Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the GAO report on accountability for small arms and light weapons that the United States has obtained and provided or intends to provide to the Afghan National Security Forces (ANSF)--the Afghan National Army and the Afghan National Police. Given the unstable security conditions in Afghanistan, the risk of loss and theft of these weapons is significant, which makes this hearing particularly timely. This testimony today focuses on (1) the types and quantities of weapons the Department of Defense (Defense) has obtained for ANSF, (2) whether Defense can account for the weapons it obtained for ANSF, and (3) the extent to which ANSF can properly safeguard and account for its weapons and other sensitive equipment."

Testimony issued by the Government Accountability Office with an abstract that begins "Congress passed the Toxic Substances Control Act (TSCA) in 1976, authorizing the Environmental Protection Agency (EPA) to obtain information on the risks of industrial chemicals and to control those that EPA determines pose an unreasonable risk. However, EPA does not have sufficient chemical assessment information to determine whether it should establish controls to limit public exposure to many chemicals that may pose substantial health risks. In reports on TSCA, GAO has recommended statutory changes to, among other things, provide EPA with additional authorities to obtain health and safety information from the chemical industry and to shift more of the burden to chemical companies for demonstrating the safety of their chemicals. The most important recommendations aimed at providing EPA with the information needed to support its assessments of industrial chemicals have not been implemented--a key factor leading GAO in January 2009 to add transforming EPA's process for assessing and controlling toxic chemicals to its list of high-risk areas warranting attention by Congress and the executive branch. Testimony issued by the Government Accountability Office with an abstract that begins "Veterinarians play an essential role in the defense against animal diseases, some of which can have serious repercussions for the health of animals, humans, and the economy. More than half of the federal veterinarians work in the Departments of Agriculture (USDA) and Health and Human Services (HHS). However, there is a growing national shortage of veterinarians. This testimony focuses primarily on two key points as addressed in GAO's recently released report, Veterinarian Workforce: Actions Are Needed to Ensure Sufficient Capacity for Protecting Public and Animal Health (GAO-09-178, February 4, 2009). First, the Office of Personnel Management (OPM) has not conducted a governmentwide effort to address current and future shortages of federal veterinarians; and, second, USDA and HHS have not assessed the sufficiency of their veterinarian workforces departmentwide. For the report, GAO, among other things, surveyed 24 federal component agencies about their veterinarian workforces. GAO also determined the extent to which the departments that employ about 96 percent of federal veterinarians, including USDA and HHS, have assessed the sufficiency of their veterinarian workforce. Testimony issued by the Government Accountability Office with an abstract that begins "The United States is in the process of developing its strategy for operations in Afghanistan, as well as for the drawdown and continued operations of forces in Iraq. As of December 2008, approximately 32,500 U.S. troops were deployed in Afghanistan. Moreover, DOD may add an additional 30,000 troops in Afghanistan. Since 2001, the war in Afghanistan changed from a violent struggle against al Qaeda and its Taliban supporters to a multi-faceted counterinsurgency effort. As of December 2008, U.S. troops in Iraq numbered approximately 148,500. DOD also had about 162,400 contractors in Iraq as of mid-2008. Today's testimony addresses (1) key observations regarding the development of U.S. strategy in Iraq and Afghanistan; (2) factors that should be considered as the United States refines its strategy for Iraq and plans to draw down forces; and (3) factors that should be considered as the United States develops a strategy for Afghanistan and plans for increasing forces. Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Agriculture's (USDA) Forest Service, which manages almost a quarter of the nation's lands, is the only major land management agency outside the Department of the Interior (Interior). Four federal land management agencies--the Forest Service and the Bureau of Land Management (BLM), Fish and Wildlife Service, and National Park Service in Interior--manage most of the 680 million acres of federal land across the country. Growing ecological challenges, ranging from wildland fires to climate change, have revived interest in moving the Forest Service into Interior. GAO was asked to report on the potential effects of moving the Forest Service into Interior and creating a new bureau equal to Interior's other bureaus, such as BLM. GAO was also asked to identify factors that should be considered if such a move were legislated, as well as management practices that could facilitate a move."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses our work on the Troubled Asset Relief Program (TARP), under which the Department of the Treasury (Treasury) has the authority to purchase and insure up to $700 billion in troubled assets held by financial institutions through the Office of Financial Stability (OFS). As you know, Treasury was granted this authority in response to the financial crisis that has threatened the stability of the U.S. banking system and the solvency of numerous financial institutions. The Emergency Economic Stabilization Act (the act) that authorized TARP on October 3, 2008, requires GAO to report at least every 60 days on findings resulting from our oversight of the status of actions taken under the program. We are also responsible for auditing OFS's annual financial statements and for issuing special reports on any issues that emerge from our oversight.
