DETERMINATION OF REPORTABLE RADIONUCLIDES FOR DWPF SLUDGE BATCH 5 (MACROBATCH 6)

The Waste Acceptance Product Specifications (WAPS) 1.2 require that ''The Producer shall report the inventory of radionuclides (in Curies) that have half-lives longer than 10 years and that are, or will be, present in concentrations greater than 0.05 percent of the total inventory for each waste type indexed to the years 2015 and 3115''. As part of the strategy to comply with WAPS 1.2, the Defense Waste Processing Facility (DWPF) will report for each waste type, all radionuclides (with half-lives greater than 10 years) that have concentrations greater than 0.01 percent of the total inventory from time of production through the 1100 year period from 2015 through 3115. The initial listing of radionuclides to be included is based on the design-basis glass as identified in the Waste Form Compliance Plan (WCP) and Waste Form Qualification Report (WQR). However, it is required that this list be expanded if other radionuclides with half-lives greater than 10 years are identified that may meet the greater than 0.01% criterion for Curie content. Specification 1.6 of the WAPS, International Atomic Energy Agency (IAEA) Safeguards Reporting for High Level Waste (HLW), requires that the ratio by weights of the following uranium and plutonium isotopes be reported: …

Assessment and Mitigation of Electromagnetic Pulse (EMP) Impacts at Short-pulse Laser Facilities

The National Ignition Facility (NIF) will be impacted by electromagnetic pulse (EMP) during normal long-pulse operation, but the largest impacts are expected during short-pulse operation utilizing the Advanced Radiographic Capability (ARC). Without mitigation these impacts could range from data corruption to hardware damage. We describe our EMP measurement systems on Titan and NIF and present some preliminary results and thoughts on mitigation.

Waste Area Group 10, Operable Unit 10-08, Annual Monitoring Status Report for Fiscal Year 2009

This report documents the status of Fiscal Year 2009 groundwater monitoring performed in Waste Area Group 10 at the U.S. Department of Energy Idaho National Laboratory Site, as identified in the Groundwater Monitoring and Field Sampling Plan for Operable Unit 10-08. Twelve of the fourteen required wells were sampled, and all ten required intervals from the Westbay wells were sampled. Two wells were not sampled because they were in the process of being converted into multiple-sample-interval Westbay wells by the U.S. Geological Survey. Groundwater samples were analyzed for volatile organic compounds identified on the Contract Laboratory Program target analyte list as well as metals (filtered), anions, and radionuclides (i.e., I-129, tritium, Tc-99, gross alpha, gross beta, and Sr-90). No contaminant exceeded maximum contaminant levels in wells along the southern boundary of the Idaho National Laboratory Site or in guard wells. Iron was above its secondary maximum contaminant level of 300 ug/L in one well. The cause of the elevated iron concentration is uncertain. Lead was detected just below its action level. However, the zinc concentration was also elevated in these wells, and the source of the lead is probably galvanized riser pipe in the wells. Once the galvanized pipe is …

Momentum Transfer by Laser Ablation of Irregularly Shaped Space Debris

Proposals for ground-based laser remediation of space debris rely on the creation of appropriately directed ablation-driven impulses to either divert the fragment or drive it into an orbit with a perigee allowing atmospheric capture. For a spherical fragment, the ablation impulse is a function of the orbital parameters and the laser engagement angle. If, however, the target is irregularly shaped and arbitrarily oriented, new impulse effects come into play. Here we present an analysis of some of these effects.

Structure, Function, and Evolution of Rice Centromeres

The centromere is the most characteristic landmark of eukaryotic chromosomes. Centromeres function as the site for kinetochore assembly and spindle attachment, allowing for the faithful pairing and segregation of sister chromatids during cell division. Characterization of centromeric DNA is not only essential to understand the structure and organization of plant genomes, but it is also a critical step in the development of plant artificial chromosomes. The centromeres of most model eukaryotic species, consist predominantly of long arrays of satellite DNA. Determining the precise DNA boundary of a centromere has proven to be a difficult task in multicellular eukaryotes. We have successfully cloned and sequenced the centromere of rice chromosome 8 (Cen8), representing the first fully sequenced centromere from any multicellular eukaryotes. The functional core of Cen8 spans ~800 kb of DNA, which was determined by chromatin immunoprecipitation (ChIP) using an antibody against the rice centromere-specific H3 histone. We discovered 16 actively transcribed genes distributed throughout the Cen8 region. In addition to Cen8, we have characterized eight additional rice centromeres using the next generation sequencing technology. We discovered four subfamilies of the CRR retrotransposon that is highly enriched in rice centromeres. CRR elements are constitutively transcribed and different CRR subfamilies are …

Time-Resolved Imaging of Material Response Following Laser-Induced Breakdown in the Bulk and Surface of Fused Silica

Optical components within high energy laser systems are susceptible to laser-induced material modification when the breakdown threshold is exceeded or damage is initiated by pre-existing impurities or defects. These modifications are the result of exposure to extreme conditions involving the generation of high temperatures and pressures and occur on a volumetric scale of the order of a few cubic microns. The response of the material following localized energy deposition, including the timeline of events and the individual processes involved during this timeline, is still largely unknown. In this work, we investigate the events taking place during the entire timeline in both bulk and surface damage in fused silica using a set of time-resolved microscopy systems. These microscope systems offer up to 1 micron spatial resolution when imaging static or dynamic effects, allowing for imaging of the entire process with adequate temporal and spatial resolution. These systems incorporate various pump-probe geometries designed to optimize the sensitivity for detecting individual aspects of the process such as the propagation of shock waves, near-surface material motion, the speed of ejecta, and material transformations. Development of the University of Washington Biofuels and Biobased Chemicals Process Laboratory

The funding from this research grant enabled us to design and build a bioconversion steam explosion reactor and ancillary equipment such as a high pressure boiler and a fermenter to support the bioconversion process research. This equipment has been in constant use since its installation in 2012. Following are research projects that it has supported: • Investigation of novel chip production method in biofuels production • Investigation of biomass refining following steam explosion • Several studies on use of different biomass feedstocks • Investigation of biomass moisture content on pretreatment efficacy. • Development of novel instruments for biorefinery process control Having this equipment was also instrumental in the University of Washington receiving a $40 million grant from the US Department of Agriculture for biofuels development as well as several other smaller grants. The research that is being done with the equipment from this grant will facilitate the establishment of a biofuels industry in the Pacific Northwest and enable the University of Washington to launch a substantial biofuels and bio-based product research program.

National Energy Efficiency Evaluation, Measurement and Verification (EM&V) Standard: Scoping Study of Issues and Implementation Requirements

This report is a scoping study that identifies issues associated with developing a national evaluation, measurement and verification (EM&V) standard for end-use, non-transportation, energy efficiency activities. The objectives of this study are to identify the scope of such a standard and define EM&V requirements and issues that will need to be addressed in a standard. To explore these issues, we provide and discuss: (1) a set of definitions applicable to an EM&V standard; (2) a literature review of existing guidelines, standards, and 'initiatives' relating to EM&V standards as well as a review of 'bottom-up' versus 'top-down' evaluation approaches; (3) a summary of EM&V related provisions of two recent federal legislative proposals (Congressman Waxman's and Markey's American Clean Energy and Security Act of 2009 and Senator Bingaman's American Clean Energy Leadership Act of 2009) that include national efficiency resource requirements; (4) an annotated list of issues that that are likely to be central to, and need to be considered when, developing a national EM&V standard; and (5) a discussion of the implications of such issues. A Ferrocene-Based Catecholamide Ligand: the Consequences of Ligand Swivel for Directed Supramolecular Self-Assembly

A ferrocene-based biscatecholamide ligand was prepared and investigated for the formation of metal-ligand supramolecular assemblies with different metals. Reaction with Ge(IV) resulted in the formation of a variety of Ge{sub n}L{sub m} coordination complexes, including [Ge{sub 2}L{sub 3}]{sup 4-} and [Ge{sub 2}L{sub 2}({mu}-OMe){sub 2}]{sup 2-}. The ligand's ability to swivel about the ferrocenyl linker and adopt different conformations accounts for formation of many different Ge{sub n}L{sub m} species. This study demonstrates why conformational ligand rigidity is essential in the rational design and directed self-assembly of supramolecular complexes.

Alternative Sodium Recovery Technology—High Hydroxide Leaching: FY10 Status Report

Boehmite leaching tests were carried out at NaOH concentrations of 10 M and 12 M, temperatures of 85°C and 60°C, and a range of initial aluminate concentrations. These data, and data obtained during earlier 100°C tests using 1 M and 5 M NaOH, were used to establish the dependence of the boehmite dissolution rate on hydroxide concentration, temperature, and initial aluminate concentration. A semi-empirical kinetic model for boehmite leaching was fitted to the data and used to calculate the NaOH additions required for leaching at different hydroxide concentrations. The optimal NaOH concentration for boehmite leaching at 85°C was estimated, based on minimizing the amount of Na that had to be added in NaOH to produce a given boehmite conversion.

Hydrogen Storage at Ambient Temperature by the Spillover Mechanism

The goal of this project was to develop new nanostructured sorbent materials, using the hydrogen spillover mechanism that could meet the DOE 2010 system targets for on-board vehicle hydrogen storage. Hydrogen spillover may be broadly defined as the transport (i.e., via surface diffusion) of dissociated hydrogen adsorbed or formed on a first surface onto another surface. The first surface is typically a metal (that dissociates H2) and the second surface is typically the support on which the metal is doped. Hydrogen spillover is a well documented phenomenon in the catalysis literature, and has been known in the catalysis community for over four decades, although it is still not well understood.1, 2 Much evidence has been shown in the literature on its roles played in catalytic reactions. Very little has been studied on hydrogen storage by spillover at ambient temperature. However, it is also known to occur at such temperature, e.g., direct evidence has been shown for spillover on commercial fuel-cell, highly dispersed Pt/C, Ru/C and PtRu/C catalysts by inelastic neutron scattering.3 To exploit spillover for storage, among the key questions are whether spillover is reversible at ambient temperature and if the adsorption (refill) and desorption rates at ambient temperature are …

2011 Plant Lipids: Structure, Metabolism, & Function Gordon Research Conference

This is the second Gordon Research Conference on 'Plant Lipids: Structure, Metabolism & Function'. It covers current topics in lipid structure, metabolism and function in eukaryotic photosynthetic organisms including seed plants, algae, mosses and ferns. Work in photosynthetic bacteria is considered as well as it serves the understanding of specific aspects of lipid metabolism in plants. Breakthroughs are discussed in research on plant lipids as diverse as glycerolipids, sphingolipids, lipids of the cell surface, isoprenoids, fatty acids and their derivatives. The program covers nine concepts at the forefront of research under which afore mentioned plant lipid classes are discussed. The goal is to integrate areas such as lipid signaling, basic lipid metabolism, membrane function, lipid analysis, and lipid engineering to achieve a high level of stimulating interaction among diverse researchers with interests in plant lipids. One Emphasis is on the dynamics and regulation of lipid metabolism during plant cell development and in response to environmental factors.

Nuclear Resonance Fluorescence for Safeguards Applications

In nuclear resonance fluorescence (NRF) measurements, resonances are excited by an external photon beam leading to the emission of {gamma} rays with specific energies that are characteristic of the emitting isotope. The promise of NRF as a non-destructive analysis technique (NDA) in safeguards applications lies in its potential to directly quantify a specific isotope in an assay target without the need for unfolding the combined responses of several fissile isotopes as often required by other NDA methods. The use of NRF for detection of sensitive nuclear materials and other contraband has been researched in the past. In the safeguards applications considered here one has to go beyond mere detection and precisely quantify the isotopic content, a challenge that is discussed throughout this report. Basic NRF measurement methods, instrumentation, and the analytical calculation of NRF signal strengths are described in Section 2. Well understood modeling and simulation tools are needed for assessing the potential of NRF for safeguards and for designing measurement systems. All our simulations were performed with the radiation transport code MCNPX, a code that is widely used in the safeguards community. Assessing Vulnerabilities, Risks, and Consequences of Damage to Critical Infrastructure

Since the publication of 'Critical Foundations: Protecting America's Infrastructure,' there has been a keen understanding of the complexity, interdependencies, and shared responsibility required to protect the nation's most critical assets that are essential to our way of life. The original 5 sectors defined in 1997 have grown to 18 Critical Infrastructures and Key Resources (CIKR), which are discussed in the 2009 National Infrastructure Protection Plan (NIPP) and its supporting sector-specific plans. The NIPP provides the structure for a national program dedicated to enhanced protection and resiliency of the nation's infrastructure. Lawrence Livermore National Laboratory (LLNL) provides in-depth, multi-disciplinary assessments of threat, vulnerability, and consequence across all 18 sectors at scales ranging from specific facilities to infrastructures spanning multi-state regions, such as the Oil and Natural Gas (ONG) sector. Like many of the CIKR sectors, the ONG sector is comprised of production, processing, distribution, and storage of highly valuable and potentially dangerous commodities. Furthermore, there are significant interdependencies with other sectors, including transportation, communication, finance, and government. Understanding the potentially devastating consequences and collateral damage resulting from a terrorist attack or natural event is an important element of LLNL's infrastructure security programs.
