Prevention of Significant Deterioration: Implications for Energy Research and Development

This report examines the implications of thee Clean Air Act Amendments of 1977 concerned with provisions designed to prevent the significant deterioration of air quality in areas of the nation where the ambient air is cleaner than the minimum levels required to meet National Ambient Air Quality Standards (NAAQS). The legislation will affect the economic competitiveness of alternative fuel cycles for the generation of power and will have implications for the future siting of all new major sources of emissions. This paper examines the potential effects of Prevention of Significant Deterioration (PSD) legislation on energy technologies and industrial facilities and, in particular, the possible effects on energy research and development programs of the Department of Energy (DOE).

ATLAS: a Proposal for a Precision Heavy Ion Accelerator at Argonne National Laboratory

The objective of the proposed Argonne Tandem-Linac Accelerator System (ATLAS) is to provide precision beams of heavy ions for nuclear physics research in the region of projectile energies comparable to nuclear binding energies (5-25 MeV/A). By using the demonstrated potential of superconducting radiofrequency technology, beams of exceptional quality and flexibility can be obtained. The system is designed to provide beams with tandem-like energy resolution and ease of energy variation, the energy range is comparable to that of approximately 50 MV tandem and, in addition, the beam will be bunched into very short (approximately 50 psec) pulses, permitting fast-timing measurements that can open up major new experimental approaches.

Radiographic Inspection and Densitometric Evaluation of CP-5 Reactor Fuel

This report covers the radiographic and densitometric techniques used as part of a quality verification program for CP-5 reactor fuel by the Nondestructive Assay Section of the Special Materials Division. Other nondestructive tests used were ultrasonic and gamma-ray spectrometry. The main objectives were to perform a one-hundred percent radiographic inspection of the fuel tubes and to derive a quantitative relationship between fuel thickness and film density with the use of fabricated fuel step wedges. By the use of tangential x-ray techniques, measurements were made of fuel peaks or ''hot spots'' that protruded above the main fuel line. Other general problems in radiographic inspection and solutions for the upgrading of the total radiographic inspection program are also discussed.

Preliminary evaluation of 30 potential granitic rock sites for a radioactive waste storage facility in southern Nevada

Results of preliminary study are presented which was performed under subtask 2.7 of the NTS Terminal Waste Storage Program Plan for 1978. Subtask 2.7 examines the feasibility of locating a nuclear waste repository in a granitic stock or pluton in southern Nevada near the Nevada Test Site (NTS). It is assumed for the purposes of this study that such a repository cannot be located at NTS. This assumption may or may not be correct. This preliminary report does not identify a particular site as being a suitable location for a repository. Nor does it absolutely eliminate a particular site from further consideration. It does, however, answer the basic question of probable suitability of some of the sites and present a systematic method for site evaluation. Since the findings of this initial study have been favorable, it will be followed by more exhaustive and detailed studies of the original 30 sites and perhaps others. In future studies some of the evaluation criteria used in the preliminary study may be modified or eliminated, and new criteria may be introduced.

This is the eighth in a series of quarterly progress reports on studies performed for the Alternate Fuel Cycle Technologies/Thorium Fuel Cycle Technologies/International Spent Fuel Receipt and Storage (AFCT/TFCT/ISFS) Program, formerly the LWR Fuel Recycle Program. Two physical hydraulic models were used for study and description of the hydrodynamic response of the project. Information from the physical models was necessary to determine coefficients used by algorithms within the mathematical model."
