System for producing a uniform rubble bed for in-situ processes

A method and a cutter are disclosed for producing a large cavity filled with a uniform bed of rubblized oil shale or other material, for in-situ processing. A raise drill head has a hollow body with a generally circular base and sloping upper surface. A hollow shaft extends from the hollow body. Cutter teeth are mounted on the upper surface of the body and relatively small holes are formed in the body between the cutter teeth. Relatively large peripheral flutes around the body allow material to drop below the drill head. A pilot hole is drilled into the oil shale deposit. The pilot hole is reamed into a large diameter hole by means of a large diameter raise drill head or cutter to produce a cavity filled with rubble. A flushing fluid, such as air, is circulated through the pilot hole during the reaming operation to remove fines through the raise drill, thereby removing sufficient material to create sufficient void space, and allowing the larger particles to fill the cavity and provide a uniform bed of rubblized oil shale.

Time series analysis of reactor thermocouple data. [LMFBR]

Time-series analysis techniques are applied to nuclear reactor thermocouple data to investigate coolant temperatures measured within the fueled test assembly. The coolant temperature distribution within a fuel assembly affects the length of time a fuel assembly may be operated in a power reactor and, therefore, is an important economic consideration in the design of reactor fuel systems. Frequency-domain signal conditioning techniques were used to reveal the smoothly varying thermocouple signals from the noisy digital data. Examination of the cross-correlation function for thermocouple pairs suggested an alternate surging and ebbing of coolant flow within certain zones of the fuel assembly. These zones corresponded to thermocouples which experienced higher or lower than predicted coolant temperatures. This time series analysis contributed greatly toward the understanding of fuel assembly thermal hydraulics.

Measurements of pressure for the TiH/sub x//KClO/sub 4/ system

An investigation was conducted to measure the pressure obtained when the pyrotechnic mixture TiH/sub x//KClO/sub 4/ was ignited in a confined variable-volume system. It was possible to derive an expression of the form PV/sup ..gamma../ = k for the pressure-volume relationship obtained. This expression is a polytropic expansion of the ideal gas equation that best fits the data generated. For this particular work, values of ..gamma.. = 0.53 and k = 69.3 were obtained where P is in megapascals and V is in cubic centimeters. In addition, estimates of the reaction rates were calculated based on the times to achieve maximum pressure for a given volume system. An explicit expression relating rate to pressure was derived by a simplified least-squares fit of the data obtained.

Americium is separated from mixtures containing plutonium, other actinides, and other non-lanthamide impurities, by a combined process of anion exchange resin sorption to remove plutonium, and a bidentate organophosphorus solvent extraction of americium of the anion exchange resin effluent. Dihexyl-N,N-diethylcarbamylmethylenephosphonate is a preferred solvent. The initial mixture may be subjected to a cation exchange operation to remove monovalent impurities. The process is especially effective when aluminum, zinc, lead, and copper are present in significant quantities in the original mixture.

Transposable elements and genetic instabilities in crop plants

Transposable elements have long been associated with certain unstable loci in maize and have been intensively studied by McClintock and others. It is known that a transposable element can control the expression of the structural genes at the locus where it resides. These controlling elements in maize are now beginning to be studied at the molecular level. Using recombinant molecular probes we have been able to describe the changes induced by the controlling element Ds at the shrunken locus. Ds elements appear to be large and dissimilar insertions into the wild-type locus - two elements actually map within the transcribed region of the gene. Genetic instabilities have been described in other economically important plants but the bases for these phenomena have not been understood. We believe that it is likely that some of these instabilities are the result of transposable element activity much as in the case of maize.

Renewable energy and utility regulation

This report summarizes the results of a joint project on renewable energy of the National Association of Regulatory Utility Commissioners (NARUC) and the US DOE. NARUC'S Task Force on Renewable Energy conducted a review of the current state of renewable energy technologies to evaluate their potential and extract key policy lessons from experience already gained in deployment of these technologies in numerous states. The main focus of this effort has been to clarify how utility regulators affect the development of renewable energy resources. The goal of the project was twofold: (1) identify the factors that have led to success or failure or renewable energy technologies in various energy markets, and (2) to develop an agenda on renewable energy and utility regulation for NARUC and the DOE. This report consists of three sections: renewable energy contributions, costs and potential; factors affecting development of renewable energy resources; and a renewable energy agenda for NARUC.

Mound Laboratory tritium environmental study: 1976--1977

In the course of an extensive investigation of tritium in the aquifer underlying the Mound Facility site, an unusual behavior was noted for a beta-emitting radionuclide contaminant present in the environs of the abandoned Miami-Erie Canal adjacent to the laboratory site. The soil contaminant was determined to be tritium, of which 90% was in the form of a relatively stable or bound species that was not readily exchangeable with the free water in the soil. (Bound-to-exchangeable transfer half-time was found to be approximately 3 yr.) The contamination was found to be concentrated within two feet of the surface in the center of the canal channel and near the Facility site drainage ditch and canal confluence. In order to characterize the contaminant and to assess its potential for reaching the aquifer, an analysis program and study were initiated in September 1976. The results and findings from the first phase of this work which was completed in February 1977 are the subject of this report.

Radiation damage measurements on rock salt and other minerals for waste disposal applications. Quarterly report, January 1, 1980-March 31, 1980

Different aspects of radiation damage in both synthetic NaCl crystals and various natural rock salt samples as well as granite, basalt and other minerals which will be important for radioactive waste disposal applications are being investigated. The principal means of measuring radiation damage is the determination of F-center concentrations, and the concentration and size of sodium metal colloid particles. Formation of these and other defects during irradiation and the annealing of defects and characterization of other processes occurring after irradiation are being studied as a function of dose rate, total dose, sample temperature during irradiation, strain applied prior to and during irradiation, etc. Measurements are being made on synthetic NaCl and natural rock salt samples from different geological locations, including some potential repository sites. It will be necessary to determine if radiation damage in the minerals from different localities is similar. If non-negligible differences are observed a detailed study must be made for each locality under consideration. Almost all current studies are being made on rock salt but other minerals particularly granite and basalt are being phased into the program. It is now established that radiation damage formation in both natural and synthetic rock salt is strongly dependent on strain. …

A letter report issued by the Government Accountability Office with an abstract that begins "Medicare claims are screened against enrollment information, using automated enrollment-related prepayment edits, in an effort to prevent improper payments to ineligible providers and suppliers—such as those that are no longer active in the Medicare program or are not properly licensed to provide the services for which they have submitted claims. Officials with the contractors we interviewed described the use of several types of prepayment edits to ensure that claims data are valid. For example, verification edits are intended to check the provider’s National Provider Identifier (NPI), which indicates whether the claim was submitted by an active provider or supplier. However, factors such as the frequency with which contractors have updated provider and supplier enrollment information and limitations of the data used may affect the timeliness and accuracy of data used to screen claims—in turn limiting the ability of the edits to prevent improper payments from occurring. Status Update of the New 155mm Lightweight Howitzer

Correspondence issued by the General Accounting Office with an abstract that begins "GAO reviewed the progress of the new 155mm Lightweight Howitzer program. GAO found that since July 2000, all key program milestones have continued to slip. Only the initial fielding date for the howitzer remains unchanged. Since July 2000, the total program cost estimates have increased from $1,129.9 million to $1,250.2 million, an increase of $120.3 million. In addition, GAO found four technical problems yet to be addressed in the program: (1) cracking of the spades used to anchor the howitzer, (2) loose spade latches that create difficulties in removing the spades from the ground, (3) the spade damper--a device intended to help the spade dig into the soil to stabilize the gun--does not work properly in all soil types, and (4) the durability of the optical sight being developed for the gun. Design solutions have been identified for each of these problems, according to the Army-Marine Corps Lightweight Howitzer Joint Program Office. These design changes have not been fully incorporated and field tested to date."

However, it continues to face challenges. High-performing organizations manage human capital to identify the right number of personnel and to target the right sources to fill personnel needs. In 2008, the Air Force determined the optimum number of RPA pilots—the crew ratio—for some units, but it did not account for all tasks these units complete. Air Force officials stated that, as a result, the crew ratio is too low, but the Air Force has not updated it. Air Force guidance states that low crew ratios diminish combat capability and cause flight safety to suffer, but the Air Force has operated below its optimum crew ratio and it has not established a minimum crew ratio. Further, high work demands on RPA pilots limit the time they have available for training and development and negatively affects their work-life balance. Testimony issued by the Government Accountability Office with an abstract that begins "The Inspector General Act of 1978, as amended (IG Act), originally established inspectors general (IG) appointed by the President and confirmed by the Senate in 12 major departments and agencies of the government to conduct and supervise independent audits and investigations; recommend policies to promote economy, efficiency, and effectiveness; and prevent and detect fraud and abuse in their departments' and agencies' programs and operations. Based in part on GAO's findings that the internal audit offices of small federal agencies lacked independence and provided inadequate coverage of important programs, the Congress passed the IG Act Amendments of 1988 to establish IGs in designated federal entities (DFE), which are generally smaller agencies established in various statutes as commissions, boards, authorities, corporations, endowments, foundations, institutions, agencies, and administrations identified by the act. The DFE IGs are appointed by their respective entity heads with duties and responsibilities similar to those of IGs appointed by the President. The Congress used a budget threshold of $100 million to help determine which DFEs should have IGs. However, additional DFEs below this threshold were also included for specific reasons."

Correspondence issued by the Government Accountability Office with an abstract that begins "In November 2005, the President issued an executive order establishing the Office of the Federal Coordinator for Gulf Coast Rebuilding (OFC) with the broad mission of supporting recovery efforts following Hurricanes Katrina and Rita. Given their vast size and impact, these storms presented unprecedented rebuilding challenges to federal, state, and local officials which, combined with concerns about the lack of coordination in government's initial response to the disaster, precipitated the creation of the Office of the Federal Coordinator. To assist in Congress' ongoing oversight responsibilities of the recovery of the Gulf Coast, Congress asked us to: (1) describe the functions the Coordinator has performed, (2) obtain stakeholder perspectives regarding the office's operation, and (3) provide observations on issues to be considered for moving forward. We provided Congressional staff with summaries of our findings this past February to answer these questions as well as our observations, including extending the term of OFC. We have since updated some of the information in our briefing, using information that has subsequently become available including the President's decision to extend the operations of OFC through September 30, 2009."

Correspondence issued by the General Accounting Office with an abstract that begins "The Department of Agriculture's Rural Development Service (RDS) long-standing problems with estimating the cost of its credit programs in accordance with the Federal Credit Reform Act of 1990 and federal accounting standards continues to be a major factor in preventing Agriculture from achieving an unqualified opinion on its consolidated financial statements. This correspondence focuses on RDS's efforts to improve its credit program cost estimates for its major non-housing direct loan programs. Reliable data is essential if RDS is to prepare reasonable subsidy cost estimates. GAO found that the data in RDS's three loan accounting systems that are used to calculate key cash flow assumptions for the major non-housing direct loan programs are generally accurate. The assumptions that RDS has determined to be key for calculating the subsidy cost estimates for these programs are the average borrower interest rate and average loan term. For this program, RDS staff identified the average borrower interest rate as the key cash flow assumption."
