This report addresses defense transformation from a DOD-wide perspective. The Bush Administration identified transformation as a major goal for the Department of Defense (DOD) soon after taking office and has since worked to refine and implement its plans for defense transformation. Defense transformation can be defined as large-scale, discontinuous, and possibly disruptive changes in military weapons, concepts of operations (i.e., approaches to warfighting) and organization. The issue for the 109th Congress is how to take the concept of defense transformation into account in assessing and acting on Administration proposals for DOD.

On August 5, 2004, the United States, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and the Dominican Republic signed the Dominican Republic- Central America-United States Free Trade Agreement, or the DR-CAFTA. The DR-CAFTA was negotiated as a regional agreement in which all parties would be subject to the “the same set of obligations and commitments,” but with each country defining its own separate schedules for market access. It is a comprehensive and reciprocal trade agreement, which distinguishes it from the unilateral preferential trade arrangement between the United States and these countries as part of the Caribbean Basin Initiative (CBI), as amended. It liberalizes trade in goods, services, government procurement, intellectual property, investment, and addresses labor and environment issues.

Since 1996, American victims of international terrorist acts supported by certain States designated by the State Department as supporters of terrorism — Cuba, Iran, Libya, North Korea, Sudan, Syria, and until recently, Iraq — have had the option of bringing suit in federal court to seek monetary damages. Holders of judgments against these States, however, have encountered difficulties in their efforts to collect, despite congressional efforts to make blocked (or “frozen”) assets of such States available for attachment by judgment creditors. A recent court decision invalidating plaintiffs’ cause of action under the 1996 law raises uncertainties about the future of lawsuits against terrorist States. This report provides an overview of these issues, including a summary of a lawsuit against Iran by former hostages, Roeder v. the Islamic Republic of Iran, and a lawsuit against Iraq by former prisoners of war (POWs), Acree v. the Republic of Iraq, as well as a brief synopsis of relevant legislative proposals (H.R. 1321, H.R. 865, H.Con.Res. 93). From a public policy perspective, the goals are to ensure that broadband deployment is timely, that industry competes fairly, and that service is provided to all sectors and geographical locations of American society. The federal government -- through Congress and the Federal Communications Commission (FCC) -- is seeking to ensure fair competition among the players so that broadband will be available and affordable in a timely manner to all Americans who want it. While the FCC's position is not to intervene at this time, some assert that legislation is necessary to ensure fair competition and timely broadband deployment. One proposal would ease certain legal restrictions and requirements, imposed by the Telecommunications Act of 1996, on incumbent telephone companies who provide high speed data (broadband) access. Another proposal would compel cable companies to provide "open access" to competing Internet service providers.

A letter report issued by the Government Accountability Office with an abstract that begins "In the 1960s and 1970s, American Indian children were about six times more likely to be placed in foster care than other children and many were placed in non-American Indian homes or institutions. In 1978, the Congress enacted the Indian Child Welfare Act (ICWA) to protect American Indian families and to give tribes a role in making child welfare decisions for children subject to ICWA. ICWA requires that (1) tribes be notified and given an opportunity to intervene when the state places a child subject to ICWA in foster care or seeks to terminate parental rights on behalf of such a child and (2) children be placed if possible with relatives or tribal families. This report describes (1) the factors that influence placement decisions for children subject to ICWA; (2) the extent to which, if any, placements for children subject to ICWA have been delayed; and (3) federal oversight of states' implementation of ICWA."

A letter report issued by the Government Accountability Office with an abstract that begins "The war on terrorism has focused attention on the important role U.S. public diplomacy plays in improving the nation's image. The United States has undertaken efforts to "win hearts and minds" by better engaging, informing, and influencing foreign audiences; however, recent polling data show that anti-Americanism is spreading and deepening around the world. GAO was asked to examine (1) to what extent U.S. public diplomacy efforts have been coordinated and (2) whether the private sector has been significantly engaged in such efforts."

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. textile and apparel imports from China have more than doubled in value since China became a World Trade Organization (WTO) member. When joining the WTO, China agreed to a special textile safeguard mechanism applicable only to that country. In this report, GAO (1) describes the mechanism, (2) describes requests for safeguard action filed by U.S. producers and the results of these requests, and (3) evaluates U.S. agency procedures for transparency and accessibility."

An archaeological survey report of proposed sites for pipeline additions for the Brashear WSC in Hopkins County, Texas, performed to determine whether any historic resources were located on the proposed construction sites.

One way to reduce the computational cost of electronic structure calculations is to employ auxiliary basis expansions to approximate 4 center integrals in terms of 2 and 3-center integrals, usually using the variationally optimum Coulomb metric to determine the expansion coefficients. However the long-range decay behavior of the auxiliary basis expansion coefficients has not been characterized. We find that this decay can be surprisingly slow. Numerical experiments on linear alkanes and a toy model both show that the decay can be as slow as 1/r in the distance between the auxiliary function and the fitted charge distribution. The Coulomb metric fitting equations also involve divergent matrix elements for extended systems treated with periodic boundary conditions. An attenuated Coulomb metric that is short-range can eliminate these oddities without substantially degrading calculated relative energies. The sparsity of the fit coefficients is assessed on simple hydrocarbon molecules, and shows quite early onset of linear growth in the number of significant coefficients with system size using the attenuated Coulomb metric. This means it is possible to design linear scaling auxiliary basis methods without additional approximations to treat large systems.

We present a measurement of relative partial widths and decay rate CP asymmetries in K{sup -}K{sup +} and {pi}{sup -}{pi}{sup +} decays of D{sup 0} mesons produced in p{bar p} collisions at {radical}s = 1.96TeV. We use a sample of 2 x 10{sup 5} D*{sup +} {yields} D{sup 0}{pi}{sup +} (and charge conjugate) decays with the D{sup 0} decaying to K{sup -}{pi}{sup +}, K{sup -}K{sup +}, and {pi}{sup -}{pi}{sup +}, corresponding to 123 pb{sup -1} of data collected by the Collider Detector at Fermilab II experiment at the Fermilab Tevatron collider. No significant direct CP violation is observed. We measure {Lambda}(D{sup 0} {yields} K{sup -}K{sup +})/{Lambda}(D{sup 0} {yields} K{sup -}{pi}{sup +}) = 0.0992 {+-} 0.0011 {+-} 0.0012, {Lambda}(D{sup 0} {yields} {pi}{sup -}{pi}{sup +})/{Lambda}(D{sup 0} {yields} K{sup -}{pi}{sup +}) = 0.03594 {+-} 0.00054 {+-} 0.00040, A{sub CP} (K{sup -}K{sup +}) = (2.0 {+-} 1.2 {+-} 0.6)%, and A{sub CP} ({pi}{sup -}{pi}{sup +}) = (1.0 {+-} 1.3 {+-} 0.6) %, where, in all cases, the first uncertainty is statistical and the second is systematic.

This report consists of two major segments. CoFlo Tray Design is the first section. The objectives of this section are: (1) Determine the design requirements for increased capacity by the substitution of CoFlo trays for sieve trays in a 15-tray 46-inch diameter column. The Design Basis was obtained from the Separations Research Program, which was solicited by an industrial customer on the use of CoFlo trays for their application. (2) Illustrate the design procedures so that they can be computerized to rapidly provide design and cost information for future customers. A summary of the research studies on which each design procedure is based is included. (3) Compare the costs of new sieve tray and CoFlo tray columns for this application to illustrate the savings inherent in the CoFlo process. Exhibits are the second section of this report and its objectives are to: (a) Report the extensive research studies on the CoFlo tray and related items; (b) Analyze present and potential future performance of the CoFlo tray; (c) Present comparative costs for sieve and CoFlo tray columns; and (d) List the applications for the CoFlo deentrainer.

Over the past century and half, groundwater has played an important role in the economic prosperity of the United States. The groundwater profession which has contributed to this prosperity has grown through the contributions of the U.S. and State Geological Surveys,academia, and industry. A century ago, the energies of the profession were channeled towards discovering new sources of groundwater in a largely unexplored land, and exploiting the resources for maximum economic benefit. Experience has since revealed that groundwater systems are finite, and are intimately linked to surface water bodies and the biosphere. A consequence is that aggressive exploitation of groundwater can lead to unacceptable environmental degradation and social cost. At present, the groundwater profession is in a state of transition from one of discovery and exploitation, to one of balancing resource development with avoiding unacceptable damage to the environment. This paper outlines the history of the groundwater profession in the United States since the late nineteenth century, and speculates on what may lie ahead in the near future, as the profession makes the transition from discovering new sources of groundwater to one of better understanding and adapting to nature's constraints.

The dispersion properties of ion acoustic waves and their nonlinear coupling to light waves through ponderomotive and thermal forces are sensitive to the strength of electron-ion collisions. Here, we consider the growth rate of stimulated Brillouin scattering (SBS) when the driven acoustic wave frequency and wavelength span the range of small to large compared to electron-ion collision frequency and mean free path respectively. We find in all cases the thermal contributions to the SBS growth rate are insignificant if the ion acoustic wave frequency is greater than the electron-ion collision frequency and the wavelength is much shorter than the electron-ion mean free path. On the other hand, the purely growing filamentation instability remains thermally driven for shorter wavelengths than SBS even when the growth rate is larger than the acoustic frequency.

Bibliographic databases useful to nuclear structure and decay data (NSDD) evaluators are briefly described, along with examples of their usage. Authors' reference listings are also discussed. Nuclear Science References is recognized as the major bibliographic resource, and therefore most of the presentation is devoted to this database.

The ENSDF analysis and checking codes are briefly described, along with their uses with various types of ENSDF datasets. For more information on the programs see ''Read Me'' entries and other documentation associated with each code.

A brief description is given of the nuclear data centers around the world able to provide access to those databases and programs of highest relevance to nuclear structure and decay data specialists. A number of Web-page addresses are also provided for the reader to inspect and investigate these data and codes for study, evaluation and calculation. These instructions are not meant to be comprehensive, but should provide the reader with a reasonable means of electronic access to the most important data sets and programs.

This report provides a table of casualties that was compiled by the Department of Defense (DOD), as tallied from DOD press releases. Table 1 provides statistics on fatalities during Operation Iraqi Freedom, which began on March 19, 2003, and is ongoing, as well as on the number of fatalities since May 1, 2003.

This report reviews the historical context which forms the background for renewed consideration of consumer reform legislation, including a review of the current law and a survey of selected issues that have been the focus of legislative debate in the part, such as the scope of the homeland exemption, nondischargeability for liability current by violent activity, and the protection of child support payments.
