2020 Census: Prioritized Information Technology Research and Testing Is Needed for Census Design Decisions

A letter report issued by the Government Accountability Office with an abstract that begins "The Census Bureau (Bureau) has made progress in researching and testing information technology (IT) options for the 2020 Decennial Census, but several of the supporting projects lack schedules and plans, and it is uncertain whether they will be completed in time to inform the decision on the operational design for the 2020 census, planned for September 2015. Specifically, it has begun research on six IT-related projects, such as using the Internet for survey response and using employees' personal smartphones to collect census data. However, four of the projects lacked finalized schedules, and three lacked plans for gauging progress. Moreover, the two projects with completed schedules are not estimated to be completed until after the September 2015 design decision date (see figure)."

Absolute and Relative Surrogate Measurements of the 236U(n,f) Cross Section as a Probe for Angular Momentum Effects

Using both the absolute and relative surrogate techniques, the {sup 236}U(n,f) cross section was deduced over an equivalent neutron energy range of 0 to 20 MeV. A 42 MeV {sup 3}He beam from the 88-Inch Cyclotron at Lawrence Berkeley National Laboratory was used to perform a ({sup 3}He,{alpha}) pickup reaction on targets of {sup 235}U (J{sup {pi}}=7/2{sup -}) and {sup 238}U (J{sup {pi}}=0{sup +}) and the fission decay probabilities were determined. The {sup 235}U({sup 3}He,{alpha}f) and {sup 238}U({sup 3}He,{alpha}f) were surrogates for {sup 233}U(n,f) and {sup 236}U(n,f), respectively. The cross sections extracted using the Surrogate Method were compared to directly measured cross sections. The sensitivity of these cross sections to the J{sup {pi}}-population distributions was explored.

THE ABSORPTION OF HYDROGEN ON LOW PRESSURE HYDRIDE MATERIALS

For this study, hydrogen getter materials (Zircaloy-4 and pure zirconium) that have a high affinity for hydrogen (and low overpressure) have been investigated to determine the hydrogen equilibrium pressure on Zircaloy-4 and pure zirconium. These materials, as with most getter materials, offered significant challenges to overcome given the low hydrogen equilibrium pressure for the temperature range of interest. Hydrogen-zirconium data exists for pure zirconium at 500 C and the corresponding hydrogen overpressure is roughly 0.01 torr. This manuscript presents the results of the equilibrium pressures for the absorption and desorption of hydrogen on zirconium materials at temperatures ranging from 400 C to 600 C. The equilibrium pressures in this temperature region range from 150 mtorr at 600 C to less than 0.1 mtorr at 400 C. It has been shown that the Zircaloy-4 and zirconium samples are extremely prone to surface oxidation prior to and during heating. This oxidation precludes the hydrogen uptake, and therefore samples must be heated under a minimum vacuum of 5 x 10{sup -6} torr. In addition, the Zircaloy-4 samples should be heated at a sufficiently low rate to maintain the system pressure below 0.5 mtorr since an increase in pressure above 0.5 mtorr could possibly …

To meet the goals of the LSSA program, solar cell encapsulants must provide protection for 20 years. Consequently, the objective of the present program is to develop methodology for making confident predictions of encapsulant performance at any exposure site in the U.S.A. During the first year of the program, inherent weatherability was studied. Inherent weatherability is controlled by the three weather factors common to all exposure sites: insolation, temperature, and humidity. Emphasis was focused on the transparent encapsulant portion of miniature solar cell arrays by eliminating weathering effects on the substrate and circuitry (which are also parts of the encapsulant system). The most extensive data were for yellowing, which was measured conviently and precisely. Considerable data also were obtained on tensile strength. Changes in these two properties after outdoor exposure were predicted very well from accelerated exposure data. Although more outdoor exposure data will be received, mathematical modeling studies are continuing. This first part of the program can be said to be successfully concluded. In continuation of the inherent weatherability study, the power output of solar cells was monitored under accelerated test conditions and is being followed for outdoor exposures. Acid Formation in the Radiolysis of Phosphorus Esters

The radiolytic decomposition of tributyl phosphate has been show by burr to product gases, acids, and polymers. the acids that are formed can limit the usefulness of tributyl phosphate for the processing of radioactive materials. The study of acid formation on radiolysis therefor becomes important to us for the understanding of the mechanism of acid formation, the influence of added materials and the effect of the structure of organo- phosphorous compounds. Samples of purified esters have been irradiated in the ORNL cobalt source. Conclusions: (1) The formation of acid from tributyl phosphate during irradiation with cobalt gamma rays involves a mechanism that is not a primary step. Evidence has been obtained for a secondary reaction that is minimized by the presence of certain compounds. (2) Toluene acting as an inhibitor for radiolytic formation of acid may indicate the usefulness of an aromatic hydrocarbon diluent in processing. (3) The aromatic hydrocarbon, when phenyl, was not effective when it was part of the molecule. (4) First tests revealed that dibutyl butyl-phosphonate produced less acid the TBP and may warrant further consideration for process application.

Aging and Phase Stability Studies of Alloy 22 FY08 Final Report

This report is a compilation of work done over the past ten years in support of phase stability studies of Alloy 22 for the Yucca Mountain Project and contains information previously published, reported, and referenced. Most sections are paraphrased here for the convenience of readers. Evaluation of the fabrication processes involved in the manufacture of waste containers is important as these processes can have an effect on the metallurgical structure of an alloy. Because material properties such as strength, toughness, aging kinetics and corrosion resistance are all dependent on the microstructure, it is important that prototypes be built and evaluated for processing effects on the performance of the material. Of particular importance are welds, which have an as-cast microstructure with chemical segregation and precipitation of complex phases resulting from the welding process. The work summarized in this report contains information on the effects of fabrication processes such as solution annealing, stress mitigation, heat-to-heat variability, and welding on the kinetics of precipitation, mechanical, and corrosion properties. For a waste package lifetime of thousands of years, it is impossible to test directly in the laboratory the behavior of Alloy 22 under expected repository conditions.
