On September 28, 2000, the Food and Drug Administration (FDA) approved the drug mifepristone, also known as RU-486, for the termination of early pregnancy. Because RU-486 is an abortion agent, the process of moving it out of the lab and into mainstream medicine has been fraught with controversy. Since its discovery, the pro-life movement has been adamantly against the use of this drug for abortion. This report discusses the procedure of obtaining and using the drug, as well as the ongoing debate regarding its usage and related legislation.

Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. There is general agreement that damaging earthquakes will occur in the United States in the next few decades, likely causing dozens of deaths and tens of billions of dollars in losses. They cannot be prevented, and, thus far, cannot be predicted. Whether or not an earthquake prediction or earthquake warning is issued, public awareness of earthquake hazards is important. This report reviews the geologic background of earthquakes and seismic hazards in regions across the United States, describes the National Earthquake Hazards Reduction Program, and reviews the new National Earthquake Loss Reduction Program.

In the 106th Congress, no comprehensive activity on reauthorizing the Clean Water Act occurred, although a number of individual clean water bills were enacted. Other issues have been debated recently, such as reforming the law to provide regulatory relief for industry, states and cities, and individual landowners. The debate over many of these issues highlights differing views of the Act and its implementation by some who seek to strengthen existing requirements and others who believe that costs and benefits should be more carefully weighed before additional control programs are mandated.

Operation Iraqi Freedom accomplished a long-standing objective, the overthrow and capture of Saddam Hussein, but replacing that regime with a stable, moderate, democratic political structure has run into difficulty. Past U.S. efforts to change the regime failed because of limited U.S. commitment, disorganization of the Iraqi opposition, and the efficiency and ruthlessness of Iraq’s several overlapping security services. Previous U.S. Administrations had ruled out major U.S. military action to change Iraq’s regime, believing such action would be risky and not necessarily justified by the level of Iraq’s lack of compliance on WMD disarmament.

The majority of the world’s Muslim population follows the Sunni branch of Islam, and approximately 10-15% of all Muslims follow the Shiite (Shi‘ite, Shi‘a, Shia) branch. This report includes a historical background of the Sunni-Shiite split and the differences in religious beliefs and practices between and within each Islamic sect as well as their similarities.

On February 7th, 2005, the Bush Administration requested $3.16 billion for international HIV/AIDS, tuberculosis, and malaria program in FY2006, a 9% increase over the estimated amount to be provided in FY2005. The request included $2.564 billion to be appropriated through the Foreign Operations appropriations and $596 million through appropriations for the Departments of Labor and Health and Human Services.

The Defense Base Realignment and Closure Act of 1990 and the Federal Property and Administrative Services Act of 1949 provide the basic framework for the transfer and disposal of military installations closed during the base realignment and closure (BRAC) process. The proposed acquisition of major operations in six major U.S. ports by Dubai Ports World and of Unocal by the China National Offshore Oil Corporation sparked intense concerns among some Members of Congress and the public and has reignited the debate over what role foreign acquisitions play in U.S. national security. The United States actively promotes internationally the national treatment of foreign firms. Several Members of Congress have introduced various measures during the 2nd Session of the 109th Congress that can be grouped into four major areas: those that deal specifically with the proposed Dubai Ports World acquisition; those that focus more generally on foreign ownership of U.S. ports; those that would amend the CFIUS process; and those that would amend the Exon-Florio process.

Legislation establishing a Department of Homeland Security (DHS) (P.L. 107-296) included provisions for an information analysis element within the new department. It did not transfer to DHS existing government intelligence and law enforcement agencies but envisioned an analytical office utilizing the products of other agencies — both unevaluated information and finished reports — to provide warning of terrorist attacks, assessments of vulnerability, and recommendations for remedial actions at federal, state, and local levels, and by the private sector. In January 2003, the Administration announced its intention to establish a new Terrorist Threat Integration Center (TTIC) to undertake many of the tasks envisioned for the DHS informational analysis element, known as Information Analysis and Infrastructure Protection (IAIP), but some Members of Congress argue that TTIC cannot be a substitute for a DHS analytical effort. This report examines different approaches to improving the information analysis function and the sharing of information among federal agencies.
