For many astrophysical and most magnetic fusion applications, the purely electromagnetic modes generated by real as well as simulation ''plasma'' fluctuations are a source of high frequency radiation that is often irrelevant to the physics of interest. Unfortunately, a numerical CFL stability limit prevents either making c infinite or deltat large while using the usual explicit Maxwell's equations for the fields. A modification of Maxwell's equations, which provides implicitly the field components, circumvents this problem. The solution is to neglect retardation effects so that the electromagnetic propagation speed is effectively infinite. The purely electromagnetic modes in this limit evolve ''instantly'' to a time-asymptotic configuration about the macroscopic plasma configuration at each new time level. The Darwin or magnetoinductive approximation effectively provides infinite propagation speeds for purely electromagnetic modes by converting Maxwell's equations from hyperbolic to elliptic in character. In practice, this is accomplished by neglecting the solenoidal part of the displacement current. The elimination of the CFL time step constraint more than offsets the substantially more complicated field solution that is required. The absorption of H by YNi/sub 5/, LaPt/sub 5/ and ThNi/sub 5/ at pressures above those reported in the literature were studied. These alloys were reported to absorb no significant H/sub 2/ at low pressures. (FS)

It is becoming increasingly important for industry to prevent releases of potentially toxic material to the environment. The Lawrence Livermore Laboratory has developed a system to monitor its sewage effluent on a continuous basis. A representative fraction of the total waste stream leaving the Plant is passed through a detection assembly consisting of an x-ray fluorescence unit which detects high levels of metals, sodium iodide crystal detectors that scan the sewage for the presence of elevated levels of radiation, and an industrial probe for pH monitoring. With the aid of a microprocessor, the data collected is reduced and analyzed to determine whether levels are approaching established environmental limits. Currently, if preset pH or radiation levels are exceeded, a sample of the suspect sewage is automatically collected for further analysis, and an alarm is sent to a station where personnel can be alerted to respond on a 24-hour basis. In the same manner, spectral data from the x-ray fluorescence unit will be routed through the 24-hour alarm system as soon as evaluation of the unit is complete. The design of the system and operational experience is discussed.

International impacts of global climate change are those for which the important consequences arise because of national sovereignty. Such impacts could be of two types: (1) migrations across national borders of people, of resources (such as agricultural productivity, or surface water, or natural ecosystems), of effluents, or of patterns of commerce; and (2) changes to the way nations use and manage their resources, particularly fossil fuels and forests, as a consequence of international concern over the global climate. Actions by a few resource-dominant nations may affect the fate of all. These two types of international impacts raise complex equity issues because one nation may perceive itself as gaining at the expense of its neighbors, or it may perceive itself as a victim of the actions of others. 11 refs., 2 figs., 1 tab.

A program was undertaken to identify an acceptable alternative to Dapon 35, an o-diallyl phthalate (DAP) prepolymer no longer available. Three o-DAP prepolymers from the Osaka Soda Company and four laboratory-scale prepolymers from Bendix-Kansas city were characterized and evaluated in DAP-fiberglass molding compounds. Gel permeation chromatography results for the Osaka prepolymers showed all three to be very close to one another in molecular weights (mw) and mw distributions, but slightly lower in both than Dapon 35. They are also slightly higher in monomer content. All three processed readily into DAP-fiberglass molding compounds and passed required physical property tests. One Osaka prepolymer was compounded into both asbestos and Orlon-DAP compounds on a production scale. Both compounds have passed all certification tests. The Bendix prepolymers were deliberately varied in mw and mw distribution and higher in monomer content than Dapon 35. Processing difficulties were encountered with both the lowest and highest molecular weight compounds, and the lowest molecular weight compound failed a number of physical property tests. The two intermediate molecular weight compounds processed readily and passed property tests.
