The Clean Coal Technology Program: Current Prospects
The Clean Coal Technology (CCT) program, started in the 1980's and funded generously in the early 1990's, has completed most of its surviving projects and has not funded any new ones since 1994. However, President Bush’s FY2002 budget outline proposed spending $2 billion over 10 years on a restructured CCT program. It is not clear what kind of projects would be included in the new program.

Secret Sessions of Congress: A Brief Historical Overview
“Secret” or “closed door” sessions of the House of Representatives and Senate are held periodically to discuss business, including impeachment deliberations, deemed to require confidentiality and secrecy. Authority for the two chambers to hold these sessions is implied by Article I, section 5, of the Constitution. Both the House and the Senate have supplemented this clause through rules and precedents.

U.N. Security Council Consideration of North Korea's Violations of its Nuclear Treaty Obligations
Since early 1993, North Korea has refused to allow inspections of its nuclear facilities by the International Atomic Energy Agency (IAEA). This is contrary to North Korea's obligations under the Nuclear Non-Proliferation Treaty and its 1992 safeguards agreement with the Agency. Following North Korean obstruction of an inspection in March 1994, the IAEA referred the issue to the U.N. Security Council. The Clinton Administration is set to propose that the Council act against North Korea, possibly including the imposition of sanctions. However, the opposition of China to sanctions and the ambivalent attitude of Russia has resulted in a decision by the Administration to propose initial action by the Council short of sanctions. Measures short of sanctions could end up as the totality of U.N. action.

This is one report in the series of reports that discuss the campaign finance practices and related issues. Concerns over financing federal elections have become a seemingly perennial aspect of our political system, centered on the enduring issues of high campaign costs and reliance on interest groups for needed campaign funds. The report talks about the today’s paramount issues such as perceived loopholes in current law and the longstanding issues: overall costs, funding sources, and competition.

Charter Schools: State Developments and Federal Policy Options
Charter schools are public elementary or secondary schools which are released from a variety of state, local, and possibly federal regulations in return for new forms of accountability in terms of outcomes for pupils. Approximately one-half of the states authorize the establishment of charter schools, and a federal Public Charter Schools (PCS) program provides start-up funds for such schools. The House has passed (H.R. 2616), and the Senate is considering (S. 1380) legislation to modify and expand the PCS program. This report provides background information on charter schools and their characteristics, plus discussion and analysis of current legislation regarding the PCS program. Issues have also arisen regarding the participation of charter schools in other federal aid programs.

Ideas for Privatizing Social Security
There has been considerable interest recently in privatizing Social Security. The ideas are wide-ranging: from adoption of a totally-revamped system of personal retirement accounts, similar to an approach taken by Chile in 1983, to permitting optional earmarking of a portion of existing payroll taxes for personal savings. Education for the Disadvantaged: Overview of ESEA Title 1-A Amendments Under the No Child Left Behind Act
This report provides an overview of aspects of ESEA Title I-A which were substantially amended by the NCLBA; elements of the program which are important but which were not substantially revised by the NCLBA (such as parental involvement requirements) are not discussed in this report. Tsunamis and Earthquakes: Is Federal Disaster Insurance in Our Future?
On December 26, 2004, an earthquake measuring 9.0 on the Richter Scale struck six miles below the surface of the Indian Ocean on the northern tip of the Indonesian island of Sumatra. The 2004 earthquake spawned a massive tsunami (and extensive flooding) that smashed the coastlines of 12 countries in South Asia and East Africa, resulting in over 175,000 fatalities, an additional 106,000 missing, and significant economic and non-economic damages. Insured losses are relatively low compared to the economic and non-economic costs. Few structures or facilities in the region were insured.

Child Welfare Financing: An Issue Overview
The purpose of this report is to describe the federal interest in child welfare (as expressed by Congress); describe the current level and structure of federal dedicated child welfare financing and examine trends in the appropriation and spending of this money; and to review the extent to which states rely on non-dedicated federal funds for child welfare purposes. Finally, the report discusses the future federal commitment to child welfare financing, along with the concepts of flexibility and accountability, as these relate both to current law and to recent proposals to alter federal child welfare financing.

Iraq: Oil-for-Food Program, Illicit Trade, and Investigations
This report discusses issues with the “oil-for-food” program (OFFP), which was the centerpiece of a long-standing U.N. Security Council effort to alleviate human suffering in Iraq while maintaining key elements of the 1991 Gulf war-related sanctions regime. The program terminated following the fall of Saddam Hussein’s regime, the assumption of sovereignty by an interim Iraqi government on June 28, 2004, and the lifting of Saddam-era U.N. sanctions. However, since the fall of the regime, there have been new allegations of mismanagement and abuse of the program, including allegations that Saddam Hussein’s regime manipulated the program to influence U.N. officials, contractors, and politicians and businessmen in numerous countries.
