Effects of Magnetic Field on the Turbulent Wake of a Cylinder in MHD Channel Flow

Results from a free-surface MHD flow experiment are presented detailing the modi cation of vortices in the wake of a circular cylinder with its axis parallel to the applied magnetic fi eld. Experiments were performed with a Reynolds number near Re ~ 104 as the interaction parameter, N = |j x#2; B| / |ρ (υ ⋅ ∇), was increased through unity. By concurrently sampling the downstream fluid velocity at sixteen cross-stream locations in the wake, it was possible to extract an ensemble of azimuthal velocity profi les as a function of radius for vortices shed by the cylinder at varying strengths of magnetic field. Results indicate a signi cant change in vortex radius and rotation as N is increased. The lack of deviations from the vortex velocity pro file at high magnetic fi elds suggests the absence of small-scale turbulent features. By sampling the wake at three locations downstream in subsequent experiments, the decay of the vortices was examined and the effective viscosity was found to decrease as N-049±0.4. Testimony issued by the Government Accountability Office with an abstract that begins "The new F-35 acquisition baseline reflects positive restructuring actions taken by the Department of Defense (DOD) since 2010, including more time and funding for development and deferred procurement of more than 400 aircraft to future years. Overall, the program progressed on several fronts during 2012 to further improve the current outlook. The program achieved 7 of 10 key management objectives and made substantial progress on one other. Two objectives on aircraft deliveries and a corrective management plan were not met. The F-35 development test program substantially met expectations with some revisions to flight test plans and made considerable progress addressing key technical risks. Software management practices and some output measures improved, although deliveries to test continued to lag behind plans. Manufacturing and supply processes also improved--indicators such as factory throughput, labor efficiency, and quality measures were positive. While initial F-35 production overran target costs and delivered aircraft late, the latest data shows labor hours decreasing and deliveries accelerating."

Federal Courthouses: Most Recommended New Construction Projects Do Not Qualify Under Improved Capital-Planning Process

Testimony issued by the Government Accountability Office with an abstract that begins "The AMP process, which the judiciary has applied to about 67 percent of its courthouses, represents progress by the judiciary in aligning its capital-planning process with leading capital-planning practices, but the document the judiciary uses to request courthouse construction projects from Congress lacks transparency and key information. For example, the AMP process better aligns with leading practices for identifying real property needs by establishing a comprehensive, nationwide 328-factor analysis of every courthouse, whereas the previous process only assessed courthouses when requested by a local judicial district. However, the AMP process does not fully align with several leading practices due to, for example, its lack of linkage to the judiciary's strategic plan. Two courthouse projects illustrate how the AMP process has changed the way the judiciary evaluates its need for new courthouses. Specifically, two projects listed on a previous 5-year plan (covering fiscal years 2012 through 2016) were re-evaluated under AMP--San Jose, California, and Greenbelt, Maryland. Both had ranked among the top 15 most urgent projects nationwide under the previous capital-planning process, and as such, the judiciary prioritized them for new construction in 2010. Miscibility Evaluation Of The Next Generation Solvent With Polymers Currently Used At DWPF, MCU, And Saltstone

The Office of Waste Processing, within the Office of Technology Innovation and Development, funded the development of an enhanced Caustic-Side Solvent Extraction (CSSX) solvent for deployment at the Savannah River Site for removal of cesium from High Level Waste. This effort lead to the development of the Next Generation Solvent (NGS) with Tris (3,7-dimethyl octyl) guanidine (TiDG). The first deployment target for the NGS solvent is within the Modular CSSX Unit (MCU). Deployment of a new chemical within an existing facility requires verification that the new chemical components are compatible with the installed equipment. In the instance of a new organic solvent, the primary focus is on compatibility of the solvent with organic polymers used in the affected facility. This report provides the calculated data from exposing these polymers to the Next Generation Solvent. An assessment of the dimensional stability of polymers known to be used or present in the MCU, Defense Waste Processing Facility (DWPF), and Saltstone facilities that will be exposed to the NGS showed that TiDG could selectively affect the elastomers and some thermoplastics to varying extents, but the typical use of these polymers in a confined geometry will likely prevent the NGS from impacting component performance. …

Monitoring Uranium Transformations Determined by the Evolution of Biogeochemical Processes: Design of Mixed Batch Reactor and Column Studies at Oak Ridge National Laboratory

With funds provided by the US DOE, Argonne National Laboratory subcontracted the design of batch and column studies to a Stanford University team with field experience at the ORNL IFRC, Oak Ridge, TN. The contribution of the Stanford group ended in 2011 due to budget reduction in ANL. Over the funded research period, the Stanford research team characterized ORNL IFRC groundwater and sediments and set up microcosm reactors and columns at ANL to ensure that experiments were relevant to field conditions at Oak Ridge. The results of microcosm testing demonstrated that U(VI) in sediments was reduced to U(IV) with the addition of ethanol. The reduced products were not uraninite but were instead U(IV) complexes associated with Fe. Fe(III) in solid phase was only partially reduced. The Stanford team communicated with the ANL team members through email and conference calls and face to face at the annual ERSP PI meeting and national meetings.

Numerical Verification of Bounce Harmonic Resonances in Neoclassical Toroidal Viscosity for Tokamaks

This Letter presents the rst numerical veri cation for the bounce-harmonic (BH) resonance phenomena of the neoclassical transport in a tokamak perturbed by non-axisymmetric magnetic elds. The BH resonances were predicted by analytic theories of neoclassical toroidal viscosity (NTV), as the parallel and perpendicular drift motions can be resonant and result in a great enhancement of the radial momentum transport. A new drift-kinetic #14;f guiding-center particle code, POCA, clearly veri ed that the perpendicular drift motions can reduce the transport by phase-mixing, but in the BH resonances the motions can form closed orbits and particles radially drift out fast. The POCA calculations on resulting NTV torque are largely consistent with analytic calculations, and show that the BH resonances can easily dominate the NTV torque when a plasma rotates in the perturbed tokamak and therefore is a critical physics for predicting the rotation and stability in ITER. __________________________________________________

Super Boiler: Packed Media/Transport Membrane Boiler Development and Demonstration

Gas Technology Institute (GTI) and Cleaver-Brooks developed a new gas-fired steam generation system—the Super Boiler—for increased energy efficiency, reduced equipment size, and reduced emissions. The system consists of a firetube boiler with a unique staged furnace design, a two-stage burner system with engineered internal recirculation and inter-stage cooling integral to the boiler, unique convective pass design with extended internal surfaces for enhanced heat transfer, and a novel integrated heat recovery system to extract maximum energy from the flue gas. With these combined innovations, the Super Boiler technical goals were set at 94% HHV fuel efficiency, operation on natural gas with <5 ppmv NOx (referenced to 3%O2), and 50% smaller than conventional boilers of similar steam output. To demonstrate these technical goals, the project culminated in the industrial demonstration of this new high-efficiency technology on a 300 HP boiler at Clement Pappas, a juice bottler located in Ontario, California. The Super Boiler combustion system is based on two stage combustion which combines air staging, internal flue gas recirculation, inter-stage cooling, and unique fuel-air mixing technology to achieve low emissions rather than external flue gas recirculation which is most commonly used today. Thus far, USPS has been able to operate within these constraints, but now faces a critical shortage of liquidity that threatens its financial solvency and ability to finance needed capital investment. USPS had an almost 25 percent decline in total mail volume and net losses totaling $40 billion since fiscal year 2006. While USPS achieved about $15 billion in savings and reduced its workforce by about 168,000 over this period, its debt and unfunded benefit liabilities grew to $96 billion by the end of fiscal year 2012. USPS expects mail volume and revenue to continue decreasing as online bill communication and e-commerce expand."
