ACTIVE CAPPING TECHNOLOGY - NEW APPROACHES FOR IN SITU REMEDIATION OF CONTAMINATED SEDIMENTS

This study evaluated pilot-scale active caps composed of apatite, organoclay, biopolymers, and sand for the remediation of metal-contaminated sediments. The active caps were constructed in Steel Creek, at the Savannah River Site near Aiken, South Carolina. Monitoring was conducted for 12 months. Effectiveness of the caps was based on an evaluation of contaminant bioavailability, resistance to erosion, and impacts on benthic organisms. Active caps lowered metal bioavailability in the sediment during the one-year test period. Biopolymers reduced sediment suspension during cap construction, increased the pool of carbon, and lowered the release of metals. This field validation showed that active caps can effectively treat contaminants by changing their speciation, and that caps can be constructed to include more than one type of amendment to achieve multiple goals.

ALTERNATIVES ANALYSIS FOR SELECTING ET #3 SITE

Engineered trenches (ETs) are considered to be a cost-effective method for disposing Low Level Waste (LLW). Based on waste forecasts from waste generators, the last engineered trench in operation (ET No.2) is anticipated to close in FY14, requiring development of a new ET. Solid Waste requested that SRNL develop an assessment report that reviews four disposal options for this new ET (ET No.3) and determine which option would provide the 'best' Performance Assessment (PA) disposal limits for LLW (Appendix A). Those four options (see option footprint locations in Figure 1-1) are: (1) Disposal at grade on TRU Pads 7-13 where soil would be mounded over waste packages; (2) Excavation at a slightly modified SLIT No.13 location - near the Used Equipment Storage Area; (3) Excavation at a modified SLIT No.12 location - near the 643-26E Naval Reactor Component Disposal Area; and (4) Excavation east of TRU Pad No.26 that replaces northeast portions of four slit trench (ST) disposal units in the eastern set of STs. ANALYTICAL RESULTS FOR MOX COLEMANITE CONCRETE SAMPLES RECEIVED ON JANUARY 15, 2013

The Mixed Oxide Fuel Fabrication Facility (MFFF) will use colemanite bearing concrete neutron absorber panels credited with attenuating neutron flux in the criticality design analyses and shielding operators from radiation. The Savannah River National Laboratory (SRNL) is tasked with measuring the total density, partial hydrogen density, and partial boron density of the colemanite concrete. SRNL received twelve samples of colemanite concrete for analysis on January 15, 2013. The average total density of each of the samples measured by the ASTM method C 642, the average partial hydrogen density was measured using method ASTM E 1311, and the average partial boron density of each sample was measured according to ASTM C 1301. The lower limits and measured values for the total density, hydrogen partial density, and boron partial density are presented. For all the samples tested, the total density and the hydrogen partial density met or exceeded the specified limit. All of the samples met or exceeded the boron partial density lower bound with the exception of samples G3-M11-2000-H, G3-M11-3000-M, and G5-M1-3000-H which are below the limit of 1.65E-01 g/cm3.

Assessment of the impact of the next generation solvent on DWPF melter off-gas flammability

An assessment has been made to evaluate the impact on the DWPF melter off-gas flammability of replacing the current solvent used in the Modular Caustic-Side Solvent Extraction Process Unit (MCU) process with the Next Generation Solvent (NGS-MCU) and blended solvent. The results of this study showed that the concentrations of nonvolatile carbon and hydrogen of the current solvent in the Slurry Mix Evaporator (SME) product would both be about 29% higher than their counterparts of the NGS-MCU and blended solvent in the absence of guanidine partitioning. When 6 ppm of guanidine (TiDG) was added to the effluent transfer to DWPF to simulate partitioning for the NGS-MCU and blended solvent cases and the concentration of Isopar{reg_sign} L in the effluent transfer was controlled below 87 ppm, the concentrations of nonvolatile carbon and hydrogen of the NGS-MCU and blended solvent were still about 12% and 4% lower, respectively, than those of the current solvent. It is, therefore, concluded that as long as the volume of MCU effluent transfer to DWPF is limited to 15,000 gallons per Sludge Receipt and Adjustment Tank (SRAT)/SME cycle and the concentration of Isopar{reg_sign} L in the effluent transfer is controlled below 87 ppm, using the current solvent …

Bimetallic Nanocatalysts in Mesoporous Silica for Hydrogen Production From Coal-Derived Fuels

In steam reforming reactions (SRRs) of alkanes and alcohols to produce H{sub 2}, noble metals such as platinum (Pt) and palladium (Pd) are extensively used as catalyst. These metals are expensive; so, to reduce noble-metal loading, bi-metallic nanocatalysts containing non-noble metals in MCM-41 (Mobil Composition of Material No. 41, a mesoporous material) as a support material with high-surface area were synthesized using one-pot hydrothermal procedure with a surfactant such as cetyltrimethylammonium bromide (CTAB) as a template. Bi-metallic nanocatalysts of Pd-Ni and Pd-Co with varying metal loadings in MCM-41 were characterized by x-ray diffraction (XRD), N{sub 2} adsorption, and Transmission electron microscopy (TEM) techniques. The BET surface area of MCM-41 (~1000 m{sup 2}/g) containing metal nanoparticles decreases with the increase in metal loading. The FTIR studies confirm strong interaction between Si-O-M (M = Pd, Ni, Co) units and successful inclusion of metal into the mesoporous silica matrix. The catalyst activities were examined in steam reforming of methanol (SRM) reactions to produce hydrogen. Reference tests using catalysts containing individual metals (Pd, Ni and Co) were also performed to investigate the effect of the bimetallic system on the catalytic behavior in the SRM reactions. The installation of the Union Government in 2011 and the undertaking of initial reforms have raised the prospects for the resumption of a democratically elected civilian government in Burma after five decades of military rule. The release of Burma's political prisoners has a central role in U.S. policy and Burma's political future. Many of the U.S. sanctions on Burma were implemented after Burma's ruling military junta suppressed protests and detained many political prisoners. In addition, the removal of many of the existing U.S. sanctions requires the release of all political prisoners in Burma.

Characterization of a high-temperature superconducting conductor on round core cables in magnetic fields up to 20 T

The next generation of high-field magnets that will operate at magnetic fields substantially above 20 T, or at temperatures substantially above 4.2 K, requires high-temperature superconductors (HTS). Conductor on round core (CORC) cables, in which RE-Ba{sub 2}Cu{sub 3}O{sub 7-{delta}} (RE = rare earth) (REBCO) coated conductors are wound in a helical fashion on a fl‚exible core, are a practical and versatile HTS cable option for low-inductance, high-field magnets. We performed the first tests of CORC magnet cables in liquid helium in magnetic fields of up to 20 T. A record critical current I{sub c} of 5021 A was measured at 4.2 K and 19 T. In a cable with an outer diameter of 7.5 mm, this value corresponds to an engineering current density J{sub e} of 114 A mm{sup -2} , the highest J{sub e} ever reported for a superconducting cable at such high magnetic fields. Additionally, the first magnet wound from an HTS cable was constructed from a 6 m-long CORC cable. A statement of record issued by the Government Accountability Office with an abstract that begins "Limitations in the intelligence community's (IC) inventory of contract personnel hinder the ability to determine the extent to which the eight civilian IC elements—the Central Intelligence Agency (CIA), Office of the Director of National Intelligence (ODNI), and six components within the Departments of Energy, Homeland Security, Justice, State, and the Treasury—use these personnel. The IC Chief Human Capital Officer (CHCO) conducts an annual inventory of core contract personnel that includes information on the number and costs of these personnel. However, GAO identified a number of limitations in the inventory that collectively limit the comparability, accuracy, and consistency of the information reported by the civilian IC elements as a whole. For example, changes to the definition of core contract personnel limit the comparability of the information over time. In addition, the civilian IC elements used various methods to calculate the number of contract personnel and did not maintain documentation to validate the number of personnel reported for 37 percent of the records GAO reviewed. A letter report issued by the Government Accountability Office with an abstract that begins "At least 852 schools, or 11 percent of U.S. colleges and universities, had agreements to provide debit or prepaid card services to their students as of July 2013, and most offered students the ability to receive federal student aid and other payments on a card. These schools were disproportionately large; their enrollments constituted about 40 percent of all postsecondary students. However, the percentage of students enrolled in their schools' college card programs was unknown. In the majority of agreements, the schools also outsourced to their card provider the process for paying financial aid and other funds via college cards and other methods. Some schools also used college cards as student identification. The dominant provider was Higher One, a nonbank financial firm that had a 57 percent market share in 2013, as measured by number of card agreements."

Prompt global strike (PGS) would allow the United States to strike targets anywhere on Earth with conventional weapons in as little as an hour. This capability may bolster U.S. efforts to deter and defeat adversaries by allowing the United States to attack high-value targets or “fleeting targets” at the start of or during a conflict. Congress has generally supported the PGS mission, but it has restricted funding and suggested some changes in funding for specific programs. A letter report issued by the Government Accountability Office with an abstract that begins "The biomedical research organizations of the Department of Defense (DOD) use a coordinated approach to plan combat casualty care research and development, but not all of DOD's nonmedical research organizations share information early in the research process. GAO has previously reported that federal agencies can enhance and sustain collaboration of efforts by using key practices, such as agreeing on roles and responsibilities and establishing the means to operate across organizational boundaries. In 2010, DOD established a planning committee to coordinate the efforts of organizations conducting combat casualty care research. The committee developed a draft charter in 2010 identifying members respective roles and responsibilities. DOD issued the final charter in early January 2013, while GAO was conducting its review. DOD also facilitated operation across organizational boundaries by colocating most of the organizations conducting combat casualty care research. However, DOD organizations that typically do not conduct biomedical research, such as the Army Research Laboratory, are not involved in DOD's efforts to coordinate this research. Doppler Lidar (DL) Handbook

The Doppler lidar (DL) is an active remote sensing instrument that provides range- and time-resolved measurements of radial velocity and attenuated backscatter. The principle of operation is similar to radar in that pulses of energy are transmitted into the atmosphere; the energy scattered back to the transceiver is collected and measured as a time-resolved signal. From the time delay between each outgoing transmitted pulse and the backscattered signal, the distance to the scatterer is inferred. The radial or line-of-sight velocity of the scatterers is determined from the Doppler frequency shift of the backscattered radiation. The DL uses a heterodyne detection technique in which the return signal is mixed with a reference laser beam (i.e., local oscillator) of known frequency. An onboard signal processing computer then determines the Doppler frequency shift from the spectra of the heterodyne signal. The energy content of the Doppler spectra can also be used to determine attenuated backscatter.
