Air Force KC-46A Tanker Aircraft Program: Background and Issues for Congress

On February 24, 2011, the Department of Defense (DOD) announced the Boeing Company as the winner of a competition to build 179 new KC-46A aerial refueling tankers for the Air Force. This report discusses the KC-46A acquisition program, which is a subject of intense interest because of the dollar value of the contract and the number of jobs it would create, among other things. This report also discusses several oversight issues that could arise for Congress, including if the contract award followed the DOD's announced competition strategy and metrics. This report also discusses this contract in respect to the FY2011 defense authorization bill and the FY2011 DOD appropriations bill.

War Powers Resolution: Presidential Compliance

Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

The interval during the fiscal year when agency appropriations are not enacted into law, either in the form of a regular appropriations act or a continuing resolution, is referred to as a funding gap. When a funding gap occurs, the federal government begins a shutdown of the affected agencies, entailing the prompt furlough of non-emergency personnel and curtailment of agency activities. This report discusses the funding gaps that occurred between FY1977-FY2010, as well as the events surrounding them and related legislation.

Trade Adjustment Assistance for Firms: Economic, Program, and Policy Issues

As global economic competition heightens, many firms and workers face difficult adjustment problems. Congress has responded to these adjustment costs by authorizing four trade adjustment assistance (TAA) programs to assist trade-impacted workers, firms, farmers, and communities. This report discusses the TAA program for firms (TAAF). The TAAF program provides technical assistance to trade-affected firms to help them develop strategies and make other adjustments to remain competitive in the changing international economy.

United States Fire Administration: An Overview (open access)

United States Fire Administration: An Overview

The U.S. Fire Administration (USFA) - which includes the National Fire Academy (NFA) - is currently an entity within the Federal Emergency Management Agency (FEMA) of the Department of Homeland Security (DHS). The objective of the USFA is to significantly reduce the nation's loss of life from fire, while also achieving a reduction in property loss and non-fatal injury due to fire. In the 112th Congress, debate over the USFA budget focuses on whether the USFA is receiving sufficient funding to accomplish its mission, given that appropriations for USFA have consistently been well below the agency's authorized level. An ongoing issue is the viability and status of the USFA and National Fire Academy within the Department of Homeland Security.

Generalized System of Preferences: Background and Renewal Debate

This report presents, first, a brief history, economic rationale, and legal background leading to the establishment of the U.S. Generalized System of Preferences (GSP) program, which provides non-reciprocal, duty-free tariff treatment to certain products imported from designated beneficiary developing countries (BDC's). A brief comparison of GSP programs worldwide, especially as they compare to the U.S. system, is also presented. Second, the report presents a discussion of U.S. implementation of the GSP, along with the present debate surrounding its renewal and legislative developments to date. Third, an analysis of the U.S. program's effectiveness and the positions of various stakeholders is presented. Fourth, implications of the expiration of the U.S. program and possible options for Congress are discussed.
