Evaluation of the Biological Effects of the Northwest Power Conservation Council's Mainstem Amendment on the Fisheries Upstream and Downstream of Libby Dam, Montana, 2007-2008 Annual Report.

A new project began in 2005 to monitor the biological and physical effects of improved operations of Hungry Horse and Libby Dams, Montana, called for by the Northwest Power and Conservation Council (NPCC) Mainstem Amendment. This operating strategy was designed to benefit resident fish impacted by hydropower and flood control operations. Under the new operating guidelines, July through September reservoir drafts will be limited to 10 feet from full pool during the highest 80% of water supply years and 20 feet from full pool during the lowest 20% of water supply (drought) years. Limits were also established on how rapidly discharge from the dams can be increased or decreased depending on the season. The NPCC also directed the federal agencies that operate Libby and Hungry Horse Dams to implement a new flood control strategy (VARQ) and directed Montana Fish, Wildlife & Parks to evaluate biological responses to this operating strategy. The Mainstem Amendment operating strategy has not been fully implemented at the Montana dams as of June 2008 but the strategy will be implemented in 2009. Albeni Falls Wildlife Mitigation Project; Idaho Department of Fish and Game 2007 Final Annual Report.

The Idaho Department of Fish and Game maintained a total of about 2,743 acres of wildlife mitigation habitat in 2007, and protected another 921 acres. The total wildlife habitat mitigation debt has been reduced by approximately two percent (598.22 HU) through the Department's mitigation activities in 2007. Implementation of the vegetative monitoring and evaluation program continued across protected lands. For the next funding cycle, the IDFG is considering a package of restoration projects and habitat improvements, conservation easements, and land acquisitions in the project area.

Energy Efficiency Potential in Existing Commercial Buildings: Review of Selected Recent Studies

This report reviews six recent studies (from 2002 through 2006) by states and utilities to assess the energy saving potential in existing commercial buildings. The studies cover all or portions of California, Connecticut, Vermont, Colorado, Illinois, and the Pacific Northwest. The studies clearly reveal that lighting remains the single largest and most cost effective end use that can be reduced to save energy. Overall the study indicated that with existing technologies and costs, a reasonable range of economic savings potential in existing commercial buildings is between 10 and 20 percent of current energy use. While not a focus of the study, an additional conclusion is that implementation of commercial building monitoring and controls would also play an important role in the nation’s efforts to improve energy efficiency of existing buildings.

The CHPRC Groundwater and Technical Integration Support (Master Project) Quality Assurance Management Plan

The scope of the CH2M Hill Plateau Remediation Company, LLC (CHPRC) Groundwater and Technical Integration Support (Master Project) is for Pacific Northwest National Laboratory staff to provide technical and integration support to CHPRC. This work includes conducting investigations at the 300-FF-5 Operable Unit and other groundwater operable units, and providing strategic integration, technical integration and assessments, remediation decision support, and science and technology. The projects under this Master Project will be defined and included within the Master Project throughout the fiscal year, and will be incorporated into the Master Project Plan. This Quality Assurance Management Plan provides the quality assurance requirements and processes that will be followed by the CHPRC Groundwater and Technical Integration Support (Master Project) and all releases associated with the CHPRC Soil and Groundwater Remediation Project. The plan is designed to be used exclusively by project staff.

PSLQ: An Algorithm to Discover Integer Relations

Let x = (x{sub 1}, x{sub 2} {hor_ellipsis}, x{sub n}) be a vector of real or complex numbers. x is said to possess an integer relation if there exist integers a{sub i}, not all zero, such that a{sub 1}x{sub 1} + a{sub 2}x{sub 2} + {hor_ellipsis} + a{sub n}x{sub n} = 0. By an integer relation algorithm, we mean a practical computational scheme that can recover the vector of integers ai, if it exists, or can produce bounds within which no integer relation exists. As we will see in the examples below, an integer relation algorithm can be used to recognize a computed constant in terms of a formula involving known constants, or to discover an underlying relation between quantities that can be computed to high precision. At the present time, the most effective algorithm for integer relation detection is the 'PSLQ' algorithm of mathematician-sculptor Helaman Ferguson [10, 4]. Some efficient 'multi-level' implementations of PSLQ, as well as a variant of PSLQ that is well-suited for highly parallel computer systems, are given in [4]. Development and Evaluation of Passive Integrated Transponder Tag Technology, 2000-2002.

Since 1984, the National Marine Fisheries Service (NMFS) in cooperation with the Bonneville Power Administration (BPA) has conducted a research project to develop and evaluate technology for passive-integrated-transponder tags (PIT tags) throughout the Columbia River Basin (CRB). Work conducted as part of this project between October 2000 and September 2002 (FY01 and FY02) was divided into seven individual elements, which are covered separately in this report. The efforts by personnel associated with this project have produced and will continue to produce products that aid resource stakeholders in assessing the effectiveness of actions taken to enhance the survival of juvenile and adult salmonids. These products and their uses include: (1) Survival and migration timing information on stocks to evaluate water management strategies and fish passage/collection facilities; (2) Data needed for the management and restoration of salmonids and other fish stocks listed under the Endangered Species Act (ESA); (3) Information required for the management of multiple species in a variety of habitats; and (4) Tools that enable fisheries researchers and managers to address previously unanswerable questions and critical uncertainties These products are also used in genetic, physiology, behavior, and captive broodstock research on endangered species. Impact of drought on U.S. steam electric power plant cooling water intakes and related water resource management issues.

This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements their overall research effort by evaluating water availability at power plants under drought conditions. While there are a number of competing demands on water uses, particularly during drought conditions, this report focuses solely on impacts to the U.S. steam electric power plant fleet. Included are both fossil-fuel and nuclear power plants. One plant examined also uses biomass as a fuel. The purpose of this project is to estimate the impact on generation capacity of a drop in water level at U.S. steam electric power plants due to climatic or other conditions. While, as indicated above, the temperature of the water can impact decisions to halt or curtail power plant operations, this report specifically examines impacts as a result of a drop in water levels below power plant submerged cooling water intakes. With the potential shortage of He-3 being reported by venders, it is important to consider other materials for neutron detection. Traditional neutron detectors are composed of BF-3 and He-3. Recently Li-6 Glass and borated PVT have been presented as possible replacements. This work will compare the relative detection efficiencies and consider other factors to determine the most appropriate neutron detection material.

Comparative analyses of gene copy number and mRNA expression in GBM tumors and GBM xenografts

Development of model systems that recapitulate the molecular heterogeneity observed among glioblastoma multiforme (GBM) tumors will expedite the testing of targeted molecular therapeutic strategies for GBM treatment. In this study, we profiled DNA copy number and mRNA expression in 21 independent GBM tumor lines maintained as subcutaneous xenografts (GBMX), and compared GBMX molecular signatures to those observed in GBM clinical specimens derived from the Cancer Genome Atlas (TCGA). The predominant copy number signature in both tumor groups was defined by chromosome-7 gain/chromosome-10 loss, a poor-prognosis genetic signature. We also observed, at frequencies similar to that detected in TCGA GBM tumors, genomic amplification and overexpression of known GBM oncogenes, such as EGFR, MDM2, CDK6, and MYCN, and novel genes, including NUP107, SLC35E3, MMP1, MMP13, and DDX1. The transcriptional signature of GBMX tumors, which was stable over multiple subcutaneous passages, was defined by overexpression of genes involved in M phase, DNA replication, and chromosome organization (MRC) and was highly similar to the poor-prognosis mitosis and cell-cycle module (MCM) in GBM. Assessment of gene expression in TCGA-derived GBMs revealed overexpression of MRC cancer genes AURKB, BIRC5, CCNB1, CCNB2, CDC2, CDK2, and FOXM1, which form a transcriptional network important for G2/M progression and/or checkpoint …

Nonlinear Laser Energy Depletion in Laser-Plasma Accelerators

Energy depletion of intense, short-pulse lasers via excitation of plasma waves is investigated numerically and analytically. The evolution of a resonant laser pulse proceeds in two phases. In the first phase, the pulse steepens, compresses, and frequency red-shifts as energy is deposited in the plasma. The second phase of evolution occurs after the pulse reaches a minimum length at which point the pulse rapidly lengthens, losing resonance with the plasma. Expressions for the rate of laser energy loss and rate of laser red-shifting are derived and are found to be in excellent agreement with the direct numerical solution of the laser field evolution coupled to the plasma response. Both processes are shown to have the same characteristic length-scale. In the high intensity limit, for nearly-resonant Gaussian laser pulses, this scale length is shown to be independent of laser intensity.
