Isotope applications in the environmental field

Established uses of enriched isotopes in the environmental field were surveyed to determine future trends in isotope needs. Based on established isotope uses, on the projected increase in the pollution problem, and on the apparent social and economic pressure for pollution abatement, a significant demand for enriched isotopes appears to be developing for the assessment and control of air, water, and soil pollutants. Isotopic techniques will be used in combination with conventional methods of detection and measurement, such as gas chromatography, x-ray fluorescence, and atomic absorption. Recent advances in economical isotope separation methods, instrumentation, and methodology promise to place isotopic technology within the reach of most research and industrial institutions. Increased application of isotope techniques appears most likely to occur in areas where data are needed to characterize the movement, behavior, and fate of pollutants in the environment.

A program was conducted for the definition and demonstration of acceptable waste packages for defense transuranic waste for interim storage and terminal isolation. During FY-1977, a Contractor Questionnaire was used to gather pertinent data and to assess contractor concerns. This information was integrated into basic application data in the form of a checklist. Conceptual Container Design Specifications were developed by analyzing and evaluating the application data against Federal Regulations and interim/terminal storage constraints.

A high-fluence fusion neutron source

A conceptual design of a D-T fusion facility for continuous production of 14-MeV neutron wall loading from 5 to 10 MW/m/sup 2/ at the plasma surface is presented. In this design, D-T neutrons are produced in a linear, two-component plasma formed by neutral beam irradiation of a fully ionized warm plasma target. The beam energy, which is deposited in the center, is transferred to the warm plasma mainly by electron drag and is conducted along the target plasma column to end regions where it is absorbed in neutral gas at high pressure. The target plasma is operated in a regime where electron thermal conduction along the column is the controlling energy-loss process. The loss rate is minimized by adjusting the diameter and length of the plasma column. A substantial gradient in T/sub e/ along the column results in recombination of the plasma to gas in the end-regions before impact on the end walls. The resultant hot gas is cooled by contact with large-area heat exchangers. In this way, the large steady-state heat load from the injected neutral beams is diffused and removed at tolerable heat flux levels. Notably, in 2003, EPA helped to pilot the Federal Electronics Challenge (FEC)—a voluntary partnership program that encourages federal facilities and agencies to purchase environmentally friendly electronic products, reduce the impacts of these products during their use, and manage used electronics in an environmentally safe way. EPA also led an effort and provided initial funding to develop third-party certification so that electronics recyclers could show that they are voluntarily adhering to an adopted set of best practices for environmental protection, worker health and safety, and security practices. In 2006, GSA issued its Personal Property Disposal Guide to assist agencies in understanding the hierarchy for disposing of excess personal property, including used electronic products: reutilization, donation, sale, and abandonment or destruction. Testimony issued by the Government Accountability Office with an abstract that begins "Although the Departments of Defense, Energy, and Homeland Security utilize various processes to prevent and reduce investment in duplicative programs and systems, potentially duplicative IT investments exist. Further complicating agencies’ ability to identify and address duplicative investments is miscategorization of investments within agencies. Each of the agencies has recently initiated plans to address many of these investments. DHS’s efforts have resulted in the identification and elimination of duplication, but DOD’s and DOE’s initiatives have not yet led to the elimination or consolidation of duplicative investments or functionality. Until DOD and DOE demonstrate progress on their efforts to identify and eliminate duplicative investments, and correctly categorize investments, it will remain unclear whether they are avoiding investment in unnecessary systems. Each of the agencies we reviewed has IT investment management processes in place that are, in part, intended to prevent, identify, and eliminate unnecessary duplicative investments. Even with such investment review processes, of the 810 investments we reviewed,we identified 37 potentially duplicative investments at DOD and DOE within three FEA categories (Human Resource Management, Information and Technology Management, and Supply Chain Management)."

Tracking DOD authorization or appropriations bills can often be confusing and time-consuming. This report is a research aid, which lists the DOD authorization bills (Table 1) and appropriations bills (Table 2) for FY1970-FY2010. This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers. It provides incentives intended to promote the widespread adoption of technology that supports the electronic sharing of data among hospitals, physicians, and other health care entities. Pursuant to a requirement in the HITECH Act, GAO is reporting on practices implemented by health information exchange organizations, providers, and other health care entities that disclose electronic personal health information. GAO's specific objectives were to describe (1) the practices implemented for disclosing personal health information for purposes of treatment, including the use of electronic means for obtaining consent, as reported by selected health information exchange organizations, their participating providers, and other entities; and (2) the effects of the electronic sharing of health information on the quality of care for patients as reported by these organizations. At the end of the transition, radiofrequency spectrum used for analog broadcast television will be used for other wireless services and for critical public safety services. To spur the digital transition, some industry participants and experts have suggested that the government may choose to provide a subsidy for settop boxes, which can receive digital broadcast television signals and convert them into analog signals so that they can be displayed on existing television sets. This testimony provides information on (1) the current distribution of American households by television viewing methods and whether there are demographic differences among these groups; (2) the equipment required for households to receive digital broadcast signals; and (3) the estimated cost to the federal government, under various scenarios, of providing a subsidy for set-top boxes that would enable households to view digital broadcast signals. We developed estimates of the cost of a subsidy for set-top boxes using data on household television characteristics, expected set-top box costs, and varied assumptions about how certain key regulatory issues will be decided."

Taliban, al Qaeda, and other terrorists have used parts of Pakistan to plan and launch attacks on Afghan, U.S., and NATO security forces in Afghanistan, as well as on Pakistani citizens and security forces in Pakistan. Enhancing the effectiveness of civilian assistance to Pakistan is one of the U.S. government's top foreign policy and national security priorities. Foreign assistance is vital to help the government of Pakistan overcome the political, economic, and security challenges that threaten Pakistan's long-term stability. Since 2002, the United States has provided over $18 billion in foreign assistance and reimbursements to Pakistan, about two-thirds of which has been security-related. In October 2009, Congress passed the Enhanced Partnership with Pakistan Act of 2009, which authorizes up to $1.5 billion a year for development, economic, and democratic assistance (henceforth referred to as "civilian assistance") to Pakistan for fiscal years 2010 through 2014. Such properties present significant potential risks to federal agencies because they are costly to maintain and could be put to more cost-beneficial uses or sold to generate revenue for the government. We first designated federal real property management as a high-risk area in January 2003 due to long-standing problems with underutilized and excess property, among other things. After our high-risk designation, President George W. Bush added real property management to the President's Management Agenda and directed that the Federal Real Property Profile (FRPP) be established as a comprehensive database of real property under the control and custody of executive branch agencies, with agencies required to report on their real property assets each year. The President also established a goal of disposing of $15 billion in unneeded real property assets by 2015 to encourage agencies to right-size their portfolios by eliminating unneeded property.
