Earmarks and Limitations in Appropriations Bills
An annual appropriations act is generally made up of separate paragraphs, each of which provides funding for specific agencies and programs. Generally, each paragraph corresponds to a unique account and provides appropriations for multiple projects and purposes as a single lump sum. Earmarks and limitations are two devices regularly used in annual appropriations acts to restrict, or more precisely direct, the availability of funds for specific projects or purposes of an account. Sometimes an earmark or a limitation may generate more interest or controversy than the total appropriation.

The Budget Enforcement Act: Its Operation Under a Budget Surplus
The Budget Enforcement Act was enacted in 1990 in an effort to control future budgetary actions. It did this through two separate, but related, mechanisms: limits on discretionary spending, and the pay-as-you-go process to require that any legislative action on direct spending or revenues which would increase the deficit be offset. These procedures currently would apply through FY2002 (for legislation enacted before October 1, 2002, for measures affecting direct spending or revenues), regardless of whether the budget is in deficit or surplus.

Global Markets: Evaluating Some Risks the U.S. May Face
This report focuses on globalization which is seen as a force that enhances the power of the market and gives greater scope for realizing the gains from trade. This is an enriching process, with improved economic well-being growing out of increased specialization of world production and elevated economic efficiency. To others, however, globalization is seen as a clear threat to their economic well-being, perceived to be retarding the growth of worker wages, increasing wage inequality, undermining domestic social relations, and raising the exposure of the American economy to foreign economic contagion.

Marine Protected Areas: An Overview
Some Members of Congress are among the many people who are interested in considering limiting human activity in some areas of the marine environment as one response to mounting evidence of deteriorating conditions and declining populations of living resources. The purposes of proposed additional limits would be to both stem the decline and permit the rehabilitation of these environments and populations. One method of implementing this concept is to designate areas where activity would be limited, often referred to as marine protected areas (MPAs).

Homeland Security: Defending U.S. Airspace
The September 11th attacks drew attention to U.S. air defense, and the 9/11 Commission Report recommended that Congress regularly assess the ability of Northern Command to defend the United States against military threats. Protecting U.S. airspace may require improvements in detecting aircraft and cruise missiles, making quick operational decisions, and intercepting them. This report discusses a number of options that exist in each of these areas. A variety of issues must be weighed including expediency, cost, and minimizing conflicts with civilian aviation.

The Director of National Intelligence and Intelligence Analysis
The 9/11 Commission made a number of recommendations to improve the quality of intelligence analysis. A key recommendation was the establishment of a Director of National Intelligence (DNI) position to manage the national intelligence effort and serve as the principal intelligence adviser to the President — along with a separate director of the Central Intelligence Agency. Subsequently, the Intelligence Reform and Terrorism Prevention Act of 2004, P.L. 108-458, made the DNI the principal adviser to the President on intelligence and made the DNI responsible for coordinating communitywide intelligence estimates. Some observers note that separating the DNI from the analytical offices may complicate the overall analytical effort.
