Detection of Nuclear Weapons and Materials: Science, Technologies, Observations
Nuclear weapons contain special nuclear material (SNM), which produces unique or suspect signatures that can be detected. This report seeks to help Congress understand this technology. It discusses the science of detecting nuclear weapons and materials, describes nine advanced U.S. technologies selected to illustrate the range of projects in the pipeline, and offers observations for Congress. Pipeline Safety and Security: Federal Programs
Congress passed the Pipeline Safety Improvement Act of 2006 (P.L. 109-468) to improve pipeline safety and security practices. The Office of Pipeline Safety (OPS), within the Department of Transportation (DOT), is the lead federal regulator of pipeline safety. The OPS uses a variety of strategies to promote compliance with its safety regulations, including inspections, investigation of safety incidents, and maintaining a dialogue with pipeline operators.

Ocean Commissions: Ocean Policy Review and Outlook
The 111th Congress is continuing to consider ocean policy and management recommendations of the two commission reports and the President's response. Comprehensive changes in ocean governance and administrative structure are proposed in the Oceans Conservation, Education, and National Strategy for the 21st Century Act (H.R. 21). Carbon Capture and Sequestration

The Carbon Cycle: Implications for Climate Change and Congress
Congress is considering several legislative strategies that would reduce U.S. emissions of greenhouse gases—primarily carbon dioxide (CO2)—and/or increase uptake and storage of CO2 from the atmosphere. Both approaches are viewed by many observers as critical to forestalling global climate change caused, in part, by the buildup of greenhouse gases in the atmosphere from human activities.

Farm and Food Support Under USDA's Section 32 Program
The 110th Congress in June 2008 passed a new omnibus farm bill (P.L. 110-246). Provisions in this new law now spell out more explicitly how the Secretary is to use the annual Section 32 appropriation. Section 32 of the act of August 24, 1935 (P.L. 74-320 as amended; 7 U.S.C. 612c) authorizes a permanent appropriation equal to 30% of annual U.S. customs receipts.

Whales and Sonar: Environmental Exemptions for the Navy's Mid-Frequency Active Sonar Training
