On possible use of bent crystal to improve Tevatron beam scraping

A possibility to improve the Tevatron beam halo scraping using a bent channeling crystal instead of a thin scattering primary collimator is studied. To evaluate the efficiency of the system, realistic simulations have been performed using the CATCH and STRUCT Monte Carlo codes. It is shown that the scraping efficiency can be increased and the accelerator-related backgrounds in the CDF and DØ collider detectors can be reduced by about one order of magnitude. Results on scraping efficiency versus thickness of amorphous layer of the crystal, crystal alignment and its length are presented.

The anode ablation rate is investigated as a function of anode diameter for a carbon nanotube arc plasma. It is found that anomalously high ablation occurs for small anode diameters. This result is explained by the formation of a positive anode sheath. The increased ablation rate due to this positive anode sheath could imply greater production rate for carbon nanotubes.

Electricity: The Road Toward Restructuring

The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

Phase stability of laves intermetallics in stainless steel-zirconium alloys.

Phase transformations occurring in a stainless steel-15 wt% zirconium (SS-15Zr) alloy were studied by in situ neutron diffraction. Neutron diffraction patterns as a function of time were obtained on alloys that were held at various elevated temperatures (1084-1275 C). As-cast SS-15Zr alloys contain ferrite, austenite, ZrFe{sub 2}-type Laves polytypes C36 and C15, and small amounts of a Fe{sub 23}Zr{sub 6}-type intermetallic. Annealing at high temperatures resulted in an increase of the Fe{sub 23}Zr{sub 6}, intermetallic content. The C15 Laves polytype is the equilibrium phase for T {le} 1230 C; C36 is the stable polytype at higher temperatures ({approximately}1275 C). Phase changes were slow for temperatures <1100 C.These findings have important implications for use of the SS-15Zr alloy as a nuclear waste form.

This report details the constitutional standards that currently apply to indirect aid programs and summarizes all of the pertinent state and federal court decisions, including the Ohio case that will be heard by the Supreme Court. On September 25, 2001, the Supreme Court agreed to review a case raising the controversial issue of the constitutionality of education vouchers. In Zelman v. Simmons-Harris the Sixth Circuit held Ohio’s Pilot Scholarship Program, which provided up to $2500 to help low-income students in Cleveland’s public schools attend private schools in the city, to violate the establishment of religion clause of the First Amendment.

A Silicon, Carbon and Deuterium NMR Investigation of Molecular Templating in Amorphous Silicas

The precise pore sizes defined by crystalline zeolite lattices have led to intensive research on zeolite membranes. Unfortunately zeolites have proven to be extremely difficult to prepare in a defect-free thin film form needed for membrane flux and selectivity. We introduce tetrapropylammonium TPA (a structure directing agent for zeolite ZSM-5) into a silica sol and exploit the development of high solvation stresses to create templated amorphous silicas with pore apertures comparable in size to those of ZSM-5. {sup 29}Si and {sup 2}H NMR experiments were performed to evaluate the efficacy of our templating approach. The {sup 29}Si NMR spectrum of the silica matrix was observed by an intermolecular cross-polarization experiment between the {sup 1}H nuclei of TPA and the {sup 29}Si nuclei in the silica matrix. The efficiency of the cross-polarization interaction was used to investigate the degree to which the matrix formed a tight cage surrounding the template molecule. Normally prepared xerogel materials exhibited only weak interactions between the two sets of nuclei. Drying under reduced pressure, where solvation stresses are maximized, resulted in significantly increased interactions. Analogous materials were prepared using fully deuterated TPA. Report discussing the results of flight tests to determine the drag at zero lift of a swept-back wing of inverse taper using an NACA 65-009 airfoil. The data was compared to untapered wings with a similar degree of sweepback. The tapered wing was found to have a lower drag coefficient than the 34-degree swept-back untapered wing but a higher drag coefficient than the 45-degree swept-back untapered wing.

LIFE: Recent Developments and Progress

Test results from the NIF show excellent progress toward achieving ignition. Experiments designed to verify coupling of the laser energy to the fusion target have shown that the efficiency meets that needed for ignition. Several tests with the cryogenic targets needed for ignition have been performed, and world-record neutron output produced. The National Ignition Campaign is on schedule to meet its 2012 ignition milestone, with the next phase in the campaign due to start later this month. It has been a busy and very productive year. The NIF is in full 24/7 operations and has progressed markedly in the path toward ignition. The long-standing goal of the National Ignition Campaign to demonstrate ignition by the end of FY 2012 is on track. The LIFE plant design has matured considerably, and a delivery plan established based on close interactions with vendors. National-level reviews of fusion are underway, and are due to present initial findings later this year. A value proposition has been drafted for review. The LIFE project is ready to move into the delivery phase.

The Lawrence Livermore Laboratory has been appointed by the U.S. Energy Research and Development Administration to be the lead laboratory for carrying out a long-term project to acquire complete understanding of the environmental quality in the Imperial Valley of California prior to any major developments. The purpose of this project is to ensure that the development of geothermal resources proceeds on an environmentally sound basis. Consequently, the Imperial Valley Environmental Project (IVP) is committed to an intensive and comprehensive study designed to establish an environmental baseline for the Imperial Valley as well as to develop an understanding of the environmental and other effects associated with development of geothermal resources. The IVP is organized into seven main study sections, which when taken together cover all the significant issues and concerns. The sections are: Air Quality; Water Quality; Ecosystem Quality (Soil, Plants, Animals, etc.); Subsidence and Induced Seismicity; Health Effects; Socio-Economics; and an Integrated Assessment. (auth)

Scientific Potential and Design Considerations for an Undulator Beam Line on Aladdin Storage Ring

The unique features of undulator radiation, i.e., high photon flux and brightness, partial coherence, small beam divergence, spectral tunability, etc., mandate that undulators be included in the future plans for Aladdin. This will make it possible to perform the next generation of experiments in photon-stimulated spectroscopies. A team of scientists (see Appendix) has now been assembled to build an insertion device (ID) and the associated beam line at Aladdin. In considering the specifications for the ID, it was assumed that the ID beamline will be an SRC user facility. Consequently, design parameters were chosen with the intent of maximizing experimental flexibility consistent with a conservative design approach. A tunable {open_quotes}clamshell{close_quotes} undulator device was Chosen with a first harmonic tunable from 35 to 110 eV to operate on a 1 GeV storage ring. Higher harmonics will be utilized for experiments needing higher photon energies.

What can we learn from neutrinoless double beta decay experiments?

We assess how well next generation neutrinoless double beta decay and normal neutrino beta decay experiments can answer four fundamental questions. 1) If neutrinoless double beta decay searches do not detect a signal, and if the spectrum is known to be inverted hierarchy, can we conclude that neutrinos are Dirac particles? 2) If neutrinoless double beta decay searches are negative and a next generation ordinary beta decay experiment detects the neutrino mass scale, can we conclude that neutrinos are Dirac particles? 3) If neutrinoless double beta decay is observed with a large neutrino mass element, what is the total mass in neutrinos? 4) If neutrinoless double beta decay is observed but next generation beta decay searches for a neutrino mass only set a mass upper limit, can we establish whether the mass hierarchy is normal or inverted? We base our answers on the expected performance of next generation neutrinoless double beta decay experiments and on simulations of the accuracy of calculations of nuclear matrix elements.

Risk Reduction With a Fuzzy Expert Exploration Tool

Incomplete or sparse information on types of data such as geologic or formation characteristics introduces a high level of risk for oil exploration and development projects. ''Expert'' systems developed and used in several disciplines and industries have demonstrated beneficial results. A state-of-the-art exploration ''expert'' tool, relying on a computerized database and computer maps generated by neural networks, is being developed through the use of ''fuzzy'' logic, a relatively new mathematical treatment of imprecise or non-explicit parameters and values. Oil prospecting risk can be reduced with the use of a properly developed and validated ''Fuzzy Expert Exploration (FEE) Tool.'' This FEE Tool can be beneficial in many regions of the U.S. by enabling risk reduction in oil and gas prospecting as well as decreased prospecting and development costs. In the 1998-1999 oil industry environment, many smaller exploration companies lacked the resources of a pool of expert exploration personnel. Downsizing, low oil prices, and scarcity of exploration funds have also affected larger companies, and will, with time, affect the end users of oil industry products in the U.S. as reserves are depleted. Studies Related to Chemical Mechanisms of Gas Formation in Hanford High-Level Nuclear Wastes

The objective of this work is to develop a more detailed mechanistic understanding of the thermal reactions that lead to gas production in certain high-level waste storage tanks at the Hanford, Washington site. Prediction of the combustion hazard for these wastes and engineering parameters for waste processing depend upon both a knowledge of the composition of stored wastes and the changes that they undergo as a result of thermal and radiolytic decomposition. Since 1980 when Delagard first demonstrated that gas production (H2and N2O initially, later N2 and NH3)in the affected tanks was related to oxidative degradation of metal complexants present in the waste, periodic attempts have been made to develop detailed mechanisms by which the gases were formed. These studies have resulted in the postulation of a series of reactions that account for many of the observed products, but which involve several reactions for which there is limited, or no, precedent. For example, Al(OH)4 has been postulated to function as a Lewis acid to catalyze the reaction of nitrite ion with the metal complexants, NO is proposed as an intermediate, and the ratios of gaseous products may be a result of the partitioning of NO between two or more reactions. …

Battelle—Pacific Northwest Division operates numerous research and development laboratories in Richland, Washington, including those associated with the Pacific Northwest National Laboratory (PNNL) on the Department of Energy’s Hanford Site that have the potential for radionuclide air emissions. The National Emission Standard for Hazardous Air Pollutants (NESHAP 40 CFR 61, Subparts H and I) requires an assessment of all effluent release points that have the potential for radionuclide emissions. Potential emissions are assessed annually. Sampling, monitoring, and other regulatory compliance requirements are designated based upon the potential-to-emit dose criteria found in the regulations. The purpose of this document is to describe the facility radionuclide air emission sampling program and provide current and historical facility emission point system performance, operation, and design information. A description of the buildings, exhaust points, control technologies, and sample extraction details is provided for each registered or deregistered facility emission point. Additionally, applicable stack sampler configuration drawings, figures, and photographs are provided.

MESERAN Calibration for Low Level Organic Residues

Precision cleaning studies done at Honeywell Federal Manufacturing & Technologies (FM&T), the Kansas City Plant (KCP), and at other locations within the Department of Energy (DOE) Weapons complex over the last 30 years have depended upon results from MESERAN Evaporative Rate Analysis for detecting low levels of organic contamination. The characterization of the surface being analyzed is carried out by depositing a Carbon-14 tagged radiochemical onto the test surface and monitoring the rate at which the radiochemical disappears from the surface with a Geiger-Mueller counter. In the past, the total number of counts over a 2-minute span have been used to judge whether a surface is contaminated or not and semi-quantitatively to what extent. This technique is very sensitive but has not enjoyed the broad acceptance of a purely quantitative analysis. The work on this project developed calibrations of various organic contaminants typically encountered in KCP operations. In addition, a new analysis method was developed to enhance the ability of MESERAN Analyzers to detect organic contamination and yield quantitative data in the microgram and nanogram levels.

This project was developed to conduct research to improve the efficacy of captive broodstock programs and advance hatchery reform throughout the Columbia river basin. The project has three objectives: (1) maintain adaptive life history characteristics in Chinook salmon, (2) improve imprinting in juvenile sockeye salmon, and (3) match wild phenotypes in Chinook and sockeye salmon reared in hatcheries. A summary of the results are as follows: Objective 1: Adult and jack Chinook salmon males were stocked into four replicate spawning channels at a constant density (N = 16 per breeding group), but different ratios, and were left to spawn naturally with a fixed number of females (N = 6 per breeding group). Adult males obtained primary access to females and were first to enter the nest at the time of spawning. Jack male spawning occurred primarily by establishing satellite positions downstream of the courting pair, and 'sneaking' into the nest at the time of spawning. Male dominance hierarchies were fairly stable and strongly correlated with the order of nest entry at the time of spawning. Spawning participation by jack and adult males is consistent with a negative frequency dependent selection model, which means that selection during spawning favors the rarer …
