The Discharge Rule in the House: Recent Use in Historical Context
The discharge rule of the House of Representatives affords a way for Members to bring to the floor a measure not reported from committee. Before a motion to discharge may be made, 218 Members must sign a petition for that purpose. This report provides summary data on discharge petitions filed since adoption of the present form of discharge rule in 1931. It also identifies the 32 occasions since 1967 on which a committee report or floor action occurred on a measure against which a petition was filed (or an alternative measure on the same subject).

Energy Policy: The Continuing Debate
On April 10, 2003, the House passed comprehensive energy legislation, H.R. 6 (247- 175). The bill was a composite of four measures – H.R. 39, reported from the House Committee on Resources, H.R. 238, marked up by the House Science Committee, H.R. 1531, reported from Ways and Means, and an unnumbered bill reported out of the Energy and Commerce Committee. Unlike comprehensive energy legislation (H.R. 4) debated in the 107th Congress, H.R. 6 includes a section on electricity which has stirred some controversy. H.R. 6 would provide authorization for exploration and development of the Arctic National Wildlife Refuge (ANWR).

China, Congress, and Sanctions - Findings of a Workshop-Seminar
The People's Republic of China (PRC)'s provocative use of military force in the Taiwan Strait has appeared to subside, but not before convincing many in the Congress that the PRC regime continues to flout international norms sensitive to the United States. In addition to challenging stability in the Taiwan Strait, the PRC is seen recently to undermine important U.S. interests regarding nuclear proliferation, intellectual property rights, and missile proliferation. As a result, many in the Congress are pressing for actions -- including economic and other sanctions

International Disasters: How the United States Responds
The President can provide and fund emergency humanitarian assistance through several sources authorized and appropriated by Congress. These are: funds appropriated to the Office of Foreign Disaster Administration (OFDA) in the Agency for international Development (FY2001 appropriations of$299 million), U.S. Department ofAgriculture food aid programs under P.L. 480 Food for Peace (FY2001 appropriations of $837 million) and section 416 (b) of the Agriculture Act of 1949, the State Department Emergency Refugee and Migration Account, a contingency account which can contain as much as $100 million for assistance to refugees fleeing persecution, and funds appropriated to the Department of Defense, Office of humanitarian and Refugee Affairs (FY2001 appropriation of $55.9 million).

Exchange Rates: The Dollar in International Markets
Mainstream economic theory suggests that U.S. budget deficit was the main cause of the dollar appreciation between 1980 and early 1985. The high budget deficit forced the U.S. Government to compete against the private sector for available savings, raising interest rates in the United States. In response, net capital inflows to the United States increased, the demand for dollars on the foreign exchange market went up, and the dollar appreciated. Restrictive budgets and loose monetary policies abroad, both of which kept interest rates low abroad, also contributed to the dollar’s appreciation on over this period.
