Cybersecurity: Selected Legal Issues

This report discusses selected legal issues that frequently arise in the context of legislation to address vulnerabilities of private critical infrastructure to cyber threats, efforts to protect government networks from cyber threats, and proposals to facilitate and encourage sharing of cyber threat information amongst private sector and government entities. This report also provides an overview of the ways in which federal laws of these types may preempt or affect the applicability of state law.

GTRI Remote Monitoring System: Training and Operational Needs Assessment Analysis Report

The mission of the United States Department of Energy (DOE) National Nuclear Security Administrations (NNSA's) Global Threat Reduction Initiative (GTRI) is to identify, secure, recover and facilitate the disposition of vulnerable nuclear and high-risk radioactive materials around the world that pose a threat to the United States and the international community. The GTRI's unique mission to reduce and protect vulnerable nuclear and radiological materials located at civilian sites worldwide directly addresses recommendations of the 9/11 Commission1, and is a vital part of the President's National Security Strategy and the Global Initiative. The GTRI Remote Monitoring System (RMS) is a standalone security system that includes radiation and tamper alarms, and CCTV; which can be transmitted securely over the Internet to multiple on-site and off-site locations. Through our experiences during installation of the system at 162 sites, plus feedback received from Alarm Response Training course participants, site input to project teams and analysis of trouble calls; indications were that current system training was lacking and inconsistent. A survey was undertaken to gather information from RMS users across the nation, to evaluate the current level of training and determine what if any improvements needed to be made. Saturation of the Two-Plasmon Decay Instability in Long-Scale-Length Plasmas Relevant to Direct-Drive Inertial Confinement Fusion

Measurements of the hot-electron generation by the two-plasmon-decay instability are made in plasmas relevant to direct-drive inertial confinement fusion. Density-scale lengths of 400 {micro}m at n{sub cr}/4 in planar CH targets allowed the two-plasmon-decay instability to be driven to saturation for vacuum intensities above ~3.5 x 10{sup 14} W cm{sup -2}. In the saturated regime, ~1% of the laser energy is converted to hot electrons. The hot-electron temperature is measured to increase rapidly from 25 to 90 keV as the laser beam intensity is increased from 2 to 7 x 10{sup 14} W cm{sup -2}. This increase in the hot-electron temperature is compared with predictions from nonlinear Zakharov models.

Summary of the Optics, IR, Injection, Operations, Reliability and Instrumentation Working Group

The facilities reported on are all in a fairly mature state of operation, as evidenced by the very detailed studies and correction schemes that all groups are working on. First- and higher-order aberrations are diagnosed and planned to be corrected. Very detailed beam measurements are done to get a global picture of the beam dynamics. More than other facilities the high-luminosity colliders are struggling with experimental background issues, mitigation of which is a permanent challenge. The working group dealt with a very wide rage of practical issues which limit performance of the machines and compared their techniques of operations and their performance. We anticipate this to be a first attempt. In a future workshop in this series, we propose to attempt more fundamental comparisons of each machine, including design parameters. For example, DAPHNE and KEKB employ a finite crossing angle. The minimum value of {beta}*{sub y} attainable at KEKB seems to relate to this scheme. Effectiveness of compensation solenoids and turn-by-turn BPMs etc. should be examined in more detail. In the near future, CESR-C and VEPP-2000 will start their operation. We expect to hear important new experiences from these machines; in particular VEPP-2000 will be the first machine to have …

This report explores current foreign policy issues confronting U.S. efforts to combat human trafficking, the interrelationship among existing polices, and the historical and current role of Congress in such efforts. The 112th Congress has introduced and taken action on several bills related to human trafficking. Given recent challenges in balancing budget priorities, the 112th Congress may choose to consider certain aspects of this issue further, including the effectiveness of international anti-trafficking projects, interagency coordination mechanisms, and the monitoring and enforcement of anti-trafficking regulations, particularly as they relate to the activities of U.S. government contractors and subcontractors operating overseas.

Assistance to Firefighters Program: Distribution of Fire Grant Funding

This report discusses the Assistance to Firefighters Grant (AFG) Program, also known as fire grants of the FIRE Act grant program, which was established by Title XVII of the FY2001 National Defense Authorization Act. The program provides federal grants directly to local fire departments and unaffiliated Emergency Medical Services (EMS) organizations to help address a variety of equipment, training, and other firefighter-related and EMS needs. This report also discusses the possible reauthorization of AFG and the related Staffing for Adequate Fire and Emergency Response Firefighters (SAFER) program. Current debates on the issue revolve around a competition for funding between career/urban/suburban departments and volunteer/rural departments. Complicating the issue is the recent economic downturn, which has left many local communities increasingly hard pressed to allocate funding for their local fire departments.

Côte d'Ivoire Post-Gbagbo: Crisis Recovery

Côte d'Ivoire is emerging from a severe political crisis that followed a disputed November 28, 2010, presidential runoff election between former president Laurent Gbagbo and his, former Prime Minister Alassane Ouattara. Both claimed electoral victory and formed opposing governments. Their rivalry spurred a full-scale civil military conflict in early March 2011, after months of growing political violence. The main conflict died down days after Gbagbo's arrest by pro-Ouattara forces, aided by United Nations (U.N.) and French peacekeepers, but limited residual fighting was continuing to occur as of April 20.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) plans to cease commissary operations at Naval Air Station (NAS) Brunswick, Maine because of a 2005 base realignment and closure recommendation to close the installation and transfer the assigned active-duty personnel and equipment to NAS Jacksonville, Florida. DOD plans to close NAS Brunswick and its commissary by September 15, 2011. As of January 2009, NAS Brunswick commissary--located approximately 6 miles northwest of the air station in the town of Topsham--had more than 19,000 authorized patrons. About 10,000 authorized patrons are expected to remain after the installation closes. Representatives from communities surrounding Brunswick and certain elected state officials expressed concern that the commissary's closure will limit shopping options and purchase prices will rise for reservists, military retirees, and dependents and the relatively small number of active-duty personnel remaining in the region after the installation closes. Commissaries are intended to enhance the quality of life of active-duty personnel, military retirees, and their dependents, and support military readiness, recruitment, and retention goals. Dielectric Wakefield Accelerator to drive the future FEL Light Source.

X-ray free-electron lasers (FELs) are expensive instruments and a large part of the cost of the entire facility is driven by the accelerator. Using a high-energy gain dielectric wake-field accelerator (DWA) instead of the conventional accelerator may provide a significant cost saving and reduction of the facility size. In this article, we investigate using a collinear dielectric wakefield accelerator to provide a high repetition rate, high current, high energy beam to drive a future FEL x-ray light source. As an initial case study, a {approx}100 MV/m loaded gradient, 850 GHz quartz dielectric based 2-stage, wakefield accelerator is proposed to generate a main electron beam of 8 GeV, 50 pC/bunch, {approx}1.2 kA of peak current, 10 x 10 kHz (10 beamlines) in just 100 meters with the fill factor and beam loading considered. This scheme provides 10 parallel main beams with one 100 kHz drive beam. A drive-to-main beam efficiency {approx}38.5% can be achieved with an advanced transformer ratio enhancement technique. rf power dissipation in the structure is only 5 W/cm{sup 2} in the high repetition rate, high gradient operation mode, which is in the range of advanced water cooling capability. The DNA repair endonuclease XPG interacts directly and functionally with the WRN helicase defective in Werner syndrome

XPG is a structure-specific endonuclease required for nucleotide excision repair (NER). XPG incision defects result in the cancer-prone syndrome xeroderma pigmentosum, whereas truncating mutations of XPG cause the severe postnatal progeroid developmental disorder Cockayne syndrome. We show that XPG interacts directly with WRN protein, which is defective in the premature aging disorder Werner syndrome, and that the two proteins undergo similar sub-nuclear redistribution in S-phase and co-localize in nuclear foci. The co-localization was observed in mid- to late-S-phase, when WRN moves from nucleoli to nuclear foci that have been shown to contain protein markers of both stalled replication forks and telomeric proteins. We mapped the interaction between XPG and WRN to the C-terminal domains of each and show that interaction with the C-terminal domain of XPG strongly stimulates WRN helicase activity. WRN also possesses a competing DNA single-strand annealing activity that, combined with unwinding, has been shown to coordinate regression of model replication forks to form Holliday junction/chicken foot intermediate structures. We tested whether XPG stimulated WRN annealing activity and found that XPG itself has intrinsic strand annealing activity that requires the unstructured R- and C-terminal domains, but not the conserved catalytic core or endonuclease activity. Electrically Detected Magnetic Resonance of Neutral Donors Interacting with a Two-Dimensional Electron Gas

We have measured the electrically detected magnetic resonance of donor-doped silicon field-effect transistors in resonant X- (9.7 GHz) and W-band (94 GHz) microwave cavities. The two-dimensional electron gas (2DEG) resonance signal increases by two orders of magnitude from X- to W-band, while the donor resonance signals are enhanced by over one order of magnitude. Bolometric effects and spin-dependent scattering are inconsistent with the observations. We propose that polarization transfer from the donor to the 2DEG is the main mechanism giving rise to the spin resonance signals.

Exploring Quantum Degenerate Bose-Fermi Mixtures Toward Cooper Pairing of Fermionic Atoms

We have been exploring interaction dynamics in an ultracold, trapped gas of bosonic and fermionic atoms. Investigation of this new class of quantum degenerate gases concentrates on interaction dominated phenomena such as sympathetic cooling, phase separation, excitations, Feshbach resonances, and the effects of quantum degeneracy. In addition to exploring these new phenomena, we seek to understand and ultimately control the interactions in the gas. In particular, effective interactions between the fermionic atoms will be explored in the context of the longer term goal of realizing Cooper pairing of atoms.
