNESCO-administered list established by the 1972 World Heritage Convention. In related legislation, P.L. 106-429, in which H.R. 5526, the Foreign Operations, Export Financing, and Related Programs appropriations act for 2001 was referenced, contained language prohibiting funding from this bill for the United Nations World Heritage Fund. The World Heritage Fund provides technical assistance to countries requesting help in protecting World Heritage sites. This paper describes the operation of the UNESCO Convention and will be updated periodically.

Foreign capital inflows are playing an important role in the U.S. economy by bridging the gap between domestic supplies of and demand for capital. Foreign investors now hold more than 55% of the publicly-held and -traded U.S. Treasury securities. This report relies on a comprehensive set of data on capital flows, represented by purchases and sales of U.S. government securities and U.S. and foreign corporate stocks, bonds, into and out of the United States, that is reported by the Treasury Department on a monthly basis.

The Committee on Foreign Investment in the United States (CFIUS) is an interagency committee that serves the President in overseeing the national security implications of foreign investment in the economy. Since it was established by an Executive Order of President Ford in 1975, the committee has operated in relative obscurity.1 According to a Treasury Department memorandum, the Committee originally was established in order to placate Congress, which had grown concerned over the rapid increase in Organization of the Petroleum Exporting Countries (OPEC) investments in American portfolio assets (Treasury securities, corporate stocks and bonds), and to respond to concerns of some that much of the OPEC investments were being driven by political, rather than by economic, motives.

Congress generally authorizes Army Corps of Engineers (Corps) water resources projects before considering them in the annual appropriations process. The 109th Congress is considering authorizing Corps projects through two Water Resources Development Act (WRDA) bills — S. 728 and H.R. 2864. The House passed H.R. 2864 in July 2005; S. 728 was placed on the Senate calendar in April 2005. Previous WRDAs followed a loosely biennial schedule; however, the last WRDA was enacted in 2000.
