The Waste Remediation System/.../Facilities Configuration Management Integration group has requested development of a system to help resolve many of the difficulties associated with management of master equipment list information. This project has been identified as Master Equipment List (MEL) database system. Further definition is contained in the system requirements specification (SRS), reference 7.

The metal working industry needs to reduce the waste associated with scrap, worn tools, degradation of metal working fluids, and etc. One task in this project concerned metal working fluids (MWF), which typically consists of surfactants, anti-microbial agents, lubricating agents, complexing agents, and a number of other components. The waste stream volume from the MWF can be reduced by judiciously (1) recycling, (2) selective replacement of expended components, and (3) protecting against microbial contamination. This activity consists of developing an analytical method, amenable to automation, which addresses all three of the methods of extending the MWF lifetime, thereby reducing the waste stream. The technology for determining key components in MWF on-line (at the machine tool) did not exist. The Y-12 Plant`s collaboration was selected for this particular endeavor because of its ongoing machining operations and expertise in automation. In addition, concerns have been raised regarding chronic exposure of machine shop personnel to metal working fluid mists generated during routine machining operations. The chemical composition of metal working fluids is fairly well known, however, the chemical and physical characteristics of the resulting aerosols (mists) are not as well known. The objectives of this quarterly report are to summarize the work conducted under each task during the reporting period January - March 1997 and to report all technical data and findings as specified in the "Federal Assistance Reporting Checklist". The main objective of this project is the transfer of technologies, methodologies, and findings developed and applied in this project to other operators of Slope and Basin Clastic Reservoirs. This project will study methods to identify sands with high remaining oil saturation and to recomplete existing wells using advanced completion technology.

This project is intended to increase recoverable waterflood reserves in slope and basin reservoirs through improved reservoir characterization and reservoir management. The particular application of this project is in portions of Fault Blocks IV and V of the Wilmington Oil Field, in Long Beach, California, but the approach is widely applicable in slope and basin reservoirs. Transferring technology so that it can be applied in other sections of the Wilmington Field and by operators in other slope and basin reservoirs is a primary component of the project.

This report provides a frame of reference for considering the relative merits of using these organizations in peace and security operations. It first reviews the types of actions and activities available to deal with situations ranging from low-level tension to open conflict to post-conflict transition. It then examines, for each of the organizations, the major considerations, i.e., effectiveness, advantages, and disadvantages, and other important issues for U.S. policy makers in their use.

Each year, innocent human lives are lost in collapsed structures as a result of both natural and man-made disasters. We have developed a prototype device, called the Rubble Rescue Radar (RRR) as a aid to workers trying to locate trapped victims in urban search and rescue operations. The RRR is a motion sensor incorporating Micropower Impulse Radar and is capable of detecting human breathing motions through reinforced concrete. It is lightweight, and designed to be handled by a single operator for local searches in areas where trapped victims are expected. Tests of the first prototype device were conducted on site at LLNL using a mock rubble pile consisting of a reinforced concrete pipe with two concrete floor slabs placed against one side, and random concrete and asphalt debris piled against the other. This arrangement provides safe and easy access for instruments and/or human subjects. Breathing signals of a human subject were recorded with the RRR through one floor slab plus the wall of the pipe, two slabs plus the wall of the pipe, and the random rubble plus the wall of the pipe. To support the closure of HLW tanks at SRS, a reducing grout was developed that is formulated to reduce the mobility of radionuclides left in each tank. During non-radioactive flow tests of the grout, it was discovered that, in addition to its desired properties, the grout has the ability to move residual waste a considerable distance across the tank floor.
